WASHINGTON - China warned the United States on Thursday against "groundless smear attacks" against Chinese products and said it was working responsibly to address concerns over a spate of recent food safety scares. "The Chinese Government has not turned a blind eye or tried to cover up. We have taken this matter very seriously, acted responsibly and immediately adopted forceful measures," said a statement by China's embassy in Washington. "Blowing up, complicating or politicizing a problem are irresponsible actions and do not help in its solution," the Chinese mission said in a rare policy pronouncement. "It is even more unacceptable for some to launch groundless smear attacks on China at the excuse of food and drug safety problems," it said. Echoing the Beijing government's complaints about US media reports, the embassy said food safety concerns were not unique to China, 99.2 percent of whose food exports to the United States in 2006 met quality standards. Problematic US imports from China -- including toxic ingredients mixed into pet food and recalls of toy trains and toothpaste -- were isolated cases and "hardly avoidable" amid huge and rapidly growing bilateral trade, the statement said. "It is unfair and irresponsible for the US media to single China out, play up China's food safety problems and mislead the US consumers," it added. Appealing for strengthened cooperation between Chinese and US food inspection authorities, the statement urged Americans to "respect science and treat China's food and drug exports fairly."

China's press and publication watchdog yesterday announced a campaign to shut down pornography websites nationwide.As of last week, about 348 domestic websites were found to be posting and distributing porn novels and pictures Song Jianxin, director of the Internet supervision sector under the National Office of Anti-porn and Illegal Publications, said.Eight websites including 517z.com, xs4.xggirl.com and book.maobob.com were ordered to permanently shut down for the "extremely negative impact" they caused by posting 40 online porn novels."The contents were full of exaggerated and explicit description of sex. GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

BEIJING - China said Monday it will use global positioning satellites to ensure food safety at the Beijing Olympics as it steps up efforts to blacklist manufacturers who violate safety regulations. Wang Wei, an executive vice president of the Beijing Olympic Committee, said the high-tech system will monitor food production, processing factories and food hygiene during the games to make sure healthy food is delivered to the 10,500 athletes residing in the Olympic Village. Food products will be affixed with an "Olympic food safety logistics code" and transportation vehicles will be tracked using global positioning satellites, Wang said. He did not provide further details of either plan. "The whole process will be monitored from the start of production through transportation to the end users," Wang said. "We are very confident about ensuring food safety in Beijing." Wang said extra measures would also be taken to ensure food safety for the general public. "During the games some special monitoring mechanisms will also be applied to monitor restaurants and public food sellers to let people know how they can buy safe food," he said. KUNMING - Altogether 248 students fell sick after eating a school lunch including kidney beans in Southwest China's Yunnan Province on Thursday, local authorities confirmed early on Friday.Investigators suspected the beans were undercooked.The students, from Zhuyuanzhen Township High School in Fuyuan County, complained of vomiting and nausea late Thursday afternoon and were put under medical observation at night, a spokesman with the Fuyuan County government said.By 8:00 am on Friday, about 170 students were still under observation at four local hospitals.Hospital sources said none of the cases was critical.Kidney beans contain lectin, a toxic agent that can cause diarrhea if the beans aren't heated thoroughly, according to health officials.

BEIJING - Only 7.6 percent of migrant workers in China are satisfied with their social status, according to a survey carried out by Shanghai's Fudan University.The survey, which questioned 30,000 migrant workers in major Chinese cities, found 68 percent of migrant workers believed urbanites did not fully accept them or accept them at all.The report also showed that working overtime was common for migrant workers - more than 80 percent worked more than eight hours a day and 18 percent worked more than 10 hours.Only 16.4 percent of migrant workers had more than five days a month off and 55 percent had less than two days off a month, it said.Working overtime with little holiday made migrant workers tired so accidents easily occur, it said. Rural infrastructure and social services have improved remarkably in recent years, thanks to government efforts to boost the countryside, the nation's latest agriculture census has revealed.The National Bureau of Statistics yesterday released its first report based on the 2006 census, which is designed to reflect the overall development of rural areas and the agriculture sector, as well as the living standards of rural residents.The percentage of villages which had access to road links, telephone services, electricity and TV broadcasting by the end of 2006 were 95.5 percent, 97.6 percent, 98.7 percent and 97.6 percent, according to the survey.For every 100 households in rural areas, there were 87.3 television sets, 51.9 fixed-line telephones, 69.8 mobile phones, 2.2 computers, 38.2 motorbikes and 3.4 automobiles. Meanwhile, 74.3 percent of the villages had clinics; and at the township level, 98.8 percent of towns had hospitals, and 66.6 percent, nursing homes for the elderly."The figures show the government's increased spending to improve rural livelihoods has started to pay off," said Du Zhixiong, a researcher at the Rural Development Institute of the Chinese Academy of Social Sciences (CASS).The central government has launched a slew of initiatives in the past few years to speed up the development of the countryside, which has lagged behind urban areas over the years.The aim is not only to bridge the income gap between urban and rural areas, but also improve the social services in the countryside. BEIJING -- China's central bank admitted on Wednesday that the country is coming under increasing pressure from price hikes, and acknowledged inflation risks are "worthy of attention".The People's Bank of China said in its second-quarter monetary report published on Wednesday that the current rising prices were not solely caused by accidental and temporary factors, adding that inflation risks were on the rise.It warned that the price hikes of food products could spread to other consumer products.The report identified four reasons behind the increasing risk of inflation.It said prices for grain and meat products would not fall in the short term and uncertainties over the autumn harvest were aggravated by the ongoing drought.Meanwhile, the demand for grain is increasing from both the public and the bio-fuel industry.The meat prices would probably continue to rise in the long term owing to the rising feeding costs and the short supply, which would not be replenished in the short term due to the breeding cycle of pigs, and the price hikes of meat could easily spread to other food products, the report said.Prices of energy and resources are under pressure as the world petroleum price has climbed to an even higher level and the domestic pricing reform of resources and the country's environmental protection efforts would also push the prices higher, it said.The report also said labor costs were rising which would eventually raise the prices of consumer products.People's anticipation of inflation had been enhanced, and it would put further pressure on price hikes, according to the report.A survey by the central bank in the second quarter showed that 40.2 percent of those interviewed, the second highest record since 1999, said they were worried about inflation.China's consumer price index (CPI) rose 3.2 percent in the first half of this year, and the growth rate was 1.9 percentage points higher than the year-earlier level.Price hike for foodstuffs, mainly grain, meat and fowl and eggs, contributed significantly to the rise.
