BEIJING, June 14 (Xinhua) -- Chinese Premier Wen Jiabao stressed the importance of promoting domestic consumption and independent research and development during a three-day inspection tour of the central Hunan Province, which ended Sunday.     Wen said the key to a sound economic future lay in continuing to "unswervingly" implement the government's policies to deal with the international economic downturn.     Companies should increase investment in research and development and better utilize science and technologies to "foster new economic growth points," he said.     Local governments, meanwhile, should develop energy-efficient and environment-friendly industries and put priority on a recycling and green economy, he said. BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

MOSCOW, July 4 (Xinhua) -- Chinese Vice Foreign Minister Wu Dawei and Russian Deputy Foreign Minister Alexei Borodavkin discussed here on Saturday the nuclear issue on the Korean Peninsula and the situation in Northeast Asia.     On the basis of mutual trust, the two sides exchanged in-depth views and reached consensus.     Both ministers agreed that the situation in Northeast Asia had become of major concern as escalating tensions there could trigger a new arms race, threatening regional security.     They said all parties concerned should remain calm and refrain from taking any actions that might further aggravate the situation. They said all relevant issues can be resolved through peaceful and diplomatic solutions such as negotiations, consultations and dialogue. BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

BEIJING, May 27 (Xinhua) -- China's State Council announced Wednesday further support policies, including expanded export credit insurance, tax breaks and more financial access, to help exporters. An executive meeting of the State Council, or Cabinet, also said the country would keep the yuan "basically stable" at a "reasonable and balanced" level to help exporters avoid exchange risks.     The meeting was presided over by Premier Wen Jiabao. For example, the government raised the tax rebate rate for textiles five times since August, most recently last month when the rate went from 15 percent to 16 percent.

HEFEI, April 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu Tuesday urged efforts to fight pine wood nematode disease, which has caused severe damage to pine forests in several provinces.     Strong measures and more funds must be used to curb the spread of the disease, Hui said.     The disease, also known as pine wood cancer, can quickly kill huge numbers of trees. In China, the disease was first detected in1982 in eastern Jiangsu Province.     According to a conference in Huangshan City in eastern Anhui Province held by the State Forestry Administration, the disease has spread to 14 provincial regions, killed more than 5 million mu(333,333 hectare) of pine forests and caused huge losses.     Attendees at the conference agreed measures must be taken to stop the spread of the deadly disease by 2010 and reduce the area of affected forests 60 percent by 2030.

BEIJING, June 12 (Xinhua) -- The Prime Minister of the Republic of Korea (ROK) Han Seung Soo described Friday the rapid growth of bilateral ties with China as "unprecedented".     "We have witnessed over five million ROK and Chinese people visit each other's country and the two-way trade volume expand 26 times bigger during the 17 years since ROK and China forged a diplomatic relationship", Han said. Han made the remarks in an interview with Xinhua on the sideline of a spring conference of the Institute of International Finance in Beijing.     He said being neighbors, cultural similarity and friendship between the two peoples offered a solid foundation for the two nations to foster ties.     China and the ROK agreed to upgrade their "comprehensive and cooperative partnership" to "strategic cooperative partnership" in May, 2008 during the ROK president Lee Myung-bak's first visit to China. After the test, it also fired some short-range missiles.     "The status of a non-nuclear peninsula is not only a must for the peace and stability on the peninsula, but also for that of East Asia and the world," Han said, expressing his hope that China, which chairs the six-party talks, could continue to play its positive and constructive role.     Launched in 2003, the six-party talks grouped China, DPRK, ROK, the United States, Russia and Japan. The talks have been stalled since the top negotiators last met in Beijing last December.
