BRUSSELS, Oct. 8 (Xinhua) -- Chinese Vice President Xi Jinping met Thursday with European Commission President Jose Manuel Barroso on bilateral ties, vowing to enhance cooperation between the two sides.     Xi, who congratulated Barroso for his reelection, said China appreciated his efforts in the past five years on boosting development of the comprehensive and strategic partnership between China and the European Union. China believes, too, that the bilateral ties would advance further in a healthy and stable way within the new term of Barroso, Xi said.     Xi said China and the EU, who have formed a pattern of comprehensive, wide-range and multilevel cooperation, have become two important forces to help shape the future international structure into a multipolar world.     Xi put forward a three-point proposal to further strengthen bilateral relations between China and the EU. The Sino-EU relations will remove various obstacles and make progress as long as both sides stick to the principle of "mutual respect and mutual trust, consultation on an equal footing, and seeking common ground while shelving differences," Xi said. It will also be important to bear in mind the overall interests of bilateral relations and respect each other's major concerns, Xi said.     China is ready to work with the EU to build Sino-EU relations into a model of peaceful coexistence and friendly exchanges between countries that transcend civilizations, social systems and development models, Xi said.     Barroso offered congratulations on the success of China's impressive National Day celebrations on October 1, speaking highly of the great achievements of China in the last 60 years.     Sino-EU relations have seen remarkable achievements, he said, adding that the past five years have witnessed frequent top-level exchanges, fruitful personnel and cultural exchanges, and rapid development of economic and trade cooperation.     China and the EU have seen increasing common ground on global issues, including the international financial crisis and climate change, and both sides oppose protectionism and champion a just international order, Barroso said.     In the next five years, the EU will continue developing and promoting the EU and China's comprehensive and strategic partnership and strive to handle disagreements in a mature and responsible spirit so as to further develop bilateral ties, he said.     Barroso also wished the forthcoming Europalia Chinese Art Festival a great success.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. He will also visit Germany, Bulgaria, Hungary and Romania.  

URUMQI, Aug. 13 (Xinhua) -- A delegation of foreign diplomats in China on Thursday visited Shihezi city in northwest China' s Xinjiang Uygur Autonomous Region, voicing their appreciation to the development model of the city.     Shihezi city, some 150 km northwest of Urumqi, is a young city which was established in the 1950s in the gobi of Xinjiang. With the development of some 60 years, the city has become one of the most developed cities in the autonomous region.     In the early phase of the city' s development, Shihezi focused on reclaiming land in the desert for agriculture. Meanwhile, the city began to establish its industry system and high-tech in recent years in order to reach a comprehensive development. BEIJING, Aug. 6 (Xinhua) -- As typhoon Morakot gains momentum and churns toward China's mainland, provinces in coastal regions are busy bracing for its impact.     By 5 p.m. Thursday, the typhoon was located at 23.3 degrees north and 126.7 degrees east, about 780 kilometers away from Wenzhou, a major city in Zhejiang Province, meteorological authorities said. It was expected to land in the eastern Zhejiang or Fujian provinces between Saturday noon and Sunday morning. "As a result, the route of Morakot is not fully predictable."     He warned Morakot was likely to continue growing in strength and become a super typhoon.     China is frequently affected by tropical storms in summer. The most destructive one recently occurred in 2006, when super typhoon Saomai claimed more than 400 lives.

BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".

BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. He also pointed out the challenges ahead for China in its modernization drive.     Chen Ping, a professor from China's Fudan University, noted that orthodox economic architectures failed to explain the success and experience of China.     China's burgeoning growth and unprecedented development model had contributed to the human history at large, he added.

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. The exhibition will run until April 30 in 2010.

BEIJING, July 20 (Xinhua) -- Chinese President Hu Jintao called on diplomats to play a bigger role in serving the country's reform and national interests as China is seeking a stable and rapid development amid global economic downturn.     "China is at a crucial moment in dealing with the financial crisis and maintaining rapid economic development ... diplomacy must better serve the overall situation of reform, development and stability," said Hu while addressing a national meeting attended by diplomatic envoys, which ended Monday in Beijing.
