ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

"Although no clear signs of world economic recovery have emerged and the long-term impact of the international financial crisis cannot be overlooked, we can be confident about a bright future of China-U.S. economic cooperation and trade," said Wu, Chairman of the Standing Committee of China's National People's Congress. Attending the forum were more than 200 government officials and business representatives from both countries.     Wu said such confidence can be based on the following three reasons:     First, the general trend of China-U.S. economic cooperation and trade will not change. This can be highlighted by two points.     The first point is: the fact that the Chinese and American economies are mutually complementary has not changed.     For China the largest developing country in the world, the top priority is development. Over the past three decades of reform and the opening-up, China's economy has maintained an average annual growth rate of 9.8 percent. It was able to grow by 7.1 percent even in the first half of this year, and is expected to reach the target of around 8 percent growth for the whole year. The accelerated pace of industrialization and urbanization has generated great investment demand in China, which is at the same time a market of 1.3 billion consumers. China's development and huge market provide an inexhaustible source of business opportunities and impetus for the economic recovery and development of all countries, including the United States.     The United States is the largest developed country and accounts for 18.3 percent of the world's total GDP and 43 percent of the world's consumer market. It has a trade volume unmatched in the world and is an obvious leader in science and technology, human resources, managerial expertise and marketing.     "The complementary nature of our two economies has not been changed by the international financial crisis," Wu stated.     The second point is that the foundation of China-U.S. economic cooperation and trade remains strong.     In 2008, bilateral trade amounted to 333.74 billion U.S. dollars, making China and the U.S. each other's second largest trading partners. In the past five years, American exports to China grew by 20 percent annually. Last year, China accounted for 49 percent and 34 percent of American soybean and cotton exports respectively. In cumulative terms, the United States has invested over 61 billion U.S. dollars in 57,000 projects in China. In the first seven months of this year, China and the United States signed 888 technology contracts worth 3.26 billion U.S. dollars, up 41.3 percent year on year. They represents 25.3 percent of the total value of technology introduction contracts signed by China and makes America the largest source of technology for China. Although China-U.S. trade experienced a year-on-year drop in the first half of 2009, the decline is nearly 7 percentage points smaller than that of China's foreign trade as a whole.     "These figures provide sufficient evidence that the China-U.S. economic and trade relationship is one of cooperation and win-win progress, and such a basic pattern has not been changed by the international financial crisis," Wu said.     Second, the economic stimulus plans implemented by China and the United States have created new business opportunities.     To counter the impact of the international financial crisis and maintain steady and relatively fast economic development, the Chinese Government has introduced a proactive fiscal policy and a moderately easy monetary policy and adopted a package plan to further stimulate domestic demand and generate economic growth.     To get out the economic crisis, the U.S. Government has also introduced the biggest economic stimulus package since the 1930s, covering finance, real estate, taxation, infrastructure, the auto industry, environmental protection, energy, science and technology and health care reform, among others.     "The implementation of our respective stimulus plans has offered new business opportunities for economic cooperation and trade between our two countries," Wu said.     Just before the opening of Tuesday's Forum, the two sides signed 41 agreements and contracts on investment and economic and technological cooperation worth a total of 12.38 billion U.S. dollars, involving such areas as new energy and materials, communications, electronics, machinery and tourism, Wu said in his speech.     "This is further evidence of the abundant cooperation opportunities between China and the United States. As long as we work to seek opportunities in this time of crisis, there is a lot we can achieve together," he said.     Third, the economic restructuring strategies of China and the United States will open up new areas of cooperation.     China and the United States are at different stages of economic development, but both face the arduous task of readjustment and are under pressure to adjust their respective economic development models even without an international financial crisis, Wu said.     "The financial crisis, if anything, has only made this task more urgent, " he said.     The U.S. Government wants to adjust the development model while tackling the financial crisis and considers green technologies essential to its efforts to revitalize economic growth, enhance international competitiveness and create jobs. Likewise, China, in its effort to maintain steady and relatively fast economic development, aims to achieve sustainable development while resolving the current difficulties, Wu said.     "We are making great effort to adjust economic structure, upgrade industries and expand domestic demand, especially consumer demand, and transform the economic development model," Wu said.     "As China and the United States restructure our respective economies, we can foster new areas of economic and trade cooperation, especially in the economic and technological fields and between businesses. They may range from low carbon economy, renewable energy, clean energy, clean coal, carbon capture and storage to smart grid, efficient buildings and new energy vehicles," Wu said.     Wu arrived in Arizona on Sunday on the final leg of a three-nation North American tour. He has left Arizona for Washington for a visit in which he is expected to meet with President Barack Obama, Vice President Joe Biden, Secretary of State Hillary Clinton and House Speaker Nancy Pelosi.

BEIJING, July 23 (Xinhua) -- The Chinese government has made clear Thursday that it will continue its proactive fiscal policy in the second half of this year to maintain its economic growth as government leaders reiterated the stance, for there are still uncertainties ahead.     Finance Minister Xie Xuren told local financial bureaus at a conference in Beijing on Thursday that the proactive policies, which included increased investment from the government, tax cuts and subsidies to low- income families, had taken effect in stimulating the recovery of the national economy.     The Chinese economy expanded 7.9 percent from a year ago in the second quarter of this year, driven by a surge of fixed-asset investment backed by government fiscal policies. The central government promised a 1.18trillion yuan investment.     By the end of June, 591.5 billion yuan (86.6 billion U.S. dollars) out of the total investment from the central government had been allocated, which boosted a 33.5 percent jump of fixed-asset investment in the first half of this year. It was the highest level in the last five years.     The ministry's decision came as Chinese leaders vowed to continue the current policies.     Chinese President Hu Jintao said Thursday that China should adhere to its proactive fiscal policy and moderately easy monetary policy to ensure a stable economic growth as the recovery is not yet solid.     Premier Wen Jiabao has reiterated that the economy is in a crucial phase and rebounding. He pledged to maintain the current macroeconomic policies and fully implement its four-trillion yuan stimulus package.     Xie said the government will implement the fiscal policy "at full swing" in the second half of this year and speed up allocation of investment from government, which, Xie hoped, would stimulate private investment.     Yang Zhiyong, researcher of the Institute of Finance and Trade Economics at the Chinese Academy of Social Sciences, a government think tank, said that currently the proactive fiscal policy had a limited impact on pushing up private investment. It is hard for private investment to enter monopolistic sectors, he added.     Li Yining, an economist from the Peking University, said consumption should be spurred to fuel the growth momentum in the future as the current economic recovery was advanced mainly by investment. He suggested the proactive policy be further carried out to stimulate consumption and private investment in the following period.     Xie said in the second half the ministry will continue its policy of tax cuts to increase investment from enterprises and consumption.     The ministry also pledged to increase spending on people's livelihood. Investment in agriculture, social security, medical care, education, science and environmental protection climbed 33.9percent from a year earlier to 1.48 trillion yuan, according the ministry.     Analysts said the macroeconomic polices should also aim to adjust economic structure for the long term and to create new growth points.     Jia Kang, president of the Institute of Fiscal Science, Ministry of Finance, said the government resolves to step up adjustment of economic structure as the economy is back on track for recovery.     Xie said the fiscal policy in the second will support innovation and energy conservation and emission reduction to sustain the economic growth.     On July 21, the ministry started a pilot program to subsidize 50 percent of investment for solar power projects, a move to boost the solar industry as a new growth point for the country's economy.     Xie also urged to strengthen supervision over fiscal management and improve information transparency in the second half as fiscal expenditure in the second half faced great pressure. Wen Jiabao also described the country's fiscal situation as "severe."     The ministry said the country's fiscal revenue in the first six months fell 2.4 percent from a year ago to about 3.4 trillion yuan, while its fiscal expenditure rose 26.3 percent to 2.89 trillion yuan.

UNITED NATIONS, Sept. 22 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday the international community should tackle global climate change through common development, calling for international joint work and pledging China's continued efforts on this issue.     "Global climate change has a profound impact on the existence and development of mankind and is a major challenge facing all countries," the president said when addressing the UN climate change summit.     "Climate change is an environment issue, but also, and more importantly, a development issue," Hu said.     "We should and can only advance efforts to address climate change in the course of development and meet the challenge through common development," he said.   FOUR PRINCIPLES     The Chinese president outlined four principles needed for a successful concerted effort to deal with climate change worldwide.     Hu said that fulfilling respective responsibilities, achieving mutual benefit and a win-win outcome, promoting common development and ensuring financing and technology were of utmost importance in making these efforts work. CHINA'S MEASURES     Meanwhile, Hu also announced four measures that China will adopt to further integrate actions on climate change into its economic and social development plan.     First, China will intensify efforts to conserve energy and improve energy efficiency, and endeavor to cut carbon dioxide emissions per unit of gross domestic product (GDP) by a notable margin by 2020 from the 2005 level, Hu said.     "Second, we will vigorously develop renewable energy and nuclear energy. We will endeavor to increase the share of non-fossil fuels in primary energy consumption to around 15 percent by 2020," he added.     Third, China will energetically increase forest carbon sink and endeavor to increase forest coverage by 40 million hectares and forest stock volume by 1.3 billion cubic meters by 2020 from the 2005 levels, Hu said.     "Fourth, we will step up effort to develop green economy, low-carbon economy and circular economy, and enhance research, development and dissemination of climate-friendly technologies," he added.     "Out of a sense of responsibility to the world ... China has taken and will continue to take determined and practical steps to tackle this challenge," said the president.     The Chinese president arrived here Monday for the UN climate change summit and other UN meetings. He will also travel to Pittsburgh for the G20 summit scheduled for Thursday and Friday.
