NANJING, April 25 (Xinhua) -- Negotiators from the Chinese mainland and Taiwan on Saturday stressed the significance of enhanced cross-Straits economic exchanges and cooperation amid the international financial turmoil.     Zheng Lizhong, deputy chief of the mainland-based Association for Relations Across the Taiwan Straits (ARATS), said the international financial turmoil has brought new challenges to economic development across the Taiwan Straits.     Compatriots from the two sides aspired to accelerate cross-Straits economic cooperation, Zheng said at a preliminary meeting with his Taiwan counterpart Kao Koong-lian, Vice Chairman and Secretary-General of the island's Straits Exchange Foundation (SEF).     The meeting was held to make final preparations for Sunday's talks between the ARATS and SEF heads Chen Yunlin and Chiang Pin-kung.     Sunday's talks could bring enhanced economic development and cooperation across the Straits, he said. Zheng Lizhong (R), vice-president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Kao Koong Liann, vice chairman and secretary-general of Taiwan-based Straits Exchange Foundation (SEF), before the preliminary discussion in Nanjing, capital of east China's Jiangsu Province, April 25, 2009. ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung are scheduled to hold talks on Sunday    Kao Koong-lian said one of the SEF's basic notions is that the cross-Straits relations should be two-way exchanges instead of one-way.     With mainland investment on the island, one of the four major issues under negotiation during the talks, the cross-Straits trade could basically resume normal two-way exchanges, he said.     He hoped issues on safeguarding cross-Straits investment agreements and preventing double taxation could be included in the next round of talks.     Direct transport, postal service and trade was totally cut off between the two sides since the Chinese civil war ended in 1949.     On Jan. 1, 1979, the Standing Committee of the National People's Congress, or the top legislature, called for an early realization of the three direct cross-Straits links on transport, mail and trade in its "Message to Compatriots in Taiwan." After 1979, the mainland allowed Taiwan products to enter at lower tax rates or tax-exempt.     In July 1988, the State Council, or the Cabinet, issued regulations encouraging Taiwan compatriots to invest on the mainland.     The mainland has been the largest trading partner of Taiwan since 2003, with annual trading volume surpassing 100 billion U.S. dollars.

BEIJING, June 27 (Xinhua) -- China's monthly power generation is expected to rise for the first time in June, after eight months of declines, said the National Development and Reform Commission (NDRC) Friday on its website.     The top planning agency based the forecast on statistics collected by State Grid and China Southern Power Grid from June 1 to 23.     Due to increasing economic activity and high temperatures, daily power generation topped 10 billion kilowatt hours for nine days during mid-June and exceeded 10.80 billion kw/hrs on June 23 -- the highest this year, said the NDRC.     Eight provinces and regions set power records from June 1 to June 23: Hebei, Hubei, Jiangxi, Sichuan, Yunnan and Hainan provinces and Guangxi Zhuang Autonomous Region and Xinjiang Uygur Autonomous Region.

BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

BEIJING, May 25 (Xinhua) -- Chinese top political advisor Jia Qinglin met with Taiwan-based Kuomintang (KMT) Chairman Wu Poh-hsiung and his delegation at the Great Hall of the People in Beijing Monday afternoon.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, said the cross-Straits relationship had made breakthroughs after a historic turning point in the past year.     Improved relations had yielded practical benefits for people on both sides, and cross-Straits peace and stability had been highly praised by the international community, said Jia. Jia Qinglin (R), chairman of the National Committee of the Chinese People's Political Consultative Conference, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, shakes hands with Kuomintang (KMT) Chairman Wu Poh-hsiung during their meeting at the Great Hall of the People in Beijing, capital of China, May 25, 2009    The KMT and the Communist Party of China (CPC) had shouldered greater responsibility in promoting the cross-Straits relationship, said Jia, also member of the Standing Committee of the CPC Central Committee Political Bureau.     At the invitation of CPC Central Committee General Secretary HuJintao, the KMT chairman arrived in Beijing on Monday and will meet Hu on Tuesday to exchange ideas on the cross-Straits relationship.     Jia said Wu's meeting with Hu would promote political mutual trust.     Jia proposed that the two sides enhance exchanges and intensify trust to make more practical achievements for the public interest.     He stressed that interaction and inter-party dialogue would play an irreplaceable role in keeping the development of cross-Straits relations on a peaceful track and building trust.     Jia said dealing with the challenges of the global downturn was an issue calling for cooperation.     Further, both sides should find opportunities in the crisis to promote the normalization of the cross-Straits economic relationship through more institutionalized economic cooperation, Jia told the KMT chairman.     Jia said the Straits Forum held in the mainland's Fujian Province had become a new platform for communication by people on both sides, who were the driving force of cross-Straits relations.     Wu said that the great progress of cross-Straits relations in the past year had proved that the common prospects for peaceful cross-Straits development, agreed by leaders of the two parties in2005, fully met the needs of people on both sides.     The two parties had achieved unprecedented interaction and should unswervingly continue their exchanges in a proper direction, Wu said.     Both the people in the mainland and Taiwan were Chinese and responsible for the revitalization of the nation and its culture, Wu said.

BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.
