BEIJING, Sept. 24 (Xinhua) -- China and Venezuela on Wednesday inked a series of agreements on wide-ranging fields, a sign of bilateral efforts to advance their strategic partnership to a new high.     The agreements came out of the summit talks in the Great Hall of the People as Beijing rolled out the red carpet for Venezuelan President Hugo Chavez.     The 12 new cooperative deals covered trade, oil, finance, education, justice, telecommunications, infrastructure, sports and cultural relics. He wished the Chinese government and people a speedy recovery from the disaster.     On the Beijing Olympics and Paralympics, Hu said China appreciated Venezuela's generous support while Chavez said the successes of hosting the two games would go down in history.     Stressing both China and Venezuela stayed at an important stage, Hu said the two countries shared the goal of stepping up substantive cooperation and seeking common prosperity.     To advance the bilateral strategic partnership, Hu proposed the two countries keep the high-level visits, enhance dialogues between the governments, legislatures and ruling parties, and exchange views on issues of common concern.     On the economic front, Hu said China would like to deepen "all-phase and integrated" oil cooperation with Venezuela, encourage businesses to invest in Venezuela and establish a trade zone.     China will also participate in building Venezuela's infrastructures, including railway system, telecommunications network, social housing and hydro-power.     Hu also called on the two countries to work more closely in education, culture, science and technology, justice, sports, journalism and poverty eradication.     Sharing Hu's view on bilateral ties, Chavez said bilateral trade had progressed smoothly, citing remarkable progress in oil, agriculture, science and infrastructure.     Chave said Venezuela would like to work closely with China on stronger political ties, increased dialogues and more substantive cooperation in energy, finance, agriculture and machinery.     On international issues, Hu and Chavez agreed to step up communication and consultation in multi-lateral organizations and on global issues, so as to safeguard the reasonable rights of developing countries.     Earlier Wednesday, top Chinese legislator Wu Banguo also met with Chavez. Wu said China's National People's Congress, the country's top legislature, would like to maintain its friendly exchanges and cooperation with the Venezuelan legislature, boosting the overall bilateral ties.     Chavez will conclude his three-day state visit to China on Thursday.

Many countries have offered help including making donations and sending rescue teams.     QUAKE RELIEF ATOP GOVERNMENT WORK AGENDA     In the meeting, Hu urged local governments at all levels and relevant central government departments to take quake relief as the most important and pressing issue in their work.     He called for unremitting efforts to search for and rescue the trapped people though more than five days had passed after the disaster.     "We should put people first and saving people's lives is still the top priority of the relief work," he said.     Troops, armed police, and public security personnel should reach villages and search every collapsed buildings to save the people, he said.     Hu also called for all-out efforts to save and cure injured survivors, urging to transfer them to hospitals with better conditions.     Hygiene measures in the quake-hit areas should be beefed up to prevent the spread of diseases, and more medical experts should be sent to these areas to help prevent and control possible epidemics, Hu said.     During the meeting, Hu expressed his concern for the people in the quake-devastated areas, calling for arrangements of supplies of daily necessities to meet people's demands.     Food, clothes, drinking water and temporary shelters must be ensured, he emphasized.     Hu also underscored social stability in quake hit areas, ordering officials to give considerate comfort and condolence to people to ensure a peaceful social environment.     "We must keep highly alert" against aftershocks and avoid further losses, he warned.     Hu also called for tightened monitoring and prevention measures on geological disasters such as landslides and mud-rock flows.     He said early planning is important for reconstruction as the country now faces a challenging task in this regard.     He also ordered early preparations and arrangements to deal with the issues of orphans, seniors and disabled.     The meeting was presided over by Vice Premier Hui Liangyu, who urged implementation of the overall quake-relief strategies of the central government.

BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. LHASA, Oct. 7 (Xinhua) -- At least nine people were killed in a strong earthquake that jolted a county near Lhasa, capital of southwest China's Tibet Autonomous Region, on Monday, the rescue headquarters confirmed early Tuesday morning.     The previous "at least 30" death toll was inaccurate due to unauthoritative sources and needs further check.     Rescuers arrived at Yangyi Village, the worst-hit site in Gedar Township of Damxung County, late Monday night after repairing the road once paralyzed in the 6.6-magnitude tremor.     At least 147 houses in Yangyi and villages in a neighboring county collapsed. Rescuers recovered nine bodies from the debris, and 11 people were seriously injured while eight others received light injuries, Hao Peng, deputy chairman of the autonomous regional government and head of the rescue command, told Xinhua.     More than 600 soldiers, police officers, firefighters, traffic, medical and geological experts were rushing to the quake zone.     Food, drinking water, tents and other materials had been transported to the area. Rescue operation was underway. The injured were being sent to local hospitals.     An earthquake measuring 6.6 on the Richter scale jolted Damxung,82 km from Lhasa, at 4:30 p.m. Monday. The epicenter was at 29.8 degrees north and 90.3 degrees east.     Tremors were felt in Lhasa, but no major damages were found in buildings or historical sites there, including the famed Potala Palace and the Jokhang Temple.     "We examined every palace and building right after the quake and no damages were found," said Jamba Gesang, head of the management department of the Potala Palace. The regional earthquake monitoring network said it had observed 15 aftershocks.     An emergency response scheme was launched across the region soon after the quake broke out. BEIJING, June 6 -- Shareholders of China Vanke Co, the country's largest publicly traded property developer, have approved a decision to spend 100 million yuan to rebuild homes in quake-stricken Sichuan.     The company has been under fire from netizens since the earthquake after Wang Shi, its high-profile chairman, announced the real estate giant would donate 2 million yuan to the quake-hit areas and told his employees not to donate more than 10 yuan.    In the face of the ensuing barrage of criticism by the media and netizens, Wang apologized on his blog. At yesterday's meeting, he apologized to shareholders as well: "I want to apologize unconditionally to all shareholders, I won't try to defend myself."     Wang also admitted his comments about quake donations have damaged Vanke's brand image and he was sorry for that.     As a lesson from this episode, Wang said, Vanke would have a spokesperson in the future and try to desist from doing anything that hits its share prices, as it did this time. Zhang said the decision of the shareholders to clear the funding also reflects the company's determination to contribute to the relief work in a big way.     Vanke's investments in Sichuan will be made over the next three to five years, Vanke had said in a previous statement to the Shenzhen Stock Exchange.     The May 12 earthquake in Sichuan province destroyed 5.4 million homes and damaged 21.4 million, according to the Ministry of Civil Affairs. More than 12 million people left homeless by the earthquake will have to be relocated.     "Vanke may build anti-quake homes there to broaden its property development," Bloomberg quoted Liu Xihui, a real estate analyst at Pingan Securities Co, as saying. "More developers may follow suit."     Vanke rose 4.7 percent to 20.5 yuan in Shenzhen trading on Wednesday. The stock has dropped 29 percent this year after almost tripling in 2007. Trading was suspended yesterday because of the meeting.

(CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.     The oil giant had 1.67 million staff last year, which meant more than 80,000 of them would be laid-off within three years, Beijing News reported.     The move followed CNPC's earlier announcement to cut non-production spending by 10 percent from a year earlier, the paper said. The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.    CNPC's profit before tax dropped by 39 percent year-on-year to 56.4 billion yuan (8.3 billion U.S. dollars) in the first half year as a result of refining loss and windfall taxes on crude oil sales.     To reduce costs, CNPC halted or cut investment in 49 projects in June, saving the company up to 20.72 billion yuan.     PetroChina, CNPC's listed arm, announced last month to issue no more than 60 billion yuan to "satisfy the operational needs of the company, further improve its debt structure, reduce financing costs and supplement working capital."
