BEIJING, Dec. 27 (Xinhua) -- China will maintain its pro-active fiscal policy and moderately loose monetary policy to buoy the economy in 2010 as many uncertainties persisted at home and abroad, Chinese Premier Wen Jiabao said Sunday. Averting the trend of falling global demand remained difficult, Wen said in an exclusive interview with Xinhua.     "Economies of some countries are starting to pick up, but fluctuations are still possible," Wen said.     "China's economy has been on track for recovery. However, the economic performance and operations of enterprises still mainly rely on support from government's policies," Wen said.     "A consolidated recovery in the country's economy does not point to a complete revival and a full revival does not mean China's economy is developing in a sustainable way," Wen said. Chinese Premier Wen Jiabao smiles during an exclusive interview with Xinhua News Agency at Ziguangge building inside Zhongnanhai, an office compound of the Chinese central authorities at the heart of Beijing, capital of China, Dec. 27, 2009    "To withdraw macro-economic policies too early will likely ruin the efforts made before and reverse economic development," Wen said.     The government would maintain the stability and continuity of macro-economic policies while comprehensively watching the domestic and foreign economic situations, Wen said.     The State Council, or the Cabinet, announced on Nov. 5, 2008, that the government would shift the fiscal policy from "prudent to pro-active" and the monetary policy from "tight to moderately loose" to stimulate the economy by expanding domestic demand to offset a slump in exports.     The Cabinet also unveiled a 4-trillion-yuan (585.6 billion U.S. dollars) stimulus package the same day.     "We have stabilized economic growth and employment and maintained social stability over the past year," Wen said. "The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.

BEIJING, Nov. 20 (Xinhua) -- Chinese Premier Wen Jiabao on Friday congratulated EU's top leaders elected on Thursday, vowing to further boost China-EU all-round strategic partnership.     Wen made the remarks in his meeting with a group of EU diplomats including former French Prime Minister Jean-Pierre Raffarin and Hungary's ex-Prime Minister Peter Medgyessy, who were here to attend a China-EU forum.     The Belgian prime minister was unanimously elected on Thursday as the first full-time EU president and Britain's EU Trade Commissioner Catherine Ashton as EU foreign policy chief.     "As a strategic partner of the EU, China congratulates the leaders elected and feels glad for that," Wen said.     Calling EU as an important pole of the world, Wen said the EU integration would help the 27-nation bloc to play greater role in international affairs.     He called for courage and insight of political figures of both sides, as well as support from various circles of the society to deepen China-EU relations.     "The Chinese government is ready to cement trust and deepen cooperation with EU to promote bilateral all-round strategic partnership," he added.     Some of the EU representatives told Wen both the EU and China shoulder great responsibilities in the world globalization. The two sides should not only properly settle issues in bilateral ties but also jointly respond to major global challenges such as climate change.

RIYADH, Jan. 10 (Xinhua) -- China and Saudi Arabia convened Sunday the fourth meeting of their joint committee on economy and trade in the Saudi capital, co-chaired by Chinese Minister of Commerce Chen Deming and Saudi Minister of Finance Ibrahim bin Abdel Aziz al-Asaf.     Chen hailed the rapid growth of bilateral economic and trade ties since the third meeting of the joint committee in 2006, noting that bilateral trade have realized two years in advance the goal of 40 billion U.S. dollars by 2010, and Saudi Arabia has been China's biggest trade partner in West Asia for eight consecutive years. BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.

BEIJING, Dec. 6 (Xinhua) -- China will, without any doubt, be able to achieve the 8 percent growth in gross domestic product (GDP) this year, a senior Chinese economist said Sunday.     Yao Jingyuan, chief economist with the National Bureau of Statistics, made the remarks at a fortune forum in Beijing.     However he warned that the Chinese economy will still face two major problems next year: slumping overseas market demand and weak driving force on domestic market.     Chinese economy rose 7.7 percent in the first three quarters, driven mainly by investment and consumption, but brought down by exports, Yao said.     He stressed more efforts should be made on structural adjustment to shift dependence on the industrial growth to the comprehensive development of the agricultural, industrial and service sectors.     Yao highlighted the importance to raise people's incomes, add investment on livelihood projects and give full play to the role of consumption to boost economy.     Meanwhile, China should turn its economic growth dependence from resources-intensive consumption to technology renovation, Yao said.

BEIJING, Nov. 13 (Xinhua) -- China should keep home prices from long time "abnormal increases" and divert profits made from home price hikes to the public through taxation, a senior property official said here Friday.     Dong Zuoji, director of land planning department of the Ministry of Land and Resources, said home prices would continue to rise as the land in the world's fastest-growing economy is becoming increasingly scarce, but the government should use taxes to give the added value of the land back to society.     "China hasn't seen overcapacity in real estate sector on the whole, otherwise home prices wouldn't have gained so much," he said while attending a meeting held in Beijing.     Dong said the government would increase land supply for subsidized homes and adopt measures to prevent developers from hoarding land.     The government would also guarantee land use for high-tech, high added-value enterprises while limiting that of backward production projects.     Due to a series of supportive measures adopted by the government, China's property sector rebounded strongly this year. Home prices in 70 large and medium-sized cities rose for the eight straight month in October.     Average house price in Beijing surged 43.7 percent in July from that of January, to 14,500 yuan per square meter, Golden Keys, a property agent said on July 17.

Police searched thousands of hotels, nightclubs and Internet bars, questioned 47,500 people and stopped 24,600 vehicles.     The four prisoners were on the run for only 66 hours before they were apprehended.     "We appreciate the local residents' help in hunting the prisoners," said Zhao Liping, head of the public security department of the region." BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.
