Many countries have offered help including making donations and sending rescue teams.     QUAKE RELIEF ATOP GOVERNMENT WORK AGENDA     In the meeting, Hu urged local governments at all levels and relevant central government departments to take quake relief as the most important and pressing issue in their work.     He called for unremitting efforts to search for and rescue the trapped people though more than five days had passed after the disaster.     "We should put people first and saving people's lives is still the top priority of the relief work," he said.     Troops, armed police, and public security personnel should reach villages and search every collapsed buildings to save the people, he said.     Hu also called for all-out efforts to save and cure injured survivors, urging to transfer them to hospitals with better conditions.     Hygiene measures in the quake-hit areas should be beefed up to prevent the spread of diseases, and more medical experts should be sent to these areas to help prevent and control possible epidemics, Hu said.     During the meeting, Hu expressed his concern for the people in the quake-devastated areas, calling for arrangements of supplies of daily necessities to meet people's demands.     Food, clothes, drinking water and temporary shelters must be ensured, he emphasized.     Hu also underscored social stability in quake hit areas, ordering officials to give considerate comfort and condolence to people to ensure a peaceful social environment.     "We must keep highly alert" against aftershocks and avoid further losses, he warned.     Hu also called for tightened monitoring and prevention measures on geological disasters such as landslides and mud-rock flows.     He said early planning is important for reconstruction as the country now faces a challenging task in this regard.     He also ordered early preparations and arrangements to deal with the issues of orphans, seniors and disabled.     The meeting was presided over by Vice Premier Hui Liangyu, who urged implementation of the overall quake-relief strategies of the central government.

SHANGHAI, April 16 (Xinhua) -- A press release from the Chinese Foreign Ministry said here Wednesday that the six-nation talks on Iran's nuclear issue had reached an "important consensus" to formulate a plan to restart negotiations on Iran's nuclear issue.     The press release said that the attendant parties had profound and constructive discussions on the next steps, however, it did not offer any further information about what the consensus was. "We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."

BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books. BEIJING, Oct. 4 (Xinhua) -- The ongoing global financial turbulence will have a limited impact on China's banks and financial system in the short run, according to officials and experts.     "We feel China's financial system and its banks are, to the chaos developed in the U.S. and other parts of the world, relatively shielded from those problems," said senior economist Louis Kuijs at the World Bank Beijing Office.     He told Xinhua one reason was that Chinese banks were less involved in the highly sophisticated financial transactions and products.     "They were lucky not to be so-called developed, because this (financial crisis) is very much a developed market crisis." The ratio of provisions to possible losses had exceeded 110 percent at large, state owned listed lenders, 120 percent at joint stock commercial banks and 200 percent at foreign banks.     Kuijs noted most of the banks resided in China where capital control made it more difficult to move money in and out. Besides, the country's large foreign reserves prevented the financial system from a lack of liquidity, which was troubling the strained international markets.     "At times like this, one cannot rule out anything," he said. "But still we believe the economic development and economic fundamentals in China are such that it's not easy to foresee a significant direct impact on the financial system."     However, he expected an impact on China's banks coming via the country's real economy, as exports, investment and plans of companies would be affected by the troubled world economy and in turn increase pressure on bad loans.     Wang Xiaoguang, a Beijing-based macro-economist, said the growing risks on global markets would render a negative effect on China in the short term but provided an opportunity for the country to fuel its growth more on domestic demand than on external needs.     He urged while China, the world's fastest expanding economy, should be more cautious of fully opening up its capital account, the government should continue its market reforms on the domestic financial industry without being intimidated.     Chinese banks had strengthened the management of their investments in overseas liquid assets and taken a more prudent strategy in foreign currency-denominated investment products since the U.S.-born financial crisis broke out, CCTV reported.

The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.
