BEIJING, June 24 (Xinhua) -- The Chinese government's fiscal revenue in the first five months of 2009 reached 2.7 trillion yuan (400 billion U.S. dollars), down 6.7 percent from the same period of last year, Finance Minister Xie Xuren said Wednesday.     Xie revealed the figure in a report to the ninth session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.     Of the total, the central government collected about 1.4 trillion yuan, down 14 percent. This accounted for 39.6 percent of the annual budget.     Local governments collected the other 1.3 trillion yuan, up 2.9 percent, which accounted for 42.4 percent of the annual budget.     Xie cited four factors for the drop in fiscal revenues: a fall in international trade due to the global economic downturn; a fall in revenue value relative to the consumer price index and producer price index; structural tax reduction polices and a slowdown in China's economic growth.     Structural tax reduction policies reduced taxes by about 230 billion yuan in the first five months, according to the report.     He said in the first five months, fiscal expenditure nationwide amounted to almost 2.25 trillion yuan, up 27.8 percent over the same period last year, accounting for 29.5 percent of the budgeted figure.     Central government expenditure totaled 459.3 billion yuan, up 21.4 percent, while local governments spent 1.79 trillion yuan, up29.5 percent, he said.     The funding went mainly to expanding public investment, increasing subsidies for low-income groups, ensuring sufficient money for education, health, social security, employment, basic housing and culture, and supporting technological innovation, energy conservation and emission reduction.     Xie stressed that the government would continue to ensure the stable growth of investment and actively implement structural tax reduction policies to ease the burden on business and consumers. Doing so would encourage companies to invest and individuals to consume.     "Efforts should be made to boost revenues and cut spending," he said, calling for frugality and strict control of expenditures by reducing government vehicle purchases, reception fees and official travel.     He said: "The construction of government and Party committee buildings should be rigidly limited."     The government would promote the scientific and meticulous management of public finances, boost efficiency and deepen fiscal system reform, he said, adding that resource tax reform would be advanced and the consumption tax system would be adjusted.     Xie said the outstanding national debt reached 5.3 trillion yuan at the end of last year, which was within the 5.5-trillion-yuan limit in the annual budget.     The government's fiscal revenue reached about 6.13 trillion yuan last year, 19.5 percent more than in 2007.     Xie said the central fund for reconstruction from last year's May 12 earthquake reached 74 billion yuan and expenditures were 69.77 billion yuan last year.     This year, the central budget allocated 130 billion yuan for reconstruction work. 

TOKYO, May 27 (Xinhua) -- China's Shanghai has donated 50,000 face masks to Osaka of Japan where a large number of new-flu infections is reported.     The masks arrived at Osaka, Shanghai's "sister city" on Wednesday and will be distributed to local medial facilities in both Osaka city and Osaka prefecture. They are expected to ease the region's shortage of face masks due to the abrupt outbreak of A/H1N1 flu.     Shanghai is the third Chinese city to donate masks to Japan. Earlier, northern city of Tianjin and the southern Guangdong Province also donated masks to their "sister" cities or prefectures in Japan, Kobe city and Hyogo Prefecture respectively.     The number of new-flu infections in Japan came to 364 in 10 prefectures as of Wednesday afternoon, with Wakayama Prefecture joining other western Japan prefectures in reporting an outbreak.     The newly confirmed infection in Wakayama city government is a male company employee in his late 20s. Earlier Wednesday, two children in central Japan's Shizuoka city also were confirmed infected with the flu.

Such a trend has helped advance the South-North dialogue and cooperation, push forward the development of multilateralism, and promote the resolution of global issues.     Italian Prime Minister Berlusconi decided to move the venue of G8 summit from the island of Sardinia to L'aquila, where an earthquake on April 6 killed 295 people and left over 60,000 people homeless.     The Italian government hopes the shift of the summit venue could attract more attention to the plight of the victims in L'aquila and help the devastated city's reconstruction.     Since the end of last year, President Hu has attended a series of major international conferences on the financial crisis and other major issues.     He participated in the annual summit of the Shanghai Cooperation Organization (SCO) and the first meeting of BRIC (Brazil, Russia, India and China) leaders in Russia's Ural city of Yekaterinburg in June.     He was present at the G20 financial summit in London in the beginning of April.     The Chinese president and other leaders from the G20 members also gathered in Washington for a summit on the financial crisis on Nov. 15 last year.     Days later, Hu flew after a Cuba visit to Peru to attend the Economic Leaders' Meeting of the Asia-Pacific Cooperation Organization (APEC) on regional economic issues and the financial crisis.     Other Chinese leaders including Premier Wen Jiabao have also participated in several international conferences to seek joint actions with other countries to deal with the crisis.     Premier Wen stressed confidence, cooperation and responsibility as a key to overcoming the financial storm at the World Economic Forum's annual meeting in the Swiss skiing resort of Davos in January.

MOSCOW, May 29 (Xinhua) -- Russian President Dmitry Medvedev said on Friday that he is looking forward to meeting with Chinese President Hu Jintao next month during the Chinese leader's trip to Russia.     Medvedev, who met with Chinese State Councilor Dai Bingguo on Friday, said he and Hu will exchange views on major international and regional issues of common concern during their June meeting. BEIJING, June 2 (Xinhua) -- China's national college entrance exam saw a decrease in candidates for the first time in the past seven years, said the Ministry of Education Tuesday.     About 10.2 million people registered to attend the upcoming exam, down 3.8 percent year on year, according to the ministry.     In contrast, candidates for the exam saw a continuous increase from 2002 to 2008, jumping from 5.27 million in 2002 to 10.5 million in 2008.     This year's examinees would have more opportunities to enter colleges as they would compete for 6.29 million seats in China's universities and colleges, up four percent from last year, the ministry's figure showed.     About half of the country's provinces and regions earlier reported a decrease in candidate number. Some media reports came to the conclusion that greater employment pressure caused by the international economic downturn led to the drop.     "I don't agree with this view," said Jiang Gang, deputy director of the ministry's college students office.     "The drop of candidate number is mainly due to the decline of senior high school graduates," he said.     Jiang, however, admitted the financial crisis did inflict great pressure the country's job market.     In China, most of the candidates for higher education are students finishing three-year study in senior high schools.     Figures from the National Bureau of Statistics showed the number of senior high school graduates decreased from 8.49 million last year to 8.34 million this year. It is estimated to be 8.03 million in 2010.     College graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     China has 6.11 million college students due to graduate this year, and one million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Known as "gao kao" in Chinese, the national college entrance exam, which falls on June 7 to 9 each year, is the largest examination in the world. The exam can change the candidates' lives in a fiercely competitive society.

SHENZHEN, July 18 (Xinhua) -- Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS) said Saturday that the ARATS will offer more support to help Taiwan businessmen weather through the financial crisis.     Chen said this at a symposium here Saturday on the development of Taiwan companies amid the financial crisis.     According to the Taipei World Trade Center, the second purchase delegation from the mainland had shown intention to purchase more than 600 million U.S. dollars worth of goods from Taiwan companies in the coming 12 months during a weeklong visit to the island, mainly involving food, drinks, garments and daily necessities.     "Under the current circumstances, we should positively seek more cooperation opportunities to overcome the hardships," said Chiang Pin-kung, chairman of Taiwan-based Straits Exchange Foundation (SEF).     The mainland will send the third procurement delegation to the island in August, focusing on the island's chemical industry, electronic products and automobiles.     More than 50 representatives from the mainland-based Association of Taiwan Investment Enterprises, the Taiwan-based "Chinese National Federation of Industries" and other organizations attended the symposium, which was jointly held by the ARATS and the SEF.
