BEIJING, Oct. 14 (Xinhua) -- Chinese President Hu Jintao on Wednesday met with visiting Russian Prime Minister Vladimir Putin, hailing fresh development of bilateral relationship and vowing closer collaboration. "Russia is one of the top agenda on China's diplomacy as we pay much attention to relations with Russia," Hu told Putin in their half an hour meeting in Diaoyutai State Guesthouse.     Hu said this year was significant for China-Russia relations as both countries celebrated their 60th anniversary of the establishment of diplomatic ties.     Russia was the first country to establish diplomatic relations with China, days after the People's Republic of China was founded on Oct. 1, 1949. They held closed-door talks and witnessed the signing of 12 agreements, including the agreements on natural gas and oil.

BEIJING, Aug. 31 (Xinhua) -- The Chinese Ministry of Commerce said Monday it would extend anti-dumping duties on phthalic anhydride imported from the Republic of Korea, Japan and India for another five years after review investigation.     Phthalic anhydride is an important industrial chemical mainly used in the mass production of plasticizers for plastics     The imported phthalic anhydride would cause damage to Chinese industries should anti-dumping duties be lifted, said the ministry.     The duties took effect Monday.     On Jan. 7, China imposed anti-dumping measures on phthalic anhydride to offset negative impact on domestic producers.

BEIJING, Oct. 13 (Xinhua) -- China and Russia signed 12 agreements, including agreements on natural gas and oil, as the premiers of the two countries held their 14th regular meeting in Beijing on Tuesday.     The signing ceremony was overseen by Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin after their talks in the Great Hall of the People in downtown Beijing.     Prior to their talks, Wen hosted a red-carpet welcome ceremony for Putin, who is on his first official visit to China since taking office in May 2008. HONG KONG, Aug. 29 (Xinhua) -- China has made great progress in gender equality and empowering women in the past 60 years, well on track to achieve the Millennium Development Goals (MDGs) by 2015, said a senior UN official on Saturday at the Asia Pacific Women Forum held in Hong Kong.     Khalid Malik, the United Nations Resident Coordinator and the UN Development Program resident representative in China, quoted Chairman Mao Zedong's famous remarks "Women holding up half of the sky" to review China's good will and determination in promoting gender equality.     He noted that the People's Republic of China has witnessed important progress since its founding nearly 60 years ago, with gender equality as the country's basic national policy and one of the core elements to pursue a harmonious society.     Six years away from the deadline of MDGs, China is now well on track for further progress to meet the goal in promoting gender equality, said Malik.     "There is almost no gender disparity to Chinese women's access to a living market, and there is much that the Asia-Pacific region can learn from China's lessons," he said.     The eight MDGs, set by world leaders at a UN summit meeting in 2000, also include relieving poverty, popularizing primary education, reducing child mortality and ensuring environmental sustainability.     As the Asia-Pacific region emerges stronger than any other one from the undergoing global financial crisis, he also believed the women in the region have a real prospect in redefining and strengthening their role in economy and society amid "a time of great changes".     "Women are the driving force to overcome poverty and hunger, fight illiteracy, prevent the spread of diseases and promote stability," he said.     More efforts were needed yet, Malik added. He urged both China and the whole region to eliminate even more bias towards empowering women and to bring the gender equality to a whole new level on the foundation of all the progress that has been made so far.

BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.
