BEIJING, Oct. 11 (Xinhua) -- Chinese State Councilor Liu Yandong Sunday stressed the importance of nurturing more first-class financial personnel for the nation.     Liu made the remarks when visiting the Beijing-based Central University of Finance and Economics (CUFE) to convey congratulations on its 60th founding anniversary.     CUFE is the first university specialized in financial and economic studies established by the People's Republic of China. MOSCOW, July 28 (Xinhua) -- China and Russia have reached broad consensus on the proper handling of the sudden closure of the Cherkizovsky Market through friendly negotiations, said Chinese Vice Minister of Commerce Gao Hucheng here Saturday.     Gao, who arrived here Wednesday, heads a Chinese delegation for talks on the impact of the June 29 closing of the market, where tens of thousands of Chinese vendors had been operating.     Local analysts said the shutdown has marked an inevitable transformation of the nongovernmental trade between China and Russia and necessitated a change in mindset and operation mode among Chinese businessmen in Russia. 　　REASONS BEHIND THE ABRUPT SHUTDOWN     Cherkizovsky is Russia's biggest wholesale market. Police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29 after disclosure by .Russian Federal Supervision Service for Consumer Rights Protection and People Welfare of various illegal and irregular operation in the markets Russian Prosecutor General's Office said the shutdown was due to bad sanitary and fire control conditions, but local media believe many factors have prompted the closure.     A June report tendered by Minister of Industry and Trade Victor Khristenko stated that contraband goods not only cost the government great loss in taxation, but also undermine the development of the country's light industry.     The report suggested promoting legal, standardized chainstores and cracking down on terminal markets notorious for the sales of counterfeited and shoddy products and goods entered the country through "grey customs clearance".     Russian Federal Supervision Service for Consumer Rights Protection and People Welfare, Prosecutor General's Office, Federal Migration Service , Moscow municipal government and other government agencies even proposed shutting down the market for good.     The latest poll conducted by research group Levada Center also showed that among 94 percent of Moscow citizens who know about the closure, 67 percent support the move. Another online poll conducted by newspaper Izvestia also showed that over 80 percent of netizens are in favor of the shutdown. 　　"GREY CUSTOMS CLEARANCE" HAMPERS SINO-RUSSIAN TRADE     Over the past 20 years, the people-to-people trade between China and Russia has undoubtedly made great contribution to bilateral economic and trade cooperation, said Gao Xiyun, Economic Minister Counselor of Chinese Embassy in Russia.     However, it is also an undeniable fact that problems such as "grey customs clearance" had seriously hampered the health development the bilateral people-to-people trade, he said.     The so-called "grey customs clearance" is a long-standing practice that involves intermediaries handling customs clearance for bulk commodities loaded in planes or containers trucks.     After paying the so-called "customs clearance companies," the consignors of the goods do not have to deal with Russian customs authorities in person. Consequently they receive no official customs declaration documents.     In recent years, the Russian government has strived to rectify its domestic market order. For a time, goods that entered the country through "grey customs clearance" were regarded as contraband, and their owners would face penalties, including fines or even outright confiscation.     Prior to the market closure, on Sep. 11, 2008, the Investigation Committee at the Russian Prosecutor General's Office sealed up a large part of Chinese merchants' container storehouse in the Cherkizovsky market. 　　CHINESE BUSINESSMEN NEED TO CHANGE MODES OF OPERATION     Some 60,000 Chinese are doing business in Cherkizovsky Market, making the market the biggest Chinese business community in Moscow and even the whole Russia, according to figures from the Chinese Chamber of Commerce in Russia.     The abrupt closure of the market, in addition to the closedown of the container storehouse, has caused great economic loss to Chinese merchants and their domestic enterprises.     Gennady Gudkov, Deputy Chairman of the Security Committee of the Russian State Duma said though the closure of the market is justified, the vendors there should be given advance notice of the closure.     Gao Hucheng said China has no objections to Russia's crackdown on smuggling, but the Russian side should protect the personal and property safety of the Chinese citizens without hurting their dignity. While enforcing the law, the Russian side should try its best to keep the economic losses of the Chinese business people to the minimum.     Some Chinese analysts noted that Russia's cracking down on smuggling and rectifying domestic markets would help regulate trade channels, improve trade environment, therefore conducive to sustained and sound development of bilateral trade in the long run.     Li Huilai, Charge d'Affaires of the Chinese Embassy in Russia, said the only way out for Chinese merchants is to transform their operation mode and do their business in accordance with law and regulations. 　　JOINT EFFORTS URGED TO EXPAND NORMAL TRADE CHANNELS     In recent years, China has strengthened export supervision and instructed Chinese enterprises and businessmen in Russia to operate honestly and abide by the laws and regulations there.     China and Russia share a common goal in creating a trade environment that is standardized, transparent and convenient.     In June, China and Russia established a customs cooperation committee and set up a long-term mechanism to normalize bilateral trade order in a bid to raise the level of customs clearance facilitation and create favorable conditions for the crackdown and eventual eradication of the "grey customs clearance."     Gao's delegation, comprising officials from the ministries of commerce and foreign affairs, the General Administration of Customs and trade officials from Zhejiang, Fujian and Hebei provinces reached three consensus with the Russian side on the closure issue.     The two sides agreed to further develop the Sino-Russian strategic cooperative partnership, deepen bilateral trade cooperation and properly settle the closure issue through friendly negotiations.     The governments of China and Russia attached great importance to their strategic cooperative partnership and had agreed that the sudden closure of the market should not hurt their friendly cooperation, Gao said.     The two sides should promptly initiate a customs cooperation mechanism, and develop a work plan to stop illegal activities including "grey customs clearance," regulate customs declaration channels and raise customs clearance efficiency.     Analysts believe that with the constant improvement and development of Sino-Russian trade and economic cooperation, the issue of "grey customs clearance" could be fully resolved.

BEIJING, July 25 (Xinhua) -- China issued alert on 8 p.m. Saturday for flood in the country's Hunan and Jiangxi provinces which left dozens people dead or missing and displaced hundreds of thousands, and sent relief groups to the two provinces.     As of 4 p.m. of Saturday, five people were killed, 10 were missing and about 64,000 were relocated by the widespread heavy rain in Hunan since July 23, said the Office of State Flood Control and Drought Relief Headquarters. PHOENIX, United States, Sept. 8 (Xinhua)-- Top Chinese legislator Wu Bangguo said here Tuesday that despite the financial crisis he was confident about "the bright future" of the Chinese-U.S. economic cooperation and trade. "Although no clear signs of world economic recovery have emerged and the long-term impact of the international financial crisis cannot be overlooked, we can be confident about a bright future of China-U.S. economic cooperation and trade," said Wu, Chairman of the Standing Committee of China's National People's Congress. Attending the forum were more than 200 government officials and business representatives from both countries.     Wu said such confidence can be based on the following three reasons:     First, the general trend of China-U.S. economic cooperation and trade will not change. This can be highlighted by two points.     The first point is: the fact that the Chinese and American economies are mutually complementary has not changed.     For China the largest developing country in the world, the top priority is development. Over the past three decades of reform and the opening-up, China's economy has maintained an average annual growth rate of 9.8 percent. It was able to grow by 7.1 percent even in the first half of this year, and is expected to reach the target of around 8 percent growth for the whole year. The accelerated pace of industrialization and urbanization has generated great investment demand in China, which is at the same time a market of 1.3 billion consumers. China's development and huge market provide an inexhaustible source of business opportunities and impetus for the economic recovery and development of all countries, including the United States.     The United States is the largest developed country and accounts for 18.3 percent of the world's total GDP and 43 percent of the world's consumer market. It has a trade volume unmatched in the world and is an obvious leader in science and technology, human resources, managerial expertise and marketing.     "The complementary nature of our two economies has not been changed by the international financial crisis," Wu stated.     The second point is that the foundation of China-U.S. economic cooperation and trade remains strong.     In 2008, bilateral trade amounted to 333.74 billion U.S. dollars, making China and the U.S. each other's second largest trading partners. In the past five years, American exports to China grew by 20 percent annually. Last year, China accounted for 49 percent and 34 percent of American soybean and cotton exports respectively. In cumulative terms, the United States has invested over 61 billion U.S. dollars in 57,000 projects in China. In the first seven months of this year, China and the United States signed 888 technology contracts worth 3.26 billion U.S. dollars, up 41.3 percent year on year. They represents 25.3 percent of the total value of technology introduction contracts signed by China and makes America the largest source of technology for China. Although China-U.S. trade experienced a year-on-year drop in the first half of 2009, the decline is nearly 7 percentage points smaller than that of China's foreign trade as a whole.     "These figures provide sufficient evidence that the China-U.S. economic and trade relationship is one of cooperation and win-win progress, and such a basic pattern has not been changed by the international financial crisis," Wu said.     Second, the economic stimulus plans implemented by China and the United States have created new business opportunities.     To counter the impact of the international financial crisis and maintain steady and relatively fast economic development, the Chinese Government has introduced a proactive fiscal policy and a moderately easy monetary policy and adopted a package plan to further stimulate domestic demand and generate economic growth.     To get out the economic crisis, the U.S. Government has also introduced the biggest economic stimulus package since the 1930s, covering finance, real estate, taxation, infrastructure, the auto industry, environmental protection, energy, science and technology and health care reform, among others.     "The implementation of our respective stimulus plans has offered new business opportunities for economic cooperation and trade between our two countries," Wu said.     Just before the opening of Tuesday's Forum, the two sides signed 41 agreements and contracts on investment and economic and technological cooperation worth a total of 12.38 billion U.S. dollars, involving such areas as new energy and materials, communications, electronics, machinery and tourism, Wu said in his speech.     "This is further evidence of the abundant cooperation opportunities between China and the United States. As long as we work to seek opportunities in this time of crisis, there is a lot we can achieve together," he said.     Third, the economic restructuring strategies of China and the United States will open up new areas of cooperation.     China and the United States are at different stages of economic development, but both face the arduous task of readjustment and are under pressure to adjust their respective economic development models even without an international financial crisis, Wu said.     "The financial crisis, if anything, has only made this task more urgent, " he said.     The U.S. Government wants to adjust the development model while tackling the financial crisis and considers green technologies essential to its efforts to revitalize economic growth, enhance international competitiveness and create jobs. Likewise, China, in its effort to maintain steady and relatively fast economic development, aims to achieve sustainable development while resolving the current difficulties, Wu said.     "We are making great effort to adjust economic structure, upgrade industries and expand domestic demand, especially consumer demand, and transform the economic development model," Wu said.     "As China and the United States restructure our respective economies, we can foster new areas of economic and trade cooperation, especially in the economic and technological fields and between businesses. They may range from low carbon economy, renewable energy, clean energy, clean coal, carbon capture and storage to smart grid, efficient buildings and new energy vehicles," Wu said.     Wu arrived in Arizona on Sunday on the final leg of a three-nation North American tour. He has left Arizona for Washington for a visit in which he is expected to meet with President Barack Obama, Vice President Joe Biden, Secretary of State Hillary Clinton and House Speaker Nancy Pelosi.

BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province.     Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm.     The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday.     Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor.     Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said.     Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year.     Severe rainstorms also wreak havoc in other parts of the country Wednesday.     In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people.     Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.
