KUNMING, April 2 (Xinhua) -- Chinese Premier Wen Jiabao has pledged that his government will extend further support to poor areas inhabited by ethnic minority people.     "All ethnic groups form one big family. We must be united and help each other, to prosper and make progress together," Wen told a group of Jingpo nationality farmers during a visit to the Dehong Dai and Jingpo Autonomous Prefecture in Southwest China's Yunnan Province. BEIJING, Sept. 8 (Xinhua) -- A reception was given here Monday to mark the 60th anniversary of the founding of the Democratic People's Republic of Korea (DPRK). BEIJING, Oct. 11 (Xinhua) -- The latest tests found that Chinese liquid dairy products met the new temporary restrictions on melamine, the country's top quality control agency said on Saturday.     It was the ninth investigation on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest tests covered 532 batches of liquid milk, including yogurt, from 69 brands in 23 major cities nationwide, the agency said.     At present, 4,213 batches of liquid dairy products from 131 brands produced after Sept. 14 were tested and all in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China on Wednesday set temporary limits on melamine content in dairy products. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.     The State Council, or Cabinet, issued a series of quality control regulations for dairy products on Thursday.     The regulations tighten control of how milk-yielding animals are bred, how raw milk is purchased and the production and sales of dairy food.     They promised more severe punishment for people who violated safety standards and quality control departments that failed to fulfil their duties.

HAIKOU, Oct. 3 (Xinhua) -- Higos, the 17th tropical storm of the year, landed in China's southernmost Hainan Province Friday evening, local observatory said.     Higos landed at 10:15 p.m. in Longlou Town, Wenchang City, 19.6 degrees north latitude and 111.0 degrees east longitude. The wind speed at the eye of the storm was 18 meters per second, according to the Hainan Provincial Meteorological Observatory.     It was forecast to weaken and move northwest towards the coastal areas of western Guangdong Province. Delayed trucks are parked at the Xiuying port in Haikou, capital of south China's Hainan Province Oct. 3, 2008, due to the suspension of ferry service.In total, 24,115 fishing boats in the province had returned to port and coastal fisheries staff had gone home. All recreational sporting activities on the air or sea were also suspended on Friday, said Lin Mingzhong, Hainan Provincial Office for Flood, Wind and Drought Control deputy director.     He predicted Higos would have minor impact on the island as the rainfall was expected to be around 100 mm. It was likely to affect some small reservoirs as their current water level was high.     Higos was formed on Tuesday in the Pacific Ocean, coming on the heels of tropical storms Jangmi and Hagupit, which combined had killed about 20 people in China. XIANGFEN, Shanxi, Sept. 15 (Xinhua) -- Rescuers continued to search for the missing in last Monday's fatal mud-rock flow in north China's Shanxi Province that killed 254 people and injured 34 to date.     No new bodies were found from 6 p.m. on Sunday to 6 p.m. on Monday. Rescuers were continuing to search in areas designated by the family members of the missing, according to Lian Zhendong, the rescue operation's chief.     "We will not stop the rescue work in a short time," he said. "We will do our best to make the family members of the missing see their relatives." Rescue workers work on the ruins at the key spot of the mud-rock flow in Xiangfen County, Linfen City, north China's Shanxi Province, Sept. 15, 2008A rain-triggered mud-rock flow happened around 7:50 a.m. on Sept. 8 when the bank of a pond holding waste ore dregs burst at the Tashan Mine in Xiangfen County, Linfen City, destroying buildings, trade markets and residences lying about 500 meters downstream.     The death toll has risen to 254, 151 of whom have been identified. The 34 injured, four seriously, were being treated in hospital.     An initial investigation showed that factors leading to the accident included the production and building of the pond was in violation of regulations. The mine also lacked a security checkup, failed to implement the orders for straightening up operations, in addition to the loose supervision of concerned safety departments.     The State Council, China's Cabinet, has ordered a nationwide safety check at similar production sites to root out hidden risks following the deadly accident.

It issued an immediate recall of milk formula made before Aug. 6.     Three infants have died so far. There are at least 6,244 infant victims of the contaminated milk powder, of whom 158, or 2.5 percent, have acute kidney failure, the Ministry of Health said on Wednesday.

BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. A dedicated agricultural development subsidy fund was set up to help the three regions build infrastructure and develop agricultural production.     The statement said it was the third time the government had extended the program, which would expire at the end of this year.     Over the past 25 years, poverty-relief efforts had achieved remarkable results. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.
