BEIJING, July 31 -- China can expect to be a major target of rising trade protectionism - particularly from the United States and India - as the world struggles to recover from the global financial crisis, the Ministry of Commerce (MOFCOM) said Thursday.    The crisis has pushed trade protectionist cases to a historical high.     "The US is abusing trade protectionist tools to help its own industries tide over the economic slowdown. The two nations have stressed since late 2008 that they have been fighting trade protectionism, including at the China-US Strategic and Economic Dialogue held in Washington this week.     And in the case of India, it now has the most cases pending against China - from last September to June, it accounted for about 40 percent of the total. The cases cover a wide range of products, including textile, steel and chemicals.     "As newly emerging nations are being brought directly into competing against China, the upward trend will continue," Zhou said.     Despite falling exports, China still holds the largest share of labor-intensive products in the American and European markets, which threatens Indian businesses.     "Compared with the US, India is far from reasonable," said Fu Donghui, managing director of the Beijing Allbright Law Firm, which deals with anti-dumping and anti-subsidy cases.     "The Indians find any opportunity to challenge the Chinese. As long as there is any call from an Indian enterprise, the Indian government will launch an investigation, even without research."     The MOFCOM plans to focus on cases involving the US and India. "We expect to find out the reasons behind that growth and learn how to avoid them in the future," Zhou said.     For years, the Chinese government shied away from appealing to the WTO for help in battling trade protectionist measures.     "The government should have actively appealed to the WTO to prevent foreign nations from abusing its rights," Fu said.     China will now use the WTO tools to prevent its businesses from being hurt by foreign counterparts, but, nonetheless, it will be prudent, Zhou said.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

We've made specific plans for commanding, force deployment and actions during the Beijing Olympics. All these can be used in the National Day celebrations, Cai said.     More exercises are needed to test the emergency response capacity and smooth the coordination among various forces, he said.     Police will strengthen baggage checks in subway stations, an anti-terror measure which started during Games.     Like the system during the Olympics, emergency police centers can mobilize helicopters and satellites to prevent and handle potential terror attacks, Wang said.     The equipment to deal with chemical weapons, monitoring system of suspected vehicles and air detection equipment that were developed during the Olympics have been used in daily checks, he said.     The capital also has mobilized hundreds of thousands of security personnel, Communist Party officials and volunteers patrolling the city to ensure a terrorism-free anniversary.     Fu Xinling, a volunteer who patrolled streets in Wanshou Road Community in Haidian District during the Olympics, is ready to wear the red armband again.     "We will go back to our posts again in a month to provide clues and information to the police," she said. "We will never allow the terrorists to damage our celebrations."     They read handbooks on Olympics security, which is also helpful in the 60th anniversary, said Cai     Lianqi, a police officer in Wanshou Road Community. "The public is the backing of our security work."
