SINGAPORE, Feb. 16 (Xinhua) -- Singapore's Senior Minister Goh Chok Tong said on Tuesday that China will become even more important globally and Singapore must find opportunities to ride on China's growth.Speaking at the Business China spring reception on Tuesday night, Goh said that China has over the past year weathered the global economic downturn with exceptional resilience.Despite shrinking external demand and rising unemployment, China's timely and bold policy responses have enabled its economy to grow at a sizzling 8.7 percent last year, he said, adding that China is now reinforcing its role as the engine for growth in Asia, if not the world.Goh said that the city state recognized China's potential early, soon after China began to open up its economy in 1978.Because of the early efforts made by the Singapore government and Singaporeans, China is today the city state's third largest trading partner and top investment destination, Goh said.As for riding on China's growth, Goh said that the Singapore government will help its companies gain an even stronger foothold in China, and continue to catalyze business opportunities in China. The seven provincial-level business councils, as well as other high-level dialogues and platforms, help open opportunities for companies, reinforce the Singapore brand name and increase its mindshare in China, Goh said.

BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday. The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health. The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services. The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.

BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change. In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations. The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday. He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.

SANYA, Hainan, March 21 (Xinhua) -- A senior official with the United Nations World Tourism Organization (UNWTO) said Sunday China is expected to become the world's largest tourist destination by 2015."China, as we predict, is going to become the world's No. 1 tourist destination by the year 2015," said Taleb Rifai, secretary general of the UNWTO."China is almost there. It is now the world's fourth largest destination when it comes to incoming tourists, and the rates of growth are moving so quickly that we think this is a realistic target," Rifai said.France is currently the country receiving the most international tourists, at 80 million per year, followed by the United States and Spain, both at 60 million a year, while China has about 48 million, he said."China's tourism economy has moved incredibly in the last ten years. The number of incoming tourists rose from 8 million to 48 million. The potential of the growth is still big because of the size of China," Rifai said.Rifai said the global tourism industry is improving but challenges remain due to the weak economy."The tourism industry has to follow and is very much affected by the general economic situation, and for sure the general economic situation has started to turn around. But we cannot call it a full recovery at the moment," he said.

BEIJING, Feb. 1 (Xinhua) -- The Industrial and Commercial Bank of China (ICBC), the world's largest lender by market value, said Monday it extended 110 billion yuan (16.1 billion U.S. dollars) of new loans in January, less than the amount in the same period of 2009."The lending growth in January was stable and moderate, which has well satisfied the real economic demand," the bank said. The ICBC statistics showed lendings of the bank totaled 117.1 billion yuan in January 2009.The bank said it would focus on financing ongoing government projects and continue to extend more loans to small businesses, while strictly controlling loans to new projects and high energy-consuming and polluting industries.ICBC last Wednesday said its loan growth in early and mid-January was "a little fast" as many ongoing projects needed funds, but the lending pace had stabilized since, as a concentrated volume of existing loans had come due and some credit card debts had been repaid. It also announced it would maintain a "reasonable and balanced" lending rate in a move to ease mounting public concerns about possible credit cuts.To prevent economic overheating, the government last month announced it would restrict its overall credit growth to 7.5 trillion yuan in 2010, compared with last year's 9.59 trillion yuan. However, a report from Monday's Economic Information Daily said that as of Jan. 29, Chinese banks had already extended nearly 1.6 trillion yuan new loans this year.

BEIJING, Feb. 10 (Xinhua) -- It's supposed to be a time of family reunions, new year greetings and fireworks, but blizzards and accidents on Wednesday put a damper on the Chinese New Year. The country is experiencing the peak travel period with millions of people are eager to get away from tough jobs to go home for the most important Chinese holiday, which falls on Sunday. The mass movement of people is the largest human migration on the earth. In the southern Guangdong Province, China's business hub, about 100,000 migrant workers are expected to ride motorcycles to go home to neighboring Hunnan, Guizhou and Guangxi provinces, to avoid train jams and high train ticket prices."It will be a tiring 10-hour motorcycle ride, but I can save a lot of money by not taking a train," said a migrant worker surnamed Huang who set off at 6 a.m. Wednesday for his home in neighboring Guangxi Zhuang Autonomous Region.Traffic police set up more than a dozen rest areas along major national highways so workers could warm their hands, drink some hot tea and repair their motorcycles before continuing their trip.Railway stations across the country have been crowded with millions of migrant workers carrying belongings and trying to buy tickets home. For some, this is the one chance they have per year to return home with gifts for their family. The railways are expected to carry 210 million passengers during the 40-day travel period that began January 30.But a blizzard that hit at least six provinces and regions in northern China Tuesday and Wednesday has disrupted tens of thousands of homecoming trips.Railway authorities say trains will slow down once fresh snow measures 40 cm. Train service will be halted if the snow depth exceeds 50 cm.The Ministry of Transport said at least 24 expressways were closed nationwide amid heavy snow by Wednesday morning in the provinces of Shanxi, Shaanxi, Hebei, Shandong and Henan, as well as in Inner Mongolia Autonomous Region.Besides the bad weather, traffic accidents caused by the crush of people and tired driving are straining the nerves of passengers and government officials.More than 600 traffic accidents occurred in the northwestern Ningxia Hui Autonomous Region between Tuesday and Wednesday. No casualties were reported, said the regional traffic police. In Gansu Province, nine people were killed and another 24 injured after a bus with 33 passengers veered off the road and fell into a ravine Wednesday morning near Longnan City.More than 270,000 police have been busy trying to keep order on the roads, cracking down on speeding, overloading and other offences, according to the Ministry of Public Security. The holiday is also an annual headache for authorities as workshops, mostly illegal and poorly run, are speeding up production of fireworks, a must have item when celebrating the Spring Festival.Three people died and another two were injured Wednesday after a blast in a fireworks plant in Anshun City in southwest China's Guizhou Province.

BEIJING, March 11 (Xinhua) -- China's supreme court and procuratorate vowed Thursday to step up anti-corruption efforts after a string of high ranking officials fell in last year's clean-up campaign.Prosecutors will focus on work-related crimes, commercial bribery and crimes that seriously infringe on people's interests this year, Prosecutor-General Cao Jianming told lawmakers in his work report to the parliament.More attention will also be given to criminal cases behind mass incidents and accidents, cases concerning construction projects, real estate development, land management and mineral resource exploration, Cao told nearly 3,000 lawmakers at the annual session of the National People's Congress (NPC).These areas are where corruption usually hide.Officials acting as "protective umbrella" for gangs will also be a focus of prosecutors' agenda this year, Cao said.In the work report of the Supreme People's Procuratorate (SPP), Cao said the country's prosecutors launched graft probes against 2,670 officials above county level last year, including eight at the provincial or ministerial level. The eight high-ranking officials included Huang Songyou, former vice president of the Supreme People's Court and Wang Yi, former vice president of the state-run China Development Bank. Also on the list were Chen Shaoji, former top political advisor of southern Guangdong Province, and Wang Huayuan, a former provincial official in eastern Zhejiang Province.Altogether, prosecutors investigated about 41,000 people, down 3.3 percent, in more than 32,000 cases, up 0.9 percent, for embezzlement, bribery, dereliction of duty and other work-related crimes last year, according to Cao's report.Among the probed, more than 18,000 were "extremely serious" corruption cases, while 3,100 were grave cases in connection to dereliction of duty or infringement of people's rights, it said.More than 9,300 government workers were implicated in cases of dereliction of duty, malfeasance and infringement of people's rights, Cao said.Nearly 3,200 bribers were punished "in an effort to strengthen crackdown on bribery offering crimes," he said.Cao said the authorities seized more than 1,100 on-the-run suspects involved in work-related crimes, with more than 7.1 billion yuan (about one billion U.S. dollars) embezzled or received in bribes recovered.NPC deputy Zhu Yong, also a political and law official in the provincial Communist Party committee in the eastern Anhui Province, said strict anti-corruption measures, such as auditing on officials who are leaving their posts, have produced fruitful results in fighting corruption. However, Zhu said some officials are still vulnerable to the temptation of bribes, and so fighting graft remains a challenge.Fighting graft is a very difficult task worldwide and cannot be efficiently addressed in a short period of time, Zhu added.VOWS TO CLEAN UP JUDICIARYChief Justice Wang Shengjun said courts will take actions on judicial corruption to prevent abuse of judicial power this year after Huang Songyou, former vice president of the Supreme People's Court (SPC), was jailed for life in January for taking bribes and embezzlement.Huang was convicted of taking more than 3.9 million yuan (about 574,000 U.S. dollars) of bribes from 2005 to 2008.Wang said nearly 800 court officials were punished for violating laws last year.Courts at all levels should "learn a lesson" from the case of Huang to pinpoint rooted problems on the management of judges and supervision of power, he said.Prosecutor-General Cao said the authority will "never relax its efforts" in the crackdown on judicial corruption. An extensive anti-gang crackdown in southwestern Chongqing municipality since last year revealed a grave situation of judicial corruption. About 200 judicial and public security officials in the city have been found to be implicated.Wen Qiang, former deputy police chief and head of the justice bureau of Chongqing, stood trial last month. He was accused of raping, taking more than 15 million yuan of bribes to protect criminal gangs, and possessing a huge amount of unexplainable assets.

BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said. After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy. In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.
