BEIJING, March 4 (Xinhua) -- Chinese leaders joined in panel discussions with the country's political advisors Wednesday, calling for concerted efforts to pull through the global financial crisis which is unfolding its impact on the country's economy. BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

BEIJING, April 5 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made a phone conversation with his U.S. counterpart Hillary Clinton on Sunday, expressing concerns over Chinese nationals killed and injured in Friday's Binghamton shooting rampage.     According to preliminary investigation results, four Chinese women were among the people killed in the shooting and another Chinese national was injured. Chinese are among the dead in Binghamton Shooting, Chinese consulate cities police sources"This was a very serious incident and the Chinese government is deeply concerned about it," Yang said.     "We grieve over the death of the Chinese nationals and other victims, and our condolences go to the injured people as well as the victims' families," he said.     China hopes the United States will properly handle the matters concerning the Chinese victims, offer immediate medical treatment to the injured Chinese, and provide the victims' families with timely and sufficient assistance as well as convenience to get visas to America, Yang said.     The Chinese Embassy and the Consulate-General in New York are both making urgent contacts with the U.S. side over the issue, he added.     Yang also urged the U.S. to take necessary measures to ensure the safety of the Chinese nationals and their properties in the United States.     Clinton, for her part, extended condolences to the Chinese victims and their families.     She said the shooting was a tragedy and investigations have been underway into the cause.     The United States will be serious with China's requests, she said, pledging all efforts to offer medical treatment to the injured Chinese and to provide the victims' families with timely and comprehensive assistance to get visas to her country.     Thirteen people were killed and four others wounded Friday in the shooting spree by a lone gunman at an immigrant services centre in downtown Binghamton, New York.     Binghamton Mayor Matthew Ryan described the shooting as "a tragedy that affects many different people from many different countries and their families and friends."     There have been inquires from nine different countries and two different consulates, Ryan told a press conference.

BEIJING, March 24 (Xinhua) -- China said it would raise benchmark retail prices of gasoline and diesel by 290 yuan (42.46 U.S. dollars) per tonne and 180 yuan per tonne, respectively, as of midnight Tuesday.     It is the second oil price adjustment this year. The National Development and Reform Commission (NDRC), China's top economic planner, cut benchmark pump prices of gasoline and diesel by 140 yuan and 160 yuan per tonne, or 2 percent and 3.2 percent, respectively, on Jan. 14.     Experts said more frequent price adjustments show China can respond more quickly to international oil price changes after a new pricing mechanism took effect Jan. 1, 2009. On the previous trading day, it settled at 53.80 U.S. dollars a barrel, the highest price since Dec. 1.     Under the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     "The 'indirect link' would be based upon average global crude prices, while taking into account domestic production costs, taxation, and 'appropriate profits' of oil producers," deputy director of the pricing department of the NDRC, Xu Kuning, said.     Government-set fuel prices were previously changed infrequently.     As a result, either Chinese drivers ended up paying more than those in other countries when crude prices dropped, or domestic refineries suffered huge losses when crude prices surged.     Last Dec. 18, when the international crude price dropped from a record 147 U.S. dollars a barrel to less than 40 U.S. dollars, the NDRC announced a move to cut pump prices by 900 yuan and 1,100 yuan per tonne for gasoline and diesel, respectively.     The new pricing mechanism was announced the following day and took effect at the beginning of this year.     In Tuesday's notice to raise pump prices, the NDRC urged the two state-owned oil producers, PetroChina and Sinopec, to increase oil production to meet demands.     It also urged local pricing regulators to strengthen supervision over oil prices and crack down on any price violations.     China's crude oil output reached 190 million tonnes in 2008, up2.3 percent year-on-year, the highest growth in three years, according to the China Petroleum and Chemical Association.     Imports of crude oil rose 9.6 percent year-on-year to 179 million tonnes last year, which accounted for 48 percent of total crude oil demand.

BEIJING, March 25 (Xinhua) -- China voiced its strong dissatisfaction Wednesday against a U.S. Congress resolution on the Taiwan Relations Act saying it is an interference in its internal affairs.     "China is strongly dissatisfied and has lodged a solemn representation over the resolution adopted to commemorate the 30th anniversary of the Taiwan Relations Act," Chinese Foreign Ministry Spokesman Qin Gang said in a statement.     The U.S. House of Representatives voted for the resolution Tuesday.     The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States to provide Taiwan with arms of a defensive character. China has never recognized the legitimacy of the act.     Qin said the Chinese government and people, from the very start, resolutely opposed the Act adopted by the United States unilaterally.     "We urge the United States to follow the basic norms guiding international relations and the three Sino-U.S. joint communiques, and stop the wrongful act of using the Taiwan issue to interfere in China's internal affairs," Qin said.

BEIJING, Feb. 19 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for innovation and more breakthroughs in key technologies in the country's machinery industry so as to make it globally competitive.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks when attending an award ceremony for role models of the machinery industry.     Jia, also member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, urged efforts to strengthen the sector's innovative capacity and to make progress in key technologies to accelerate and optimize its structural upgrading. DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday.
