BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said. After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy. In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.

BEIJING, March 8 (Xinhua) -- China is making plans to upgrade its food safety system, stressing improved quality standards and strengthened supervision, according to a notice made public Monday at www.gov.cn.In late February, south China's Hainan Province took emergency measures to stop toxic cow peas from entering the market after about 3.5 tonnes of Hainan cow peas found were tainted with a poisonous pesticide. To prevent such incidents and help ensure food safety, the country plans to increase the frequency of food tests and inspections -- especially for dairy products and other high-risk food.National quality standards for diary products will also be released this year.At least six infants died and almost 300,000 became ill across the country after consuming dairy products tainted with the industrial chemical melamine. The scandal was first reported in September 2008 and prompted a food safety overhaul nationwide.

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting. The amendment is regarded as part of China's efforts to narrow the urban-rural gap. It requires "both rural and urban areas adopt the same ratio of deputies to the represented population in elections of people's congress deputies."Wang Zhaoguo, vice chairman of the NPC Standing Committee, said the law provides legal guarantees for elections of deputies to people's congresses, the country's fundamental political system, as well as citizens' right to vote and the right to stand for election. The Third Session of the 11th National People's Congress holds its closing meeting at the Great Hall of the People in Beijing, China, March 14, 2010.After the last amendment in 1995, the law stipulated that each rural deputy represented a population four times that of an urban deputy. Critics said this could be interpreted as "farmers only enjoy a quarter of the suffrage of their urban counterparts."Before the amendment in 1995, the difference was eight times."Such stipulations were absolutely necessary and conformed with China's political system and the particular situation at that time," Wang said.According to the 1953 national census, the urban population made up only about 13 percent. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies. With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved. It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says. The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

BEIJING, March 7 (Xinhua) -- Foreign Minister Yang Jiechi said here on Sunday that China was misunderstood by some people who have accused the country of becoming "tough," and he called for the abandonment of "colored spectacles" about China."We stick to our principals, which is totally different from being tough," Yang said at a press conference on the sidelines of the annual session of the National People's Congress (NPC), the country's top legislature.Chinese Foreign Minister Yang Jiechi answers questions during a news conference on the sidelines of the Third Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, China, March 7, 2010It has always been the mission for China's diplomacy to defend China's sovereignty, security and development interests, while promoting world peace and development, he said.

BEIJING, March 11 (Xinhua) -- China's February consumer price index (CPI), a main gauge of inflation, is still within normal range, although the figure surged higher than expected last month.CPI rose 2.7 percent year on year in February, 1.2 percentage points higher than January, driven by a 6.2 percent rise in food prices, the National Bureau of Statistics (NBS) said Thursday.Yang Ziqiang, head of the People's Bank of China's Jinan bureau, said the hefty rise is because the Lunar New Year holiday fell in February this year, but in January last year. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period.Yang, also a deputy to the National People's Congress (NPC), China's top legislature, made the sidelines of the ongoing NPC session.China targets a rise of consumer price of around three percent this year, says a government work report delivered by Premier Wen Jiabao at the parliament's annual session on March 5.Yang said severe inflation is unlikely to emerge this year, as market supply still outweighs demand, and government regulation on the real estate industry will help stabilize prices. But he cautioned against the consistent commodity price increases, as the international crude oil prices rebounded to above 80 U.S. dollars a barrel.Li Daokui, a financial professor with the Tsinghua University, said CPI rise exceeds the current one-year deposit interest rate, or 2.25 percent, which will enhance the expectation of interest rate rise.China's CPI ended nine months of decline in November last year, when it rose 0.6 percent, as the economy picked up thanks to the government's stimulus package. However, the unprecedented bank loans last year together with runaway housing prices pushed up fears for inflation and asset bubbles, posing a policy dilemma for the government to balance between sufficient economic growth and containing potential overheating.

BEIJING, March 24 (Xinhua) -- China's State Council, the Cabinet, said Wednesday the country would step up efforts to encourage investment from the private sector. The government would encourage private investment in sectors currently mainly state controlled such as infrastructure for transport, telecommunications and energy, public utility, scientistic and technological programs for national defense, and the building of affordable housing, according to a statement released after the Cabinet's executive meeting Wednesday chaired by Premier Wen Jiabao. The State Council called for private firms, which played an important role in creating jobs, to strengthen independent innovation and roll out more new products, according to the statement. The government would also help some private enterprises set up technology research centers.Private companies were welcome to participate in the reform of state firms by purchasing a stake in them, it said. The government said it would create a good environment for private investment by setting up a sound administrative service system and amend unfavorable laws and regulations. In an effort to combat the global financial downturn, the government agreed at the Central Economic Work Conference last December to promote private enterprises so to create jobs, to increase market access for private investment and protect the legitimate rights and interests of private investors.

HANGZHOU, Feb. 13 (Xinhua) -- Days before its 4,000 employees, mostly migrants, started off upon their annual trips home for the Chinese Lunar New Year, Tiansheng Group, a textile company in the eastern Zhejiang Province, promised pay rises hoping workers would all come back after the holiday."We are expecting a severe shortage of skilled workers this year," said Wei Guoliang, president of the company's trade union. "We'll be short of at least 1,000 workers in Spring."Lu Laofa (R), a 40-year-old migrant worker from southwest China's Guizhou Province, and his children make a free phone call with their relatives at the railway station of Hangzhou, capital of east China's Zhejiang Province, Jan. 31, 2010Located in Shaoxing County, Asia's biggest textile base, Tiansheng Group relies mostly on migrant workers from Anhui, Henan and Sichuan provinces for production.Fearing it might lose some of its best employees, the company's management offered an average 15-percent pay rise for all workers, plus higher meal allowances and better medical insurance starting on March 1.The offer was printed out and posted at the company's main entrance to catch the workers' attention."We don't know if it will work," said Wei. "But we do hope the workers will come back after the Spring Festival."Two farmer migrant workers who returned home for the Spring Festival take part in a lathe-hand technical training at Juye County, east China's Shandong Province, Feb. 5, 2010.While the Spring Festival falls Sunday, most migrants would stay home for about two weeks for the most important Chinese holiday. For years, migrant workers are the mainstay of labor forces in China's leading manufacturing bases in the Shanghai-centered Yangtze River Delta and the Guangzhou-centered Pearl River Delta.Yiwu City in Zhejiang Province, known for its small commodities including the world's biggest supply of toys and Christmas gifts, is also feeling the pinch of worker scarcity. After a recruitment tour to underdeveloped western provinces of Guizhou, Shaanxi and Yunnan last year, Huang Yunlong, head of the city's labor management bureau, said the situation would be tough for local employers this year.Migrant workers gesture on their chartered flight at the airport in Hangzhou, capital of east China's Zhejiang Province, Feb. 4, 2010In a recent survey in Lishui, a manufacturing town close to Yiwu, 4,000 of the 6,000 migrants who were heading home for the new year said they would stay in their hometowns for jobs or do farmwork after the holiday.Hoping to ease the labor shortage, Red Leaf Umbrella Co. encourages its employees to introduce new workers and offers a 600 yuan cash reward for each new recruit."The worker shortage is a result of the fast economic recovery, as well as the new policies by central and local governments to stimulate growth in the central and western regions," said Zhuo Yongliang, a researcher with Zhejiang Provincial Institute of Development and Reform.Amid the economic recovery, a Yiwu-based restaurant consumes 600 packs of wet tissues a day, as against 400 packs during the international financial crisis last year."The worker shortage, as well as the heavier workload for individual employees, have forced employers to offer better pays and compensation packages -- it's a good thing to this end," said Prof. Wu Jinliang with the Zhejiang Provincial Party School. "But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.
