BEIJING, May 17 (Xinhua) -- China's power consumption declined 3.63 percent year on year in April, larger than the 2.01 percent decrease rate in March, the China Securities News quoted figures from the China Electricity Council (CEC) Friday.     A total of 275.67 billion kilowatt hours of electricity were used in April. The figure for the first four months was 1.06 trillion kilowatt hours, down 4.03 percent from the same period a year ago.     Analysts said the extending decline indicated a soft footing in economic recovery. It is normal that power output and consumption have ups and downs in the process of economic revival.     From January to April, power used by the agriculture and tertiary sectors went up 4.69 percent and 9.04 percent. And that for industrial sector slipped 8.29 percent.     The National Bureau of Statistic (NBS) said on May 13 that power generation fell 3.5 percent last month from a year earlier, to 271.29 billion kilowatt hours. The industrial output rose 7.3 percent in the same month.     Since the industrial sector consumes about 70 percent of China's power, some economists questioned whether a rise in industrial production could be accompanied by a decline in power consumption.     Zhang Liqun, a researcher with the Development Research Center of the State Council, a government think-tank, told Xinhua that when looking at the decline in industrial power use, it was important to remember that industrial upgrading was still in progress. The decline of electricity consumption by heavy industry, which accounts for 82 percent of total industrial power consumption, was the leading cause for the overall decline.     According to CEC data, power consumed by the heavy industry was down 8.62 percent in the first four months, and that for the light industry sank 6.76 percent.     Analyst expected that power use in May would fall slower than the previous month, as the rebounding electrolytic aluminum and iron and steel industries would use more electricity in the coming months.

The workers had been busy with constructing a vast natural gas processing facility in a natural gas field some 700 kilometers southeast of Turkmenistan's capital Ashgabat. BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.

BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. Moreover, the multiplication of new power plants around could also create problems.     Evans said, besides some large countries, there has to be very strong engagement by all the other significant players and countries in the international community.     In terms of the non-proliferation of nuclear weapons, the issue involving the Democratic People's Republic of Korea (DPRK) occupied a lot of time in the discussions.     This is a very important regional security issue relating to disarmament and non-proliferation, said Yoriko Kawaguchi, the other co-chair of the ICNND, adding that China has played an important role as an intermediator.     "The DPRK should abide by the United Nations' resolutions," she said.     Evans said that it is essential to keep the door open for dialogue and continue to explore the probability for resolving this thing peacefully.     Yoriko Kawaguchi echoed Evans by saying that there was a consensus on the importance of the object of the six-party talks on the denuclearization of the Korean Peninsular.     Evans stressed that it is important for all nuclear weapon states under the Treaty on the Non-proliferation of Nuclear Weapons (NPT) to agree on a strong statement going into the NPT review conference about their commitment to a nuclear weapon-free world and the determination to take serious steps toward that goal.     A review conference has been held every five years since the 1968 NPT came into force in 1970. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.
