BEIJING, Oct. 5 (Xinhua) -- China's National Bureau of Statistics (NBS) under new chief Ma Jiantang is likely to reform its statistical system to ensure the authenticity and timeliness of data and help the government to better cope with the uncertainties of outside economic influences, the minutes of an NBS meeting show.     After his inauguration as the NBS director, Ma has said he felt pressure, but was confident of taking over "the baton of statistical reform and development."     "The changing world economy, especially the financial turmoil triggered by the U.S. sub-prime mortgage crisis, had increased the uncertainties of China's macro-economic development and stability and set new tasks for statisticians," said Ma.     "I would like to work with all NBS staff together to advance reforms and innovations in statistical systems, indices and methods to make sure statistical work could better serve the pursuit of scientific development to shift the target of economic expansion from quantity to quality, and building a moderately prosperous society."     According to the minute, Ma gave no details of his reform plans. But his predecessor, Xie Fuzhan, who was transferred to head the Research Office of the State Council, admitted in his leaving speech that the foundation for China's statistical work remained feeble, with a lot to be done in optimizing statistical methods and management.     "Both the status of statistical departments and the capability of statisticians needs to improve to meet their obligations and fulfill their tasks," Xie said. He took up the post two years ago after his predecessor Qiu Xiaohua fell over fund scandal.     Authorized by the State Council to examine and calculate the economic output nationwide and to collect and compile economic figures for almost all industries and sectors, the NBS offers basic statistical information and policy advice for higher authorities and government departments.     Ma, a doctor of economics who graduated from the Chinese Academy of Social Sciences, viewed authenticity and timeliness as "the lifeblood of statistics work" and "the way for statisticians to conduct themselves".     He said the essence and core of statistics was to reflect facts, analyze real situations and seek truth, according to the minute.     Ma also urged NBS staff to resist all fabrications of data, secure the quality of figures and work with professionalism.     Under the current management system, local statistical departments serve two bosses, with the NBS giving them statistical assignments but local governments in charge of their personnel and finance. The NBS was only authorized to assist governors, municipal mayors and autonomous region chiefs in managing the heads of NBS branches.     Prestige-minded local officials looking for advancement have often tested the integrity of statisticians within their jurisdiction.     To remedy the situation, China's legislature revised the implementation rules of Statistics Law in 2006, which authorized NBS investigation teams to undertake independent statistical surveys and reports in all provinces, municipalities and autonomous regions.     Under the Statistics Law, leading members of local authorities who alter statistical data without authorization, fabricate statistical data, compel or prompt statisticians to tamper with figures will be subject to administrative sanctions. Officials who retaliate against statisticians who refuse to fabricate data face criminal penalties.     After more than two decades of sizzling growth at the cost of depleted resources, increased energy consumption and environmental damage, the Chinese economy is undergoing a tough rebalancing that puts more emphasis on quality than quantity.     As global economic slowdown could dampen exports -- a major growth engine -- more than expected, the government has become increasingly careful with monetary tools like interest rates, deposit reserve ratios as well as industrial and fiscal policies so as not to plunge the expanding economy into recession.     Senior decision-makers have been demanding precise and more timely statistics for earlier warnings in the event of slowdown or other ailments.     Ma was appointed vice governor of Qinghai in December 2004 and used to work with the State Economic and Trade Commission and the Assets Supervision and Administration Commission of the State Council.

BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.
