BEIJING, April 4 (Xinhua) -- Some 600,000 people visited graveyards in the suburbs of Chinese capital Beijing on Friday, about triple last year's figure of 189,000, according to official statistics.     On Dec. 16, the State Council (cabinet) revised the nation's official holiday schedule to add three traditional festivals -- Qingming, Duanwu and Zhongqiu -- in response to public calls. It also changed the length of other holidays. A citizen mourns her relative in a cemetery in Guangzhou, capital of southern China's Guangdong Province, April 4, 2008. The Chinese Qingming Festival, a day two weeks after the vernal equinox, is also called the Tomb-sweeping Day, when Chinese people usually mourn their deceased relatives, pay homage to martyrs and sweep the tombs of the departed. The holiday marked on Friday was Qingming, or grave-sweeping day.     The change was intended to allow more people to pay their respects to deceased relatives on what would otherwise be a workday like Friday. No national figures on this year's tomb visits were immediately available.     Unlike Beijing, many residents of Shanghai, China's largest metropolis and one of the most densely-populated cities, have to go to neighboring cities to visit relatives' tombs. People are walking to a cemetery in the west of Beijing on Friday, April 4, 2008. The Chinese traditional Qingming Festival falls on Friday this year, which is the occasion for Chinese people to pay respect to past ancestors by cleaning their graves, presenting offerings of food, and burning joss paper.Space for the dead is at even more of a premium in Shanghai than for the living, and the city's graveyards long ago stopped accepting new remains. Suzhou, Jiangsu Province, receives 900,000 tomb-sweepers from Shanghai every year.     Friday was a day of remembrance in many areas of China. In Huangling County, Shaanxi Province, 8,000 people including some senior officials attended the annual memorial service at the tomb of Huangdi, the "Yellow Emperor" of Chinese legend.     Governor Yuan Chunqing addressed the gathering and expressed his hopes that the Beijing Olympic Games would be successful, the reunification of China would occur and the world would become harmonious.     Scholars say that Qingming has preserved the "feeling" of being Chinese across the generations.     "Traditional culture has been infused with new spirits in different eras, and this is the mysterious power of Chinese Culture," Shi Aidong of the Chinese Academy of Social Sciences, told Xinhua in an interview.     Qingming is always a day of bitter memories for residents of Nanjing, the provincial capital of Jiangsu. The Memorial Hall of the Nanjing Massacre received numerous domestic visitors -- and many from Japan.     "We, from the aggressor side of the war, want to show regret to the victims on this special day," said one of the Japanese visitors.     In December 1937, invading Japanese troops slaughtered 300,000 Chinese soldiers and civilians in the city, which was then the national capital. Many of the bodies were never properly interred, and many of the Chinese visiting the memorial on Friday have no graves to visit.     Fuzhou, the capital of Fujian Province in east China, unveiled a monument ln honor of the thousands of firefighters died on duty since 1949. It is the first such monument in the country.

BEIJING, April 6 (Xinhua) -- Chinese Premier Wen Jiabao said during a spring planting inspection in the northern Hebei Province on Saturday and Sunday that the Chinese people were fully capable of feeding themselves.     Wen said the country's self-reliance in feeding its 1.3 billion people with its own grain production was a great contribution to the world.     "China has abundant grain reserves standing at 150 million to 200 million tonnes," said Wen. The government had already taken a series of measures to support farm and rural sectors.     The central government vowed this year to spend 562.5 billion yuan (80.1 billion U.S. dollars) to support farms and the rural sector, 130.7 billion yuan more than last year.     The State Council, or Cabinet, decided last month to spend another 25.25 billion yuan in addition to this year's rural budget, mainly to subsidize farmers' purchase of seed, diesel, fertilizers and other production materials. --Chinese Premier Wen Jiabao (front R) chats with a villager during his work trip in Shilipu Village, Shahe City, north China's Hebei Province, April 5, 2008.(    Wen told farmers in Renxian County, Hebei, "The government will not change its position in supporting farmers, and it will give more and better preferential policies to farmers.     "China's grain output grew four consecutive years to reach 500 billion kilograms in 2007, and we are confident the country can maintain a stable supply this year if there are no future severe natural disasters."Chinese Premier Wen Jiabao (C) visits the house of a villager during his work trip in Tianzhai Village, Yongnian County, north China's Hebei Province, April 6, 2008.

BEIJING, Sept.1 (Xinhua) -- China's securities watchdog on Monday required fund companies to make their information release more transparent and rolled out a draft regulation on brokers, its latest moves to boost the healthy development of the country's stock market.     The information of stock-oriented funds, such as their periodic results, would be regularly publicized on the website of the China Securities Regulatory Commission, according to a standard format in the eXtensible Business Reporting Language (XBRL), starting from Jan. 1 next year, the CSRC said in a statement on Monday night.     "The move was to further improve the quality of information release by fund companies," said the CSRC.     The new rule was expected to help third-party agencies to appraise and supervise the management of fund companies. Previously it was difficult for a third party to collect and analyze the first-hand information of funds, which was not available to all.     Meanwhile, the CSRC said a new regulation on securities brokers would prohibit them from surpassing their authority by manipulating customers' accounts or providing investment counseling.     The dealers would also be forbidden to "offer or spread false, misleading information", or "tempt customers to make unnecessary deals," said the CSRC. Nor could they make agreements on sharing investment proceeds with customers, or promise gains or compensation for losses.     "It was aimed at protecting the legal interests of fund investors and ward off risks caused by ill regulation of securities dealers," said the CSRC in a separate statement.     The watchdog's actions were part of China's recent efforts to straighten out the stock market order and lay a sound foundation for a long-term development.     The CSRC announced earlier this month it would raise the refinancing threshold for listed companies, saying the dividend they pay to shareholders in the recent three years should be no less than 30 percent of its distributed profits, compared with the previous set line of 20 percent.     Refinancing plans of listed companies had led to share price declines and complaints in China as liquidity concerns loomed over the stock market. Investors also blamed their losses on insider trading and opacity of fund companies.     Last week, a draft amendment to the Criminal Law was submitted to China's top legislature, stating that employees of financial institutes will face criminal prosecution for insider trading. Currently there were no relevant provisions in the Criminal Law.     China's benchmark Shanghai Composite Index has shed more than 60 percent from its peak in mid October last year.     In the first half, 364 funds in the country incurred a record loss of 1.08 trillion yuan (about 154 billion U.S. dollars), more than 90 percent coming from stock-oriented or hybrid funds, according to statistics from the TX Investment Consulting Co..

BEIJING, May 25 (Xinhua) -- All the barrier lakes (or quake lakes) formed after the massive May 12 earthquake in southwest China's Sichuan Province are "under control" but the situation is still grim, said Vice Minister of Water Resources E Jingping on Sunday.    Heavy rains forecast for the area over the next three days are a major threat, as the additional water build-up in the lakes could cause the landslide barriers that formed them to burst, flooding nearby areas, E told a news conference. Liu Ning, chief engineer of China's Water Resources Ministry, briefs the media on the emergency control of the Tangjiashan imprisoned lake in Beichuan County, southwest China's Sichuan Province, after a news conference in Beijing, capital of China, May 25, 2008.The 8.0-magnitude earthquake, aftershocks and landslides created 35 such lakes, with 34 in Sichuan, posing a new danger to more than 700,000 of the people who survived the deadly quake, thevice minister said.     E admitted that these lakes posed a challenge for the government's efforts to prevent secondary disasters in the quake regions.     The biggest concern is the Tangjiashan lake, the largest of the34 quake lakes in Sichuan, whose water level rose by nearly 2 meters Saturday to 723 meters, only 29 meters below the lowest part of the barrier.     About 1,600 armed police officers and People's Liberation Army soldiers were hiking on Sunday toward the Tangjiashan lake, hoping to blast away its landslide barrier before it bursts and causes a flood.     Earlier attempts to send military helicopters on the same mission were hampered by adverse weather and low visibility at the lake.     The ministry has drawn up evacuation plans for communities downstream of the 19 quake lakes at high risk of bursting, E said. He did not provide an estimate of the people who might have to move.     The massive earthquake also left 69 reservoirs in danger of collapse in Sichuan. Another 310 reservoirs were in "highly dangerous" situations and more than 1,400 posed a moderate risk, according to E.     Steps have been taken to tackle the problem, E said, such as completely draining the 69 collapse-prone reservoirs, lowering water levels at 826 others and putting all the damaged reservoirs under 24-hour observation.     The ministry wants to fix the reservoirs in the "highly dangerous" and more risky categories before July, when the rainy season is expected to start in the quake regions, he said.     Priority has been given to the Zipingpu dam, which is only 17 kilometers from the quake epicenter of Wenchuan County and would threaten 11 million lives on the downstream Chengdu Plain if it collapsed, E said. However, he said, the dam was structurally stable and safe despite some minor damage.     Meanwhile, 803 hydropower stations were damaged in the quake nationwide, including 481 in Sichuan.

BEIJING, Sept. 13 (Xinhua) -- China's State Council, the Cabinet, has started the first-class national food safety emergency response to deal with the tainted Sanlu milk powder incident that has caused kidney stones in at least 432 babies.     The State Council has set up a national leading group comprising officials from the Health Ministry, the quality watchdog and local governments for the incident.     A preliminary investigation has confirmed the Sanlu baby milk powder contaminated by melamine was the cause of kidney stones in infants, said an official statement released here Saturday evening.     The melamine substance found in some of the Sanlu products was deliberately added to increase the protein percentage in raw milk or milk powder, it said.     The statement said the Central Committee of the Communist Party of China and the State Council attached high importance to the issue, urging all-out efforts in treating the affected babies. The patients will be given free medical treatment and the cost will be shouldered by the government.     Meanwhile, the State Council urged a thorough overhaul of the milk powder market, directing the Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) to join other departments to check all the brands of baby formulas circulating in the market, and immediately pull those disqualified products off shelves.     The reason why the Sanlu baby formula was contaminated must be found out as soon as possible, the State Council said, directing the local government and relevant departments to overhaul all the links including the milk powder production, cow raising, raw milk collection and dairy processing.     Based on the findings, the criminals and all those responsible would be severely punished, it said.     Relevant local government and departments should draw lessons from the incident and improve the food safety and quality supervision mechanism to ensure the food safety of the public, it added.     The State Council has directed the provincial government of Hebei, where the Sanlu group is based, to halt production of the group.
