DAMASCUS, June 29 (Xinhua) -- China's new special envoy to the Middle East Wu Sike said on Monday in an interview with Xinhua that the concerning parties of the Mideast peace process should hold confidence to make progress.     Wu, who arrived in Damascus on Monday, starting the fifth leg of his first visit to the Middle East as China's new special envoy.     After meeting with Syrian Foreign Minister Walid Mualem and Vice President Faruk Shareh, he told Xinhua that Syria and China has enjoyed good bilateral relationships and Syria appreciates China's role in the region and the Mideast peace process. Visiting China's Mideast envoy Wu Sike (L) meets with Syrian Foreign Minister Walid al-Muallem in Damascus, Syria, June 29, 2009.Before visiting Syria, Wu has already visited Egypt, the Palestinian territories, Israel and Jordan.     He told reporters that although some positive signs has turned up in the region, confidence is still needed, because "we have a long and tough way ahead to finally reach a just and comprehensive peace in the region."     During his first stop in Egypt on June 21, Wu met with Egyptian Foreign Minister Ahmed Abu Gheit, and he also had talks with the Cairo-based Arab League Secretary General Amr Moussa.     The Chinese official told Egyptian officials that "Negotiation is the only and the best way to solve the conflicts in the region and China will support all the efforts in this regard."     After holding dialogues with Arab and Israeli officials, Wu noted that Arab world has seen the positive factors in Israeli Prime Minister Benjamin Netanyahu's recent foreign policy speech, which conditionally accepted the two state solution for the first time.     However, the Arab world widely opposed the preconditions of establishing a Palestinian state in Netanyahu's speech, highlighting the Palestinian state is unable to exist with those conditions, said Wu.     "Israel could not achieve its ultimate security until Israel and the Palestinians realize their peaceful coexistence," said the Chinese envoy, noting that "I have urged the Israeli leaders and politicians to accept the two state solution, stop establishing settlements and negotiate with Syria and Lebanon with concerning issues."     Meanwhile, the Chinese envoy, who is also scheduled to visit Lebanon and Russia, stressed that China is willing to support with all effort to make peace in the Middle East.     "Both Arab world and Israel are waiting for the other side to make a substantial step, therefore the international community needs to push forward the process," said Wu.

PRAGUE, May 20 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday held the 11th China-European Union (EU) summit here with Czech President Vaclav Klaus and European Commission President Jose Barroso.     The Czech Republic now holds the rotating presidency of the EU.     The three leaders, in a frank, practical and friendly atmosphere, thoroughly exchanged views and reached important consensus on how to further develop the China-EU comprehensive strategic partnership, and jointly deal with the global financial crisis as well as climate change.     Wen said the development of the China-EU relations embodies the mutually beneficial cooperation between the biggest developing country and the biggest bloc of developed countries, and the friendly exchanges between the two major ancient civilizations.     The summit is a frank dialogue between countries with different social systems, which conforms to the historical trend, meets the requirement of the advancing of the times, and benefits the Chinese and European people and the whole international community, he said. BEIJING, May 1 (Xinhua) -- New rules to punish "statistical fouls" took effect Friday in China.     The rules, the country's first of their kind, were jointly published by the Ministry of Supervision, Ministry of Human Resources and Social Security and the National Bureau of Statistics (NBS).     The rules impose penalties for publication of fraudulent statistics or unauthorized dissemination of statistical data.     Penalties including dismissal, demotion or unspecified "criminal punishment" face those who unlawfully alter statistics or ask others to do so and those who take revenge on people who refuse to fabricate data or blow the whistle on illegal acts.     People who leak data concerning state secrets, personal information or business secrets, or who delay the reporting of statistics, would face similar penalties.     The new rules require government offices to carefully maintain and deliver files of criminal cases and quickly release investigation results.     Analysts said statistics are not just key data for the government, they are also vital in making decisions about social and economic affairs.     Statistics "concern public credibility of both statistical authorities and the government," said Fan Jianping, chief economist with the State Information Center.     As the world's fastest expanding economy, China has faced questions about the accuracy of its national economic data. The most recent figure drawing global attention was the decade-low, 6.1 percent year-on-year economic growth rate in the first quarter, which was released April 16.     Since the country's opening-up, the quality of statistics has improved. An article on the Wall Street Journal China's website said China's economic statistics were actually very impressive, "with relatively timely, accurate, and comprehensive data published on a range of key indicators".     But it also pointed out that there is a political economy of numbers with an incentive at both the local and national levels to massage the statistics. Many China watchers have noted the incentives for local officials to over-report growth to please their political masters.     Officials who participated in drafting the new rules admitted that incorrect or falsified statistics have been released at times.     Statistical corruption has been found in China for years to exaggerate local economic growth, which is often related to officials' promotion.     In April, southeastern Fujian Province said that it handled 754cases concerning forged statistics last year and imposed fines up to about 1.38 million yuan (203,000 U.S. dollars).     "As the country strives to cushion the impact of the global slowdown and maintain steady economic growth, they should use the rules as a deterrent to statistical fouls," said Wang Tongsan, an economist with the Chinese Academy of Social Sciences, a government think tank.     Wang also suggested the government should reform the evaluation system for officials and increase training for statistical staff.     China's top statistics official, Ma Jiantang, has vowed to improve the quality and credibility of government statistics after foreign media voiced concerns about the authenticity of Chinese economic data.     "To keep (official statistics) true and credible is not only our duty, it also relates to our need to accept public supervision," Ma said in a statement on the NBS website.

VIENNA, June 17 (Xinhua) -- The Head of the Chinese delegation and Permanent Representative of China to the United Nations Office in Vienna, Tang Guoqiang, stressed on Wednesday on behalf of the Chinese government that the nuclear issues of Korea and Iran should be solved in a peaceful way through diplomatic talks.     In a speech at the board meeting of the International Atomic Energy Agency (IAEA) on Wednesday, Tang pointed out with regard to the Korean nuclear issue that the Chinese government "firmly opposes" another nuclear test by the Democratic People's Republic of Korea (DPRK), and requires the DPRK to "stick to the denuclearization commitments, stop relevant actions that may further deteriorate the situation, and return to the six-party talks."     However, Tang also pointed out that "the sovereignty, territorial integrity, reasonable security concerns and development benefits of the DPRK, a sovereign state, and a member state of the U.N., should receive due respect. The DPRK should have the right to peaceful use of nuclear energy after it returns to the treaty on Non-Proliferation of Nuclear Weapons (NPT)."     He also stressed that political and diplomatic means is the"only right way"to solve the relevant issues on the Korean Peninsular including the nuclear issue.     Therefore, he called on relevant parties to "focus on long-term benefits and maintain calm and restraint so as to avoid any action that could lead to further tension." A peaceful solution to the Korean nuclear issue "accords with the common benefit of all the parties,"Tang said.     He pointed out when discussing the Iranian nuclear issue that there is currently new opportunity to promote a solution through negotiations, so relevant parties should "seize the opportunity and step up diplomatic efforts, so as to resume talks as soon as possible and seek a comprehensive and long-term solution to the Iranian nuclear issue."     Iran, as a party to the NPT, enjoys the right to the peaceful use of nuclear energy, but should also fulfill corresponding international obligations he said.     China is concerned that Iran has not suspended uranium enrichment as requested by the U.N. SHENYANG, June 27 (Xinhua) -- China's steel giant, Ansteel, had got government approval to increase its stake in Australian iron ore explorer Gindalbie Metals, a spokesman with Ansteel said Saturday.     The approval came Tuesday, allowing the Anshan Iron and Steel Group (Ansteel) in northeast China's Liaoning Province to increase its interest in Gindalbie from 12.6 percent to 36.28 percent to become its biggest shareholder, according to the spokesman of Ansteel.     The purchase will be finished within a week. Then the two sides will invest a 534-million-Australian dollar in Karara iron ore project in western Australia, with a 50-50 ownership.     Gindalbie proposed Ansteel buy more of its shares in August last year. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.
