DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.

HARBIN, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao conveyed new year greetings to workers, farmers, local residents and officials during his visit to northeastern Heilongjiang Province on the first two days of the year.     Braving the freezing weather, Wen visited the cities of Daqing and Qiqihar in Heilongjiang. It was Wen's third visit to Daqing since 2003. At Daqing oilfield, he said Daqing people had not only produced two billion tonnes of oil for the country, but also the invincible Daqing spirit which was kept well over the past five decades. BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

BEIJING, Oct. 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for attention on the ageing problem, noting this is a major issue that concerns "people's livelihood and the nation's lasting peace and stability."     Hui's call came several days ahead of the country's traditional "Senior Citizen's Day," or Double Ninth Festival, which falls on the ninth day of the ninth month in the lunar calendar, or Monday.     Hui, also director of China National Working Commission on Ageing, said at a recent meeting on the aging problem held in Beijing that the elderly were "valuable wealth of the Party and the country," and researchers should provide solid scientific foundation for the government to make strategies for the well-being of the ageing population.     Statistics from the commission show more than 8.3 percent of the 1.3-billion Chinese population are above 65, and in most cities, more than 50 percent of the elderly people live without the company of their children.     Hui said efforts should be made to deal with new conditions concerning ageing, such as unbalanced distribution of the aged between urban and rural areas.

BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.
