BEIJING, May 11 (Xinhua) -- China's State Council Monday published a guideline to maintain current agricultural development and promote income for farmers.     The guideline was issued on the Chinese central government's official Web portal www.gov.cn.     It consists of 22 items in eight parts, calling for more efforts to expand domestic demand, promote exports and stabilize grains' prices.     The guideline calls for more support for spring sowing, including pest control, guarding against natural disasters and science and technology services.     It also stresses the importance of granting subsidies to farmers and setting grain prices.

TAIPEI, May 5 (Xinhua) -- Former Taiwan leader Chen Shui-bian has been indicted on new corruption charges, prosecutors said here Tuesday.     While in office, Chen and his wife Wu Shu-chen took 10 million New Taiwan dollars (302,000 U.S. dollars) in bribes from a local businesswoman, and demanded bribes and donations totaling 300 million New Taiwan dollars from a former banker, prosecutors said at a press conference.     Chen was first indicted on Dec. 12 for money laundering and bribery. He and his wife were charged with embezzling 104 million New Taiwan dollars (3.15 million U.S. dollars) in public funds and accepting bribes of at least 9 million U.S. dollars in a land purchase deal. Chen and his collaborators are also accused of laundering the illegal income.     Chen has been in detention since last December and faces life in prison if convicted.     He was elected to the post of Taiwan leader eight years ago but was ousted in an election in May last year.

BEIJING, July 13 (Xinhua) -- Chinese Vice President Xi Jinping on Monday urged Communist Party members and government officials to put more efforts in finding and correcting problems that may hinder scientific development and taint the image of the Party.     Xi, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on the implementation of the Scientific Outlook on Development.     In September 2008, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, a doctrine adopted by the Party at the 17th CPC National Congress in October 2007.     A total of 11 inspection teams were organized recently to check the results of the campaign in 16 provinces and autonomous regions as well as six central government departments including the Ministry of Environmental Protection, Ministry of Culture and Ministry of Agriculture.     Xi said the campaign had achieved obvious effects as many Party members had deeper understanding of the Scientific Outlook on Development.     However, Xi stressed Party members and officials still needed to do much more work to fully realize the problems in their work and learn to solve them.     "Coping with the financial crisis, ensuring steady and rapid economic development and the stability of society should be an important part of the campaign," he said.

URUMQI, July 8 (Xinhua) -- More than 100 overseas media organizations came to Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, to report Sunday's riot, a press official said Wednesday.     "All media organizations are welcome to report the riot," said Hou Hanmin, spokeswoman for the Xinjiang regional government and in charge of the press center in Haide Hotel in downtown Urumqi.     "We will do our best to provide convenience for reporters while ensuring their safety," said Hou.     "We hope every media reports the incident objectively through close observation of the truth," she said.     The riot, which occurred Sunday evening in Urumqi, has left 156dead and more than 1,000 others injured.     Wu Nong, a press center worker, said the center had technicians to deal with communication problems for journalists. QINGDAO, April 22 (Xinhua) -- China invited senior naval officers from 29 countries Wednesday to three People's Liberation Army (PLA) Navy vessels on the sidelines of a celebration to mark the 60th anniversary of the founding of the PLA Navy.     The vessels were the Great Wall 218 conventional-powered submarine, Type 054 frigate FFG-526 Wenzhou and the Peace Ark hospital ship.     The ships, all independently designed and made by China, represented the latest stage of PLA Navy equipment, Gu Wengen, deputy commander of the force, told Xinhua Wednesday.     According to Gu, the invitation to the foreign delegates was intended as the latest move by the PLA to demonstrate its military transparency.     Commissioned in September 2005, the Wenzhou is one of the most modern frigates in the service of the PLA. At 4,000 tonnes, the frigate is even larger than many of the PLA's destroyers, according to Gu.     The Great Wall 218 conventional-powered submarine is also one of China's new-generation submarines equipped with world-class sonar and weapon systems, he said.     The Peace Ark hospital ship can provide seagoing medical services equal to those of a top hospital in Beijing.     All three vessels were commissioned in just the past few years, said Gu, adding that the Peace Ark only went into service in December.     "Foreign naval officers can not only learn about the modernization of China's navy by visiting the three vessels but can also feel our sincerity to expand cooperation and exchange with our foreign counterparts," Gu said.     After a quick tour of the Peace Ark, Capt. James Fanell with the U.S. Seventh Fleet, who came from the naval base in Yokosuka, Japan, said that he was glad to see the increasing openness of the Chinese navy.     "I was here five years ago on the USS Cushing. The openness shown by the international fleet review is much greater than that of five years ago," Fanell said.     "It is very encouraging and appreciated to be able to walk aboard the ship and see ships of the Chinese fleet as well as other ships of the international community," he said.     For Adm. Moura Neto of the Brazilian Navy, the Chinese navy's transparency was as surprising as its modernization.     "I saw the real China and the real PLA navy," he said.     China launched a grand maritime ceremony Monday to mark the 60th anniversary of the founding of its navy off the coast of the eastern city of Qingdao.     The four-day celebration includes seminars, a sampan race and a fleet review scheduled for Thursday that will feature the debut of the country's nuclear submarines.     A total of 21 foreign naval vessels from 14 countries, including the United States and Russia, and delegations from 29 countries will take part.     According to Ding Yiping, deputy commander of the PLA Navy, the celebration was the first large multi-lateral military exchange of its kind in the history of the People's Republic of China.     Naval forces from different countries had voiced support for China's call to seek mutual trust and benefits, and resolve disputes on the basis of equal consultations and negotiations, he said.     Their support would help build harmony on the seas, the theme of this year's celebration, he said.     Adm. WASHINGTON, April 27 (Xinhua) -- Chinese Commerce Minister Chen Deming has called for stronger economic ties between China and the United States.     "Economic links have always been an important basis for the China-U.S. relationship, and the growth in trade between the two countries has been robust since the establishment of normal diplomatic relations," Chen wrote in an article published in The Wall Street Journal on Monday.     Currently, China and the U.S. are each other's second-largest trading partner with the volume of the two-way trade in goods exceeding 300 billion U.S. dollars.     But the commercial ties between the two nations have been affected by the global financial crisis.     Chinese statistics show bilateral trade dropped 6.8 percent, and U.S. investment in China slumped 19.4 percent, on a year-on-year basis in the fourth quarter of last year and the first quarter of this year, Chen wrote.     He was scheduled to meet with his U.S. counterpart on Monday to discuss bilateral trade and investment measures.     "History tells us that the more serious a crisis becomes, the more committed we must be to openness and cooperation," Chen wrote. "Regrettably, however, trade measures by the U.S. against China are on the rise."     Recently, American industries have petitioned the U.S. government for antidumping investigations, and for investigations under the World Trade Organization's "special safeguard provision," which could restrict imports of Chinese products, he said.     "This will seriously test China-U.S. economic and trade relations," he added.     The Chinese commerce minister noted that the need to foster positive Sino-U.S. ties has never been greater.     He also called on both sides to step up cooperation in trade and investment issues, and explore and establish new possibilities for cooperation in such areas as agriculture, new and high technology, finance, energy and the environment.     "Dialogue and communication also need to be intensified concerning multilateral and regional trade and economic affairs," he said.     To that end, Chen put forth four proposals:     -- To seize the opportunity for cooperation, and work together to tackle the crisis;     -- To mutually open markets to expand trade and investment;     -- To strengthen bilateral dialogue and resolve differences properly;     -- To safeguard the environment for trade and advance the Doha Round.     Chen also said now it's no time for protectionism.     The U.S. and China, as the largest and the third-largest trading countries in the world respectively, should take the lead in following up the consensus reached at the G20 Summit in London and refrain from formulating any new trade protection policies before the end of 2010, he wrote.     "A positive, cooperative and comprehensive Sino-American relationship will surely bring new prosperity and development to both economies," he added.     In his article, he also expressed hope and confidence that bilateral trade would rise to a new high and exceed 500 billion U.S. dollars in the next five years, growing in a more balanced way.

HONG KONG, June 30 (Xinhua) -- The renminbi deposits with authorized institutions in Hong Kong rose 0.8 percent in May to 53. 4 billion yuan (7.8 billion U.S. dollars), representing about 2 percent of the foreign currency deposits, the Hong Kong Monetary Authority said Tuesday.     The total deposits rose 2 percent in the same month, with the HK dollar deposits rising 2.7 percent as the expansion in demand and savings deposits exceeded the contraction in time deposits.     Foreign currency deposits climbed 1.4 percent.     Seasonally-adjusted HK dollar M1, the narrowest measure of money supply in an economy, rose 9.6 percent in May and 26.8 percent from a year earlier.
