BEIJING, March 15 (Xinhua) -- The following is the full text of the Report on the Implementation of the 2008 Plan for National Economic and Social Development and on the 2009 Draft Plan for National Economic and Social Development, which was submitted on March 5 for review at the Second Session of the 11th National People's Congress:     REPORT ON THE IMPLEMENTATION OF THE 2008 PLAN FOR NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT AND ON THE 2009 DRAFT PLAN FOR NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT     Second Session of the Eleventh National People's Congress March 5, 2009     National Development and Reform Commission     Fellow Deputies,     The National Development and Reform Commission has been entrusted by the State Council to report on the implementation of the 2008 plan for national economic and social development and on the 2009 draft plan for national economic and social development for your deliberation and approval at the Second Session of the Eleventh National People's Congress (NPC), and also for comments and suggestions from the members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).          I. Implementation of the 2008 Plan for National Economic and Social Development          The year 2008 was an extraordinary and eventful year for China. Our country's economic and social development experienced a variety of severe challenges and tests that were hardly anticipated and rarely seen. Under the leadership of the Communist Party of China (CPC), the people of all our ethnic groups thoroughly applied the Scientific Outlook on Development, followed the plan for national economic and social development adopted at the First Session of the Eleventh NPC, surmounted numerous difficulties, and eliminated interference from emergencies of all kinds. Finally, we won great victories in dealing with the devastating snow and ice storms in parts of the south and the massive earthquake that hit Wenchuan, Sichuan Province. We successfully held the Beijing Olympic and Paralympic Games and accomplished the Shenzhou VII manned space flight mission. In particular, we actively responded to the severe impact of the global financial crisis, sustained steady and fairly rapid economic development and maintained social harmony and stability. The Plan for 2008 was, on the whole, implemented well.          1. The economy grew steadily and rapidly.     China's GDP topped 30 trillion yuan in 2008, a year-on-year increase of 9.0% and more than five percentage points higher than the average world economic growth rate. The value-added of large industrial enterprises increased by 12.9% over 2007, with that of light and heavy industries rising 12.3% and 13.2% respectively. Retail sales of consumer goods rose 21.6% to 10.85 trillion yuan, up 4.8 percentage points. Fixed asset investment across the country totaled 17.23 trillion yuan, up 25.5%. Domestic demand, particularly consumer demand, played a greater role in boosting economic growth.     Economic performance continued to improve. National revenue reached 6.13 trillion yuan in 2008, up 19.5% year on year. Energy consumption per unit of GDP continued to decline in 2008, down 4.59%. Sulfur dioxide emissions and chemical oxygen demand kept falling, down 5.95% and 4.42% respectively, and this trend became more firmly set. Water consumption per 10,000 yuan of value-added by industry dropped by 7.0%. Efforts were intensified to use land more economically and intensively, resulting in continued improvement in land-use efficiency. 　  2. There was a gradual decline in the rate of price increase.     We adopted comprehensive policies and measures to counteract the great pressure that ballooning domestic food prices and the surge in the prices of grain and oilseed on the international market in the first half of 2008 placed on our efforts to stabilize prices. On the one hand, we worked to ensure adequate supplies. We formulated and implemented supporting policies to boost grain, oilseed and egg production and hog and dairy farming. We strengthened the emergency allocation and transport of important farm and sideline products, improved coordination between their production and sale, and alleviated problems concerning the sale and distribution of grain in northeast China and farm products in some areas, especially disaster-stricken areas. We took measures that combined fiscal and tax policy support, export controls, import inducements and manipulation of state reserves to ensure adequate market supplies and steady prices for important commodities such as grain, refined petroleum products and fertilizer. On the other hand, we strengthened market oversight. We instituted temporary measures to hold down the prices of grain, edible vegetable oil and other important commodities. We organized and carried out inspections focused on prices for agricultural supplies, refined petroleum products, medical care and drugs, and charges related to farmers, enterprises and education; actively encouraged business managers to exercise self-discipline in setting prices; and severely cracked down on violations of the law such as hoarding for speculation and colluding to drive up prices. At the same time, we raised the level of the cost of living allowances twice to ensure that the basic living standard of low-income groups would not be significantly affected by price increases. Beginning in the fourth quarter, the inflationary pressure subsided considerably. The consumer price index (CPI) rose by 5.9% for the year. The rate of price increase for means of production, including agricultural supplies, also fell rapidly, with producer prices for means of production in December down 1.9% year on year and the inflation rate for agricultural supplies down 12.4 percentage points from its July high.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely

BEIJING, Feb. 20 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, met here Friday with visiting Cambodian King Norodom Sihamoni.     Jia spoke highly of the contribution of the Cambodian royal family to promoting Sino-Cambodian ties.     He said the China-Cambodia relationship remains solid and has been growing stronger with joint efforts of the two peoples and cultivation of leaders of the two sides. Chinese Premier Wen Jiabao holds an online chat with netizens jointly hosted by the central government website and Xinhua website in Beijing, China, Feb. 28, 2009.    ECONOMIC HARDSHIP     The first heavy barrage came from the concern over lingering economic slowdown which has already caused more than 20 million rural migrant workers jobless and terminated the superiority complex previously prevalent among the country's millions of college graduates on the job market.     In an obvious effort to elevate public confidence without giving false hope, Premier Wen used careful wording to evaluate the effect of the four-trillion-yuan stimulus package he endorsed last November.     "Signs in certain areas and fields pointed to a turnaround. Some key indicators showed the economic situation has somewhat turned better. But those were just temporary indices and couldn't be fully compared with the past figures," he said.     "We must fully realize we are facing a long-term and arduous task and strengthen confidence in the face of the crisis and be ready to take firmer and stronger actions when necessary."     Wen gave his personal appreciation to the "brothers" of rural migrant workers for their contribution to China's prosperity and their understanding in times of difficulty.     "You have born the first brunt of the financial crisis, but you didn't hold much grudge against the government but instead showed your understanding, with some going back home silently for farming and others dashing around for jobs," Wen said. "I thank you!"     The government would offer vocational training and tax privileges for rural migrant workers to start their own business, he said.     Wen didn't use the occasion for a national consumption pitch, although many economists agreed that raising consumption would be the only way to rebalance and sustain the economy.     "Of course we wish the wealthy could spend money boldly, but what we think essential is to increase the income of people from all walks of life. In that case, consumption would have a much more solid founding," he said.     Hand-picking a complaint over financing difficulty from netizen Shen Yuefang who ran a small-scale business in Zhejiang, Wen harshly blamed commercial banks, urging them to step up the implementation of state policies and lend more to small and medium-sized companies, especially private ones.     "I always said that economists, entrepreneurs and bankers must have moral blood. That is to say whenever the country is in trouble, we should help smaller companies and optimize the system. This is real action to share in the woes of the nation. Every banker should do this," he said.     GOOD SYSTEM MATTERS MORE     Affectionately named "Baobao" (the Chinese for baby) by his fans, the 67-year-old has become one of the nation's most popular figures after making swift appearance at disaster sites when a devastating earthquake shocked the country last May.     During his visit to Tianjin on Feb. 16 this year, Wen came cross weeping mother Wang Zhihua who couldn't afford the treatment for his seriously ill son. Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. Our determination to push forward the reform shows that the government cares about the health of the public," Wen said.     "Let me assure you that a good Premier would push forward the establishment of a good system," he said.     HEARTY TALK     Bombarded by questions over the widening income gap and government corruption, Wen said that in a society where fairness and justice prevail, the public should be able to share the fruits of reform.     Citing the Theory of Moral Sentiments by philosopher Adam Smith, Wen said that society would be unstable if the wealth was long concentrated in the hands of a small number of people while the majority was stuck in poverty.     "However, the needy would have no way to shake off poverty when the society was static. So only through development and progress can we tackle such difficulty from the root," he said.     "To uphold democracy and have the people truly in charge, we must rely on no individuals but a sound system to secure top-to-bottom communications for the government to listen to the voices of the masses," he said.     Asked why he didn't dodge when German student Martin Jahnke blew a whistle and hurled a sports shoe at him at the concert hall of Cambridge University on Feb. 2 during his speech, Wen admitted his eyes had been blinded by the spotlight.     "I didn't know indeed what has come to me. But I have a conviction even it was a dangerous article, I wouldn't move a bit because the first thing that came cross my mind was to safeguard the national dignity," he said.     Wen asked the moderator to prolong the chat more than once and addressed 29 more questions.

BEIJING, April 9 (Xinhua) -- The Ministry of Public Security announced a national action against human trafficking of women and children here Thursday, in wake of increasing incidences of these cases in China.     "The country has seen an increasing incidence of human trafficking of women and children recently, though the police have continued fighting such crimes for years," said Zhang Xinfeng, vice minister of public security at a meeting.     The nationwide crackdown will last from April to December this year, he said.     Police must carefully investigate residents to identify women and children victims and rescue them, he said.     They were also asked to collect information about possible victims and tightly follow leads, he said.     The police will also crack down upon those who seduce or force children to beg on streets or commit crimes, especially those masterminding such gangs, he added.

BEIJING, March 27 (Xinhua) -- China's top political advisor Jia Qinglin Friday urged the Tibetan people to maintain stability and cherish prosperity achieved in the autonomous region ahead of Serfs Emancipation Day.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made those remarks at a meeting held here to commemorate the event which falls on Saturday.     Jia appreciated the endeavors of people living in the Tibet Autonomous Region who have made great contributions to the social and economic development of the region. BEIJING, April 13 (Xinhua) -- China's Ministry of Finance (MOF) said Monday that fiscal revenue fell 0.3 percent from a year earlier to 440.22 billion yuan (64.43 billion U.S. dollars) in March.     First-quarter fiscal revenue fell 8.3 percent to 1.46 trillion yuan, the ministry said on its website, while tax revenue shrank 10.3 percent to 1.3 trillion yuan.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from government-owned assets.     Business profits shrank as economic growth slowed, the MOF said, and tax cuts intended to spur the economy and the financial markets reduced government revenues. First-quarter business income tax revenue fell 16.7 percent.     China halved the purchase tax on cars with engine displacements of less than 1.6 liters on Jan. 20, and revenue from that tax was down 7.6 percent in the first quarter.     To shore up the stock market, the government cut the share trading stamp tax from 0.3 percent to 0.1 percent last April and scrapped the stamp tax on stock purchases in September. And even though the benchmark Shanghai Composite Index is up more than 35 percent so far this year, the tax cuts on share transactions meant a decline of 86.2 percent in revenue from that category in the first quarter.     Actual revenue amounts in each category were not released.     Customs tariff revenue fell 23.9 percent during the first quarter, the MOF said, without giving further details.     Central government fiscal revenue fell 17.7 percent in the first quarter to 721.3 billion yuan, while local government fiscal revenue rose 3 percent to 742.9 billion yuan.     First-quarter fiscal expenditures surged 34.8 percent to 1.28 trillion yuan, as both the central and local governments adopted a proactive fiscal stance to boost the economy and domestic demand.     China unveiled a 4-trillion-yuan stimulus package in November to be spent over in next two years, with 1.18 trillion yuan from the central government.     Fiscal revenue exceeded 6.13 trillion yuan in 2008, up 19.5 percent.

WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. U.S. President Barack Obama (R) meets with Chinese Foreign Minister Yang Jiechi at the White House, Washington, the United States, on March 12, 2009The priority for China and the United States at the moment, Yang said, is to tackle the international financial crisis through intensified cooperation and work together to maintain and promote world financial and economic stability.     He said China and the United States share important common interests with respect to climate change, energy and the environment and have broader prospects to cooperate in such fields as counter-terrorism, nonproliferation, military-to-military relations, science and technology, culture and health.     The fourth guideline, he believed, is that both sides should respect and accommodate each other's core interests and make every effort to minimize potential disruption and damage to the relations.     The minister urged the U.S. side to handle Taiwan-related issues prudently and properly and respect the Chinese people's position of upholding state sovereignty and territorial integrity on equal sensitive issues related to Tibet.     For the fifth, Minister Yang said that both sides should promote dialogue and exchanges between people of the two countries and build stronger public support for the relations.     "We will not forget that the ice in China-U.S. relations began to thaw with the mutual visits of our pingpong teams," he said.     "The tremendous progress made in our relations over the last 30years would not have been possible without the active involvement and support of people from all walks of life in both countries," he added.     "It is of particular importance to look ahead to the future and vigorously promote and support exchanges and cooperation between the young people, so that the cause of China-U.S. friendship will endure and prosper further, the minister stressed. Yang is here on a five-day working visit as a guest of U.S. Secretary of State Hillary Clinton.

BEIJING, April 12 (Xinhua) -- China Pacific Insurance, one of the country's largest insurers, announced Saturday that its net profit dropped 80.6 percent to 1.339 billion yuan (196 million U.S. dollars) in 2008.     The Shanghai-based insurer attributed the profit decrease to the sluggish stock market performance and the large amount of insurance indemnity after several natural disasters last year.     However, the premium income of the company rose 26.6 percent to94.02 billion yuan, said the firm in its 2008 annual report.     Its life insurance premium income increased 30.4 percent to 66.09 billion yuan last year, ranking the third in the domestic market. Its property insurance premium rose 18.7 percent to 27.88 billion yuan, making it the second largest among its peers.
