CHENGDU, Nov. 23 (Xinhua) -- China will send two giant pandas to Australia Friday for a cooperative research program.     The four-year-old male panda "Wang Wang" and three-year-old female panda "Fu Ni" will stay in Australia for 10 years, said Zhang Hemin, chief of the Wolong Nature Reserve Administration in southwest China's Sichuan Province.     "Wang Wang", which means "net" in Chinese, is 119 kg and "Fu Ni", which means "lucky girl", is 90 kg. They were quarantined on Oct. 21 for their trip to Australia.     "Wang Wang" and "Fu Ni" were transferred to the Bifengxia Giant Panda Breeding Center in Ya'an City after the Wolong Giant Panda Protection and Research Center where they were living were destroyed in the May 12 massive earthquake in 2008.     The Australian side had sent veterinaries and feeders of the two pandas to China for training. It had also set up a 10 hectares bamboo planting base, Zhang said.     The two pandas will receive a body check Tuesday before their departure.     China and Australia made an agreement in 2007 on the cooperative research.     Giant pandas, known for being sexually inactive, are among the world's most endangered animals due to shrinking habitat.     There are about 1,590 pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama arrived in China on Sunday night for a four-day visit to the world's most populous country.     The visit by the leader of the largest developed country to the biggest developing one has roused great interest among observers as China-U.S. relationship has always been one of the most important and complicated bilateral ties in the world.     During the first leg of his Asian tour in Japan, Obama said the United States welcomes China's appearance on the world stage, and does not seek to contain China. He said that "the rise of a strong and prosperous China can be a source of strength for the community of nations," striking a positive keynote for his forthcoming China visit.     His Chinese counterpart President Hu Jintao has also said that China-U.S. relations have significance and influence far beyond their bilateral ties, and a sound Sino-U.S. relationship is not only in the fundamental interests of the two nations and peoples, but also conducive to peace, stability and prosperity in the Asia Pacific region and the world at large.     China has always maintained that, as the biggest developing and the developed countries, China and the United States share broad common interests on the vital issues of peace and development, and shoulder great responsibilities.     During a media interview before his Asia tour, Obama said "on critical issues, whether climate change, economic recovery, nuclear non-proliferation, it's very hard to see how we succeed or China succeeds in our respective goals without working together."     The remarks, however, also hinted at the difficulty of bilateral cooperation on thorny issues.     For instance, the trade spats between the two countries have recently flared up, with the U.S. government imposing anti-dumping duties on imports of poultry, tires and steel pipes from China. China criticized the measures as protectionist.     The two countries are also at odds on the issue of climate change. As the world's two largest green-house gas emitters, China and the U.S. have both pledged commitments, but their different status in economic development and interpretation of the principle of "differentiated responsibilities" have made substantial consensus difficult.     However, the Obama administration has repeatedly indicated that the two sides would not "allow any single issue to detract from our broader overall relationship," which is too important to go astray.     The Center for Strategic and International Studies, a major U.S. think tank, said in a report, "U.S.-China partnership is indispensable for addressing many of the main challenges of the 21st century ... The premise for U.S.-China relations going forward must be a shared commitment to working together to promote the global good."     To share significant global responsibilities, China and the United States should view and handle their bilateral ties from a strategic and overall perspective. Both sides should promote dialogue, expand cooperation, respect each other, seek common ground while reserving differences, and take care of each other's core interests.     Obama once quoted a famous ancient Chinese philosopher Mencius to underscore the importance of resolving disagreements between the two nations through talks.     "A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time," he said.     It is the shared hope that both sides could blaze a path towards the future, so as not to let the "grass" of suspicion and difference block the way. China also hopes Obama's visit will leave fresh and impressive footprints on this path.     The United States has changed its China policy from isolation, containment, to engagement and today's relationship of positive and comprehensive cooperation. This represents a profound change in the world arena.     As far as both countries keep to the right orientation of the development of bilateral ties, enhance mutual trust, expand cooperation and take care of each other's key interests, they will ensure the steady development of bilateral ties and contribute further to world peace, stability and prosperity.

BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

BEIJING, Nov. 14 (Xinhua) -- China's industrial output is expected to grow by about 16 percent year on year this month and in December and the full year industrial output growth could reach around 10.5 percent, Minister of Industry and Information Technology Li Yizhong said here Saturday.     At the 3-day International CEO Roundtable conference, Li said the industrial output growth would guarantee the manufacturing-based Chinese economy should achieve its full-year growth target of 8 percent.     China set the about 8-percent growth target in March this year. The government believes 8-percent GDP growth is essential to generate enough jobs.     According to the minister, China's industrial economy stopped falling and began to stabilize and recover in March this year. In October, China's industrial output rose 16.1 percent from a year earlier, the fastest pace since March 2008 and the sixth consecutive month with an acceleration of year-on-year growth.     Li said the industrial output in October had climbed to the level in June last year, which indicated a V-shaped curve of the recovery of the industrial production activities.     Other figures, such as rising company profit, surging power consumption, and increasing export orders, also pointed to the notable recovery of China's industrial production, he said.     Li also cautioned that the recovery base of China's industrial production was not solid and some industries and companies were still faced with production and operation difficulties.     He said China should continue its efforts to restructure its economy and change growth pattern by promoting innovation and technological upgrading, conserving energy and cutting emissions, and integrating information technologies with industrial development.     According to the minister, the industrial production accounted for 43 percent of China's total GDP in 2008 and contributed 42.8 percent to the GDP growth last year.     Thanks to the global financial crisis, China's economy cooled to its slowest pace in seven years in 2008 and expanded 9 percent from a year earlier to reach 30.07 trillion yuan (4.4 trillion U.S. dollars).
