MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

URUMQI, Sept. 4 (Xinhua) -- A senior government official said Friday the situation in Urumqi, the capital city of northwest China's Xinjiang Uygur Autonomous Region, was under control after local residents had taken to the streets over two days to protest against hypodermic syringe attacks.     There were no major protests in the city Friday, a day after massive protests that left five people dead Thursday, said Executive Deputy Mayor Zhang Hong. Deputy Mayor of Urumqi Zhang Hong speaks during a news conference in Urumqi, capital city of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2009. Zhang Hong said on Friday the situation was basically under control in the citySmall crowds gathered "in a few locations" Friday, but soon dispersed and nobody was killed, said Zhang.     Syringe attacks carried out since Aug. 20 have resulted in panic and resentment from the public, the official said.     Suspects were caught Wednesday when attacking members of the public. They were beaten by a angry crowd and one was seriously injured. People gather on a street in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2009. Police were exerting efforts to control the situation in Urumqi on Friday. Five people have been confirmed dead and 14 others injured and hospitalized following Thursday's protests, Zhang said.     Of the five dead, two had been confirmed as innocent civilians, while police are trying to identify the remaining three.     He said investigations showed those carrying out the syringe attacks were from the Uygur ethnic group while the attacked included Han Chinese and other ethnic groups. Residents go around at a market on Meiqi Lane in Urumqi, capital city of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2009. By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Zhang said the attacks were premeditated and organized to create terror in society.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad are not willing to see ethnic unity and their failure when the July 5 violence died down quickly," he said. "So they are using 'soft violence' to disrupt social order and instigate ethnic hatred."     China's Public Security Minister Meng Jianzhu arrived in Urumqi Friday to direct work to defuse ongoing unrest in the city.     Meng, also a State Councillor, urged local governments and Communist Party of China (CPC) committees at all levels in Xinjiang "to restore social order as soon as possible."     "Maintaining stability is the central task of overriding importance in Xinjiang at the present time," he said in a meeting with local officials.     Meng said the spate of syringe attacks, which were premeditated, masterminded and conducted by law-breakers and instigated by ethnic separatist forces, were a continuation of the July 5 riot in the city which left 197 people dead. He said the separatists' purpose was to undermine ethnic unity.

UNITED NATIONS, Sept. 22 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday the international community should tackle global climate change through common development, calling for international joint work and pledging China's continued efforts on this issue.     "Global climate change has a profound impact on the existence and development of mankind and is a major challenge facing all countries," the president said when addressing the UN climate change summit.     "Climate change is an environment issue, but also, and more importantly, a development issue," Hu said.     "We should and can only advance efforts to address climate change in the course of development and meet the challenge through common development," he said. FOUR PRINCIPLES     The Chinese president outlined four principles needed for a successful concerted effort to deal with climate change worldwide.     Hu said that fulfilling respective responsibilities, achieving mutual benefit and a win-win outcome, promoting common development and ensuring financing and technology were of utmost importance in making these efforts work. Chinese President Hu Jintao addresses the opening ceremony of the United Nations Climate Change Summit at the UN headquarters in New York Sept. 22, 2009. The Chinese president, who travelled to the United States to attend a string of UN meetings and a forthcoming Group of 20 (G20)Summit, described fulfilling respective responsibilities as the core of the concerted efforts.     "The principle of common but differentiated responsibilities embodies the consensus of the international community," said Hu. "Adherence to this principle is critical to keeping international cooperation on climate change on the right track."     Hu called on both developed and developing countries to take active steps to deal with climate change issues. Chinese President Hu Jintao (4th L) poses for photos with other leaders at the UN headquarters in New York Sept. 22, 2009. President Hu and the other leaders were attending the UN Climate Change Summit in New York Sept. 22"Developed countries should fulfil the task of emission reduction set in the Kyoto Protocol... and support developing countries in countering climate change," he added, urging developing countries to also work hard to adapt to climate change according to their national conditions and with the financial and technological support from developed countries.     On achieving mutual benefit and a win-win outcome, the Chinese president said that, as the goal of the concerted effort, whole-hearted cooperation and coordinated actions of the international community were required.     Hu said that, though not their outright responsibility, it served their long-term interest if developed countries extended assistance to developing countries in tackling climate change.     Promoting common development was the basis of the concerted efforts, he said.     "Without common development, particularly the development of developing countries, there cannot be a broad and solid basis in the long run for tackling climate change," he said.     To wrap up his insight into how to tackle climate change, President Hu gave great significance to financing and technology transfer.     "Ensuring financing and technology holds the key to the success of our effort," said Hu.     He urged developed countries to take up their responsibilities and provide developing countries with new, additional, adequate and predictable financial support to facilitate their dealing with climate change.     "This, in effect, represents a joint investment in the future of mankind," he stressed. CHINA'S MEASURES     Meanwhile, Hu also announced four measures that China will adopt to further integrate actions on climate change into its economic and social development plan.     First, China will intensify efforts to conserve energy and improve energy efficiency, and endeavor to cut carbon dioxide emissions per unit of gross domestic product (GDP) by a notable margin by 2020 from the 2005 level, Hu said.     "Second, we will vigorously develop renewable energy and nuclear energy. We will endeavor to increase the share of non-fossil fuels in primary energy consumption to around 15 percent by 2020," he added.     Third, China will energetically increase forest carbon sink and endeavor to increase forest coverage by 40 million hectares and forest stock volume by 1.3 billion cubic meters by 2020 from the 2005 levels, Hu said.     "Fourth, we will step up effort to develop green economy, low-carbon economy and circular economy, and enhance research, development and dissemination of climate-friendly technologies," he added.     "Out of a sense of responsibility to the world ... China has taken and will continue to take determined and practical steps to tackle this challenge," said the president.     The Chinese president arrived here Monday for the UN climate change summit and other UN meetings. He will also travel to Pittsburgh for the G20 summit scheduled for Thursday and Friday.
