It will use renewable energy and will not allow gasoline-fuelled cars.It is the first of a number of low-carbon eco-towns being planned by both Britain and China.Brown, who flies to India on Sunday, pleaded for progress in slow-moving talks on a new world trade agreement."I would like the talks which have now been stalled for some months to resume," he said.All sides would have to compromise to reach a deal but the differences can be bridged, Brown said."In the next few weeks I will ... talk to all the potential players as I've done with the Chinese government, as I will do tomorrow with the Indian government, (about) the importance of us moving forward to a trade agreement as soon as possible."

The authorities are considering a central system to award individuals' achievements in various fields to regulate such honors now being given out by local governments and agencies, said officials."The country is forging ahead to study the setting up of a national system of honors and a government framework for awards," said Yin Weimin, minister of personnel.Research on two specific laws to administer awards and confer medals is already being carried out, Yin said in a conference over the weekend.The National People's Congress has discussed laws on systems to give out awards and medals as early as 1993, but no agreement has been reached because of the complexity of such systems, experts said."Effective government awarding methods are positive ways to motivate society to learn from the merits of individuals," said Wang Xiongjun, a researcher with Peking University."And the establishment of core honors in an award system, as national honors and medals for certain fields, will bring China in line with international standards," Wang said.Currently, China has various rules set up by government agencies to award individuals including civil servants and civilians who make contributions in certain fields, but almost all these lack detailed descriptions on awarding procedures and methods, said Wang.There have also been cases where officials were nominated for awards in controversial selection processes - sometimes involving large amount of prize money - that were said to lack transparency.For instance, judge Song Yushui from the Haidian District People' Court was up for an award worth a million yuan (5,600) in 2005 given by the Beijing municipal government for being one of the "outstanding individuals" of the year.But critics said Song should not receive such an award since her "achievements" were expected of her as a judge.To prevent such situations, there should be guidelines and principles set under an awards system, said Hua Xiaochen, an expert on public institutions with a research body under the Ministry of Personnel.The main role of an awards system is to provide examples of merit for the public to learn from and not to focus on large prizes, Hua told the Legal Daily.

"The only way to make progress on climate change is to engage all the large economies, developed and developing, to work toward embracing cleaner technology and reducing emissions," Paulson said. "What's happening with the environment in the middle of China not only affects the local climate and economy but also the global climate and economy." Paulson will meet on July 31 in Beijing with Hu and Vice Premier Wu Yi, who is leading the Chinese side in the strategic dialogue talks. The administration is coming under pressure from Congress to show results from these discussions, particularly in the area of currency values. American manufacturers contend that the yuan is undervalued by as much as 40 percent, which makes Chinese products cheaper for US consumers but makes it more difficult for US products to be sold in China. The first strategic dialogue session was held in Beijing last December with a follow-up meeting in Washington in May. For the first time in 300 years, the renowned Shaolin Temple held a ritual on Thursday to initiate 600 believers into monkhood. On that same day, millions of monks and believers nationwide observed the Buddha bath festival which usually includes the washing of all statues of the Buddha. The ceremony used to be considered an official ritual to recognize a believer into true monkhood. Shi Yongxin, leader of Shaolin Temple and vice- president of the Buddhist Association of China, said that Buddhism in China has embarked on a "golden era" of development with a rapidly increasing number of believers. According to Shi, China has about 100 million registered religious believers, most of whom are Buddhists and Taoists. "They form an indispensable force to construct a harmonious society," he said. Shi said the ritual was suspended for 300 years because the altar where the ritual was held was destroyed. The 26-meter-high three-storey alter was restored last year at the temple, located in Dengfeng, Central China's Henan Province. The 600 Buddhists were selected out of 1,000 pious Buddhists nationwide. Shi said that only Buddhists who have passed a long-term inspection and are believed to have a "pre-destined lot" with Buddhism will be allowed to take the ritual and admitted by the temple. "Only Buddhists who practice Buddhism to a high level can be tonsured and allowed to take the ritual," Shi said. The ritual will last 28 days during which time the 600 monks will listen to doctrines, learn Buddhism rituals and manners in the temple. Both Buddhism and Taoism seem to be attractting more believers. The first ever white paper on political parties pledges multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC). Released Thursday by the Information Office of the State Council, the white paper, entitled "China's Political Party System", explains in detail the formation, characteristics and development of the system and its role in economic and social development.Multi-party cooperation is a political system that suits China's conditions, the paper says."China will not mechanically copy other countries' political party systems," the document says, adding that the history of modern and contemporary China has proven that blind emulation of the political or party systems of other countries will not succeed.Zhuang Congsheng, director of the research office of the United Front Work Department of the Central Committee of the CPC, said multi-party cooperation is different from the two-party or multi-party systems in Western countries and the one-party system practised in some other countries.
