BEIJING, Feb. 14 (Xinhua) -- A cold front is expected to sweep the northern part of China over the next three days, bringing strong wind and a temperature drop, the China Meteorological Administration (CMA) said Sunday.Small to moderate snow or sleet is forecast in the northern and southwestern part of Xinjiang Uygur Autonomous Region, western Tibet Autonomous Region and the northeastern part of China.The cold front will cause a temperature drop of four to six degrees Celsius since Feb. 15 in central and eastern parts of Inner Mongolia Autonomous Region, north China and northeastern China.The central and the eastern part of China will see a temperature drop of three to five degrees Celsius.Areas in Hunan and Guizhou provinces would expect freezing rain over the following three days.The CMA also said the blizzard condition which had stricken eastern Jiangsu and Zhejiang provinces had eased to small to moderate snow or sleet.The National Meteorological Center had cleared the blizzard warning by 6 p.m. Sunday, 24 hours after the issuance, the CMA said.

SEOUL, Feb. 17 (Xinhua) -- South Korea plans to launch a joint research with China and Japan on the feasibility of a free trade agreement (FTA) among the three Northeast Asian countries, South Korea's foreign ministry said Wednesday.According to a report by the ministry, the country, which has been seeking an economic integration of the Northeast Asian region by creating favorable conditions for FTAs, will kick off a joint study with the countries, in which government officials, scholars and business representatives will participate.Along with the trilateral FTA, the country will also continue to push for settling separate bilateral trade agreements with China and Japan, the ministry said in the report.Currently, South Korea has free trade agreements with Chile, Singapore and the European Free Trade Association, as well as a similar pact with the Association of Southeast Asian Nations.Recently reaching a free trade deal with the European Union, the country also wrapped up its free trade talks with India, settling the so-called comprehensive economic partnership agreement (CEPA) in August.With respect to the free trade deal with the United States, signed in June 2007, both countries are waiting for legislative approval.South Korea is also seeking similar trade deals with Australia, Canada, and Mexico.

BEIJING, March 11 (Xinhua) -- China's supreme court and procuratorate vowed Thursday to step up anti-corruption efforts after a string of high ranking officials fell in last year's clean-up campaign.Prosecutors will focus on work-related crimes, commercial bribery and crimes that seriously infringe on people's interests this year, Prosecutor-General Cao Jianming told lawmakers in his work report to the parliament.More attention will also be given to criminal cases behind mass incidents and accidents, cases concerning construction projects, real estate development, land management and mineral resource exploration, Cao told nearly 3,000 lawmakers at the annual session of the National People's Congress (NPC).These areas are where corruption usually hide.Officials acting as "protective umbrella" for gangs will also be a focus of prosecutors' agenda this year, Cao said.In the work report of the Supreme People's Procuratorate (SPP), Cao said the country's prosecutors launched graft probes against 2,670 officials above county level last year, including eight at the provincial or ministerial level.The eight high-ranking officials included Huang Songyou, former vice president of the Supreme People's Court and Wang Yi, former vice president of the state-run China Development Bank.Also on the list were Chen Shaoji, former top political advisor of southern Guangdong Province, and Wang Huayuan, a former provincial official in eastern Zhejiang Province.Altogether, prosecutors investigated about 41,000 people, down 3.3 percent, in more than 32,000 cases, up 0.9 percent, for embezzlement, bribery, dereliction of duty and other work-related crimes last year, according to Cao's report.Among the probed, more than 18,000 were "extremely serious" corruption cases, while 3,100 were grave cases in connection to dereliction of duty or infringement of people's rights, it said.More than 9,300 government workers were implicated in cases of dereliction of duty, malfeasance and infringement of people's rights, Cao said.Nearly 3,200 bribers were punished "in an effort to strengthen crackdown on bribery offering crimes," he said.Cao said the authorities seized more than 1,100 on-the-run suspects involved in work-related crimes, with more than 7.1 billion yuan (about one billion U.S. dollars) embezzled or received in bribes recovered.NPC deputy Zhu Yong, also a political and law official in the provincial Communist Party committee in the eastern Anhui Province, said strict anti-corruption measures, such as auditing on officials who are leaving their posts, have produced fruitful results in fighting corruption.However, Zhu said some officials are still vulnerable to the temptation of bribes, and so fighting graft remains a challenge.Fighting graft is a very difficult task worldwide and cannot be efficiently addressed in a short period of time, Zhu added.VOWS TO CLEAN UP JUDICIARYChief Justice Wang Shengjun said courts will take actions on judicial corruption to prevent abuse of judicial power this year after Huang Songyou, former vice president of the Supreme People's Court (SPC), was jailed for life in January for taking bribes and embezzlement.Huang was convicted of taking more than 3.9 million yuan (about 574,000 U.S. dollars) of bribes from 2005 to 2008.Wang said nearly 800 court officials were punished for violating laws last year.Courts at all levels should "learn a lesson" from the case of Huang to pinpoint rooted problems on the management of judges and supervision of power, he said.Prosecutor-General Cao said the authority will "never relax its efforts" in the crackdown on judicial corruption.An extensive anti-gang crackdown in southwestern Chongqing municipality since last year revealed a grave situation of judicial corruption. About 200 judicial and public security officials in the city have been found to be implicated.Wen Qiang, former deputy police chief and head of the justice bureau of Chongqing, stood trial last month. He was accused of raping, taking more than 15 million yuan of bribes to protect criminal gangs, and possessing a huge amount of unexplainable assets.

BEIJING, Feb. 23 (Xinhua) -- Danish Prime Minister Lars Loekke Rasmussen earlier this month expressed his appreciation for Chinese Premier Wen Jiabao's important and constructive role in the Copenhagen conference, a Chinese Foreign Ministry spokesman said Tuesday.Rasmussen made the remarks in a letter to Wen on Feb. 12, said spokesman Qin Gang at a regular press conference.Premier Wen on Jan. 29 wrote a letter in reply to Rasmussen concerning the Copenhagen Accord, reiterating China's support for the Accord and the country's climate change commitments.Wen said in the letter that the Copenhagen Accord which resulted from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and enabled future negotiations to take place.Rasmussen replied on Feb. 12 that he fully agreed with Wen on his evaluation, saying that he was inspired by China's support for the Accord, Qin said.The Chinese government had reported its emission cuts progress to the Secretariat of the UN Framework Convention on Climate Change (UNFCCC), reaffirming a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels.Rasmussen welcomed the China's emission cuts progress. He also agreed with Wen on adhering to the main role of the UNFCCC in future negotiations, Qin said.China hoped Denmark, as chair of the Conference of UNFCCC Parties, would continue to play a positive role, Qin said, noting that the country would maintain contacts with Denmark.In Tuesday's press conference, Qin also responded to a question related to UN climate chief's announcement of resignation.Yvo de Boer has announced last week that he will resign his position as Executive Secretary of the UNFCCC as of July 1 this year.Qin said de Boer had contributed positively in organizing and serving the international negotiations on climate change since assuming his current post in 2006.China had cooperated well with the UNFCCC secretariat, and supported de Boer's efforts, Qin said. BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

Back pay to migrant workers has affected the income of the rural population for a long time and is considered a "chronic illness" undermining social stability.

BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said.The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said.The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).
