ROME, Nov. 17 (Xinhua) -- China's experience in eradicating hunger can be learned by other developing countries, the president of the UN International Fund for Agricultural Development (IFAD) said on Tuesday.     Speaking to reporters on the sidelines of the World Summit on Food Security, Kanayo Nwanze said China has done a lot both in increasing national funds for agriculture and in supporting other developing countries through strategic rural investments.     "I have seen firsthand progress," he said. "China was able in 30 years, from 1978 to 2007, to reduce rural poverty from 30 percent to 1.6 percent through massive investments in rural development and rural areas, focusing on women, right policies andl and access."     For Nwanze China can be a role-model for other developing countries.     "Through her own experience China is able to collaborate with others in bringing its knowledge and technology to other parts of the world," he said.     However, "it is then the recipient country's responsibility to ensure that these experiences are properly used," he added.     "China's partnership with developing countries, in particular Africa, is able to assist these countries but it is imperative that the developing countries have themselves the right policies to ensure that the investments reach the rural population," Nwanze said.

BEIJING, Dec. 10 -- China will extend stimulus measures in the automobile industry for one more year, with small adjustments, to further support the world's biggest and fastest-growing auto market.     The government announced the decision Wednesday after an executive meeting of the State Council chaired by Premier Wen Jiabao.     The stimulus package, which was due to expire at the end of this month, includes a 50 percent cut in the 10 percent purchase tax for cars with an engine capacity of, or less than, 1.6 liters and subsidies for trade-in cars. It will now be extended to Dec 31, 2010.     However, the purchase tax for smaller cars will be lifted from the current 5 percent to 7.5 percent of the total vehicle price.  Buyers examining a small car in an auto market in Nanjing. Purchase tax for smaller cars will be levied at 7.5%    Furthermore, the government also decided to raise the subsidy for trade-in cars from between 3,000 and 6,000 yuan to between 5,000 yuan and 18,000 yuan per vehicle.     The stimulus package launched by the government in January helped China's automobile sales to exceed an expected 13 million units this year, making the country surpass the US as the world's biggest auto market.     "It's unusual that demand for automobiles in a country increases more than 4.5 million units within 12 months, and sales break the monthly record for seven months in a year," said Rao Da, secretary-general of China Passenger Car Association.     Statistics from the China Association of Automobile Manufacturers (CAAM) show that the smaller cars, with engine capacity of, or less than, 1.6 liters, contributed 85 percent of the sales increase in the domestic auto market. Most of the best-selling cars in China are smaller cars.     The association estimated that the stimulus measures boosted the sales of smaller cars by 2.6 million units this year.     Because of the favorable policy, sales of the battery and electric car pioneer BYD in the first 11 months surged 150.2 percent to 388,246 units. About two-thirds of the car sales were of the F3 model, a compact sedan that topped China's best-selling car list for seven months, with monthly sales surpassing 30,000 units, nearly double the figure for last year.     According to CAAM, China's auto production and sales almost doubled from figures a year ago to reach 1.39 million and 1.34 million units respectively in November.     Overall auto sales topped 12.23 million units in the first 11 months, up 42.39 percent from the same period last year.

URUMQI, Nov. 2 (Xinhua) -- Police in Xinjiang Uygur Autonomous Region, northwest China, has stepped up crackdown on criminal activities to safeguard stability and public security.     The anti-crime action will be carried out across the region from the beginning of November to the end of the year, said a spokesman for the regional public security bureau Monday.     Local police will continue manhunt to nab suspects in connection with the July 5 riot in Urumqi, the regional capital. Meanwhile police will keep a close eye on clues and cases involving terrorism and explosions, said the spokesman.     The strike also targets criminal activities involving infringement of finance and properties and criminal activities threatening public security, the spokesman said.

BEIJING, Jan. 5 (Xinhua) -- The Chinese government will continue encouraging outbound investment while attracting foreign investment in 2010 for "stable and relatively fast" growth of the country's economy, a government official has said.     Outbound investment, or "go-global" strategy, should aim at making use of overseas resources, market and advanced technologies, so as to help facilitate development of China's domestic economy, Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission, said in the speech posted on the commission's website Tuesday.     The remarks were made at a conference held in Beijing on foreign investment on Dec. 11, but was not released until Tuesday.     In the first three quarters of 2009, China saw its investment overseas at 32.87 billion U.S. dollars, up 0.5 percent year-on-year, according to the Ministry of Commerce (MOC).     The country would also continue to attract foreign investment, he said. "Social stability, huge potential market and low cost of productive resources are still advantages for foreign investment," he said.     The country would see more advanced technologies and talents from foreign countries and foreign investment would better serve the structural reform of the country's economy.     Zhang said the government would stress national economic security while seeking to increase foreign investment. "We have to properly handle new challenges and situations when further opening sectors, including finance and telecommunications."     China's foreign direct investment shrank 14.26 percent from the same period last year to 63.77 billion U.S. dollars in the first nine months as foreign companies cut spending amid the global economic downturn, according to the MOC.     In the speech, Zhang also said China's currency was facing renewed pressure to appreciate because of the quantitative easing monetary policy in developed countries, a weakening dollar and recovery of China's economy.     The pressure would likely spur massive inflow of speculative money, making liquidity management more difficult.     Premier Wen Jiabao also said in December in an interview with Xinhua that the yuan faced appreciation pressure. "China will not yield to foreign pressure for the appreciation of its currency yuan in any form," Wen said.     "A stable Chinese currency is good for the international community," Wen said.

BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. BEIJING, Dec. 1 (Xinhua) -- China's manufacturing sector continued to grow for the ninth straight month in November, according to a survey by the China Federation of Logistics and Purchasing (CFLP) on Tuesday.     The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the CFLP said.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     Zhang Liqun, a researcher with the Development Research Center of the State Council, said the unchanged PMI index from the month before might suggest a stable recovery of China's economy.     He expected government investment would see gradual reduction, while investment from the private sector might increase. Exports would go up, but not in a drastic rise, he said.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively, according to the CFLP.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.

HOHHOT, Dec. 6 (Xinhua) -- China has invested more than 6.5 billion yuan (959 million U.S. dollars) to preserve grasslands in northern Inner Mongolia Autonomous Region, said the regional government.     The money has been spent on returning grazing land to grassland, restoration of natural grassland and sand source control to prevent sandstorm. The efforts have helped reduce the area of degraded grasslands in Inner Mongolia to 500 million mu (33.5 million hectares) from 700 mu since 2000, it said in a statement.     Since the end of the 1990s, successive droughts, overgrazing and inadequate funding on grassland protection have led to deterioration and desertification of the grasslands in the region.     The region has set the goal of increasing the grasslands' vegetation coverage to 42 percent next year and 48 percent in 2015.     The vast autonomous region, which has a grassland area of 1.3 billion mu, plays a key role in maintaining the country's ecological security, especially in preventing desert threat to Beijing and neighboring Tianjin.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday underlined in a joint statement their commitment to the eventual realization of a world free of nuclear weapons.    They also reiterated their opposition to the proliferation of weapons of mass destruction in the statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The two sides will jointly uphold the international nuclear non-proliferation regime, and agreed to enhance non-proliferation cooperation on the basis of mutual respect and equality, the statement said.     They promised to work together for a successful Review Conference of Parties to the Treaty on the Non-Proliferation of Nuclear Weapons in 2010, and committed to pursue ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) as soon as possible.     The joint statement said the two countries stand ready to strengthen communication and cooperation in nuclear safety and security and in combating nuclear terrorism.     China attaches importance to the U.S. initiative to hold a nuclear security summit in April 2010 and will actively participate in the preparations for the summit, according to the joint statement.
