BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.

BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

BEIJING, Aug. 2 (Xinhua) -- China's economy would continue to recover from the world financial crisis in the latter half and expand at the rate of 8.5 percent for the whole year, said a report from the Bank of Communications on Sunday.     The country's economic development was expected to accelerate the pace and expand at 9 percent in the third quarter and 9.8 percent in the fourth quarter, according to the report.     The report indicated that the country would achieve the set goal of 8 percent economic growth for the full year，contributed by a robust domestic investment and consumption.     In the latter half, investment would represent fast increase, boosted by development from infrastructure construction, real estate, and the industrial sector, said the report.     China saw its economy growth slowed down amid the world financial crisis. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.
