BEIJING, Nov. 18 (Xinhua) -- U.S. President Barack Obama had a taste of Chinese history on Wednesday by visiting the country's most iconic site, the Great Wall.     "It's magical," Obama said when walking along the Great Wall in chilly winter wind. "It reminds you of the sweep of history and our time here on earth is not that long. We better make the best of it."     Dressed in a dark winter jacket, a smiling Obama broke away from companions and walked alone along the ramp.     "I brought back the admiration for the Chinese civilization, I bring here the greetings of American People," Obama said when ascending a watchtower to enjoy a distant view at the Badaling section of the Great Wall.     Obama is the fifth U.S. president to visit the manmade wonder. Former U.S. President Richard Nixon visited the Great Wall in 1972,Ronald Reagan in 1984 and Bill Clinton in 1998. In 2002, former U.S. President George W. Bush and his wife Laura toured the same section as Obama did.     "I'm inspired by the majesty of the Great Wall and am grateful for the warmth of the Chinese people," Obama wrote on the visitor's book after his half-hour tour.     The Great Wall was the second sightseeing program for Obama during his visit to China. He toured the Imperial Palace Tuesday after nearly two hours of talks with President Hu Jintao.     Built originally as the biggest defense work in ancient China, the Great Wall today has become one of the must-see places for visiting foreign leaders to the country in the past six decades.     The Badaling section, which is in the northwestern suburb of Beijing, runs about 3,741 meters on a mountain of about 700 to 800 meters above sea level, dotted with 19 beacon towers.     The wall at the Badaling section averages seven to eight meters in height, six to seven meters in thickness, with a width of four to five meters on top.     Over the past six decades, more than 450 heads of state and government have visited the Badaling section.     The Great Wall is listed among the UNESCO's World Cultural Heritage sites given its historic status.     Separated sections of the Great Wall were built as early as 2,000 years ago by small kingdoms to defend against raids from nomadic tribes to the north.     When Emperor Qinshihuang, the country's first emperor, united China for the first time in 221 B.C., he ordered the separate sections linked together, forming a complete military defense system.     The Great Wall today was mostly rebuilt during the Ming Dynasty(1368-1644).     With its sections stretching from northeast to west China, the Great Wall now runs 6,700 kilometers long and its section at Badaling is the first part that opens to tourists.

JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".

ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

BEIJING, Dec. 23 (Xinhua) -- China's Supreme People's Court (SPC) on Wednesday published two regulations, pledging to improve media supervision and public access to the courts' case filing, trial, hearing and law enforcement process, as well as to the verdict documents and court affairs.     The two regulations were aimed to improve judicial democracy, ensure judicial justice, and protect the legitimate rights of the litigants and defendants involved, said Sun Jungong, spokesman of the SPC, during a press conference.     According to the regulations, people involved in lawsuits would have access to all relevant information when filing a lawsuit, and would be kept informed of important information during the law enforcement process.     In open-trial cases, the public and journalists could attend the trials after safety checks.     The courts' verdict documents would be published online if they did not include state secrets, teenage criminal records, personal privacy or other contents inappropriate for publication, while the courts' affairs would also be made public.     Meanwhile, the regulations said journalists might face criminal charges if they disclose state or business secrets, impair national and social interests, distort facts when covering on-going trials, violate the reputation rights of judges or people involved in lawsuits, or conduct any other activities that may harm judicial justice.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. RABAT, Jan. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on a five-nation African tour, held talks Monday with his Moroccan counterpart Taieb Fassi Fihri on ways to upgrade relations between the two countries.     The two spoke highly of the abundant achievements that have been made in bilateral cooperation in various fields, mainly in politics, economy and trade, culture and health, since the establishment of diplomatic ties 52 years ago, an official press release gained by Xinhua said.     It said the two ministers agreed to continuously promote the upgrading of China-Morocco friendly ties by enhancing political mutual trust, deepening cooperation, expand people-to-people exchanges and strengthening coordination in international and regional issues.     After the talks, the two top diplomats signed a China-Morocco joint communique on Morocco's recognition of China's market economy status.     Yang is on his first official foreign visit of the year that includes five African nations, namely Kenya, Nigeria, Sierra Leone, Algeria and Morocco, as well as Saudi Arabia.     It has been China's tradition for 20 years that its foreign minister visits Africa in the beginning of the year.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year.
