It was also the first such casein Asia.     China Monday cancelled a chartered flight to Mexico to pick up 120 or so stranded passengers. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. 　　MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), addresses the closing session of the ninth session of the Standing Committee of the 11th National People's Congress, in Beijing, capital of China, on June 27, 2009.    The government's fiscal revenue dropped in the first five months year on year, according to a report submitted to the session.     Wu called on the State Council (cabinet) and relevant departments to take measures such as enhancing taxation while implementing structural tax reduction policies, improving the efficiency of fund use, practicing frugality, opposing extravagance and actively deepening fiscal system reform.     He asked the departments concerned to rectify problems in implementing the budget, as found by audit authorities, and report to the top legislature the progress before the year-end.     Officials involved in such problems would be punished according to law.     Wu said lawmakers had been deeply concerned about the reconstruction of quake-hit areas in Sichuan Province after the region was struck by the May 12, 2008 quake, and heard a report about reconstruction at this legislative meeting.     Lawmakers said the reconstruction work was "an important project concerning people's life and development" and efforts should be made to resolve housing problems for the poor as well rebuild public facilities such as schools, hospitals, transportation and water-conservation projects.          SOCIALIST LEGAL SYSTEM     The top legislature adopted Saturday the nullification of eight laws, including one covering police stations that dates back to 1954, as part of an effort to eliminate redundant, contradictory and obsolete laws.     Wu said 2009-2010 was a key period in forming a socialist legal system with Chinese characteristics and the legislative work would be arduous.     He urged improving the legislative work so as to ensure the goal of establishing a socialist legal system with Chinese characteristics by 2010, set by the Communist Party of China Central Committee in 1997.     The socialist legal system basically took shape in 2007 and this 11th NPC Standing Committee set the legislative priority as improving legislative quality by enacting backbone laws soon as well as clearing obsolete ones, he said.     Wu said overhauling laws was an important measure of improving legislation so as to ensure a scientific, integrated and harmonious legal system.     As of June 26, 2008, China had 229 laws, with categories including the Constitution, civil and commercial law, administrative and economic law and criminal law, among others.     He said the next step was to urge relevant departments to draft matching regulations.     "When drafting laws in the future, efforts should be made to enact relevant regulations as well so that the regulations could take effect simultaneously with the law, or not too late behind the law, in order to ensure an effective implementation of the law," Wu said.     He stressed that legislation in the pipeline should be completed in time. When revising or enacting laws, revision should be made collectively if disagreement was found in different laws or regulations, in order to ensure the legal system's integrity.     The top legislature also adopted a decision to remove Xia Zhengui, a former Party secretary of Linfen in northern Shanxi, and Ji Chuntang, a former mayor of northern Shijiazhuang, from the post as NPC deputies.     Ji was expelled for his role in last year's adulterated milk scandal. Xia was stripped of the post for a mine accident that caused 277 deaths last year.     According to the Credentials Committee of the NPC Standing Committee, the total number of deputies to the 11th NPC now stands at 2,982.     The meeting also appointed four senior officials to the Supreme People's Court and the Supreme People's Procuratorate.

SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.
