BEIJING, Jan. 21 (Xinhua) -- Beijing's per capita gross domestic product exceeded 10,000 U.S. dollars for the first time last year after a strong economic recovery, a local statistics official said Thursday.The GDP in the Chinese capital grew 10.1 percent to 1.187 trillion yuan (137.8 billion U.S. dollars) in 2009, according to the Beijing Bureau of Statistics.The per capita GDP was 68,788 yuan (10,070 U.S. dollars) as the city had 17.55 million permanent residents at the end of 2009."The breakthrough is a milestone for Beijing," said Yu Xiuqin, the bureau's deputy director. "According to the standards of the World Bank, Beijing has become a moderately well-off city."According to the World Bank, a country or region should be recognized as moderately well-off when its per capita GDP exceeds 10,000 U.S. dollars, the official explained.The service industry contributed to 75 percent of Beijing's GDP and its urbanization rate had reached 85 percent, she said."The Beijing government will take further measures to boost the living standards and social welfare of the rural population to bridge the gap between urban and rural areas," Yu said.

BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The drought in Donglan County, one of the drought-stricken areas in Guangxi, had affected 82,300 Mu (5486 hectares) of farmland by March 17 and 81,600 people were denied easy access to drinking water. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said.The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. And this is also UNEP's mission to work with China in bringing the latest science and knowledge that have been developed across the world on green economy opportunities into the debate and discussions in China," he said.Referring to the upcoming Shanghai EXPO, Steiner said such big events can be not only a showcase for the country, but can also act as an experiment with policies, with new technologies and with new ways of management."The Shanghai EXPO, with the theme of 'Better City, Better Life, ' has put the quality of life, which is so closely related with environment management, at the heart of this international event," he said.Steiner compared the EXPO to the Beijing Olympics, saying that the 2008 Olympic Games in Beijing provided many examples of innovation technology as well as environmental management initiatives. BEIJING, Feb. 1 (Xinhua) -- China will put more investment, subsidies, fiscal and policy supports into rural areas this year so as to better coordinate urban and rural development, the central government said Sunday in its first policy document of the year."Working for coordinated development between urban and rural areas is the fundamental requirement of building a moderately prosperous society in an all-round way," said the document.The document, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council, or the Cabinet, promised to improve the livelihood of rural residents, which it said is one of the main tasks in China's efforts to adjust resident income distribution system.Expanding rural demand should be the key measure in boosting domestic demand, it said, while developing modern agriculture should be considered as a major task in transforming China's economic growth pattern.It called for more efforts to maintain grain production, increase of farmers' income and good development momentum in rural areas.IMPROVING POLICY, STRENGTHENING FINANCIAL SUPPORT TO RURAL AREASThe document said that the central government would continue to improve the policy system to empower and benefit farmers. The government would also continue boosting financial input into agriculture and rural areas.The document stressed that budget expenditure should first support development of agriculture and rural areas, and fixed-asset investment first be channeled into agricultural-related infrastructure and projects in relation to rural livelihood.The Agricultural Development Bank is required to offer mid- and long-term policy-based loan services to rural infrastructure and projects related to agricultural development, which Chen Xiwen, director of the Office of the Central Rural Work Leading Group, believed as a breakthrough in China's rural financial service."It means a great amount of fund will be channeled into agricultural development, which could fill the long-time policy gaps concerning mid- and long-term policy-based loans", Chen told Xinhua in an exclusive interview Sunday.More subsidies should be channeled to increase the output of grain, potato, highland barley and peanut, as well as the purchase of agricultural machinery, the document said.The government would implement more policies for purchasing and stockpiling major agricultural products, including corn, soybean and oilseeds, to stabilize prices of major farm produce.More efforts will be made to strengthen financial services including micro-credit loans and insurance service in rural areas, according to the document.It promised that basic banking services would be available in all villages and towns in the next three years.It called for more efforts to develop township banks, loan-lending companies, and mutual funds in a bid to guide more capital flowing into the rural financial market.The central government also demanded further expansion of rural consumption market as part of the country's accelerating measures to boost consumption.MORE RESOURCES TO RURAL AREASIn a bid to narrow the development gap between the urban and rural areas, the document said the central government would roll out more favorable policies to encourage inputs from various social forces to rural areas.Enterprises which establish rural welfare foundations would enjoy tax breaks, with no more than 12 percent of their annual profits being deducted before calculation of enterprise income tax.Large and medium-sized cities, and various sectors should give an impetus to rural areas' development, providing one-to-one support and participating in industrial development and infrastructure construction in rural areas, according to the document.It also urged related departments to study favorable policies to guide more educational resources and scientific research institutions to tap into the country's vast rural regions.To ease the chronic financing shortage in the rural areas, the government required financial institutions, including the Agricultural Bank of China, Rural Credit Cooperative, and Postal Savings Bank of China, to further increase agriculture-related credit loans. The Agricultural Development Bank of China was ordered to expand the supporting fields in agriculture, and give more long-term credit support to the infrastructure construction in rural areas.URBANIZATIONMigrant workers can so far neither settle down in cities nor want to go back to the countryside, said Chen.According to Chen, 60 percent of the 150 million migrant workers were born in the 80s or 90s of last century who are referred as the "new generation of migrant workers" by the document and are not familiar with farming but dying to be part of the city life.The document listed new measures to integrate more farmers into urban life."Small and medium-sized cities and townships will be the focus of the country's urbanization plan," the document said.The country will ease the restrictions over permanent residence permits in county seats and townships so that more rural residents can move in and enjoy the same rights and public service as original urban residents, the document said.To attract more rural labors, the country will put more resources in economic growth at the county level, including preferential policies in land use, reform of government investment and taxation.The country will encourage city governments to allow migrant workers, who have stable jobs and live in the cities for a certain period of time, to join in urban housing programs.Migrant workers will also be included in the basic medical insurance and pension program in cities, the document said.RIGHTSThe government will work hard to solve the problems that harm farmers' interests, such as in land expropriation, pollution and management of village assets, the document said.An unblocked channel should be built to enable rural residents to express their requests and safeguard their rights and interests in a rational and legal way, it said.In addition, the document also pledged to promote village democracy. Efforts should be made to regulate the election procedure of village committees and heads, introduce democratic decision-making, and promote transparency in village asset management.
