FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.

Both countries, he said, should broaden their areas of cooperation to agriculture, manufacturing and high-tech, apart from energy and resources.     Somare said Papua New Guinea would like to strengthen cooperation with China in trade, investment, agriculture, infrastructure, manufacturing, education and healthcare.     He also said the preferential loans China has provided to Pacific island nations over the past three years have greatly helped the overall economic and social development of these nations.     Li arrived here on Tuesday on an official visit to Papua New Guinea, the last leg of his three-nation tour. ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.

BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. BEIJING, Dec. 6 (Xinhua) -- China will, without any doubt, be able to achieve the 8 percent growth in gross domestic product (GDP) this year, a senior Chinese economist said Sunday.     Yao Jingyuan, chief economist with the National Bureau of Statistics, made the remarks at a fortune forum in Beijing.     However he warned that the Chinese economy will still face two major problems next year: slumping overseas market demand and weak driving force on domestic market.     Chinese economy rose 7.7 percent in the first three quarters, driven mainly by investment and consumption, but brought down by exports, Yao said.     He stressed more efforts should be made on structural adjustment to shift dependence on the industrial growth to the comprehensive development of the agricultural, industrial and service sectors.     Yao highlighted the importance to raise people's incomes, add investment on livelihood projects and give full play to the role of consumption to boost economy.     Meanwhile, China should turn its economic growth dependence from resources-intensive consumption to technology renovation, Yao said.

BEIJING, Dec. 26 -- European fashion retailers are accelerating business expansion in China thanks to the nation's increasing number of fashion-conscious consumers.     Two companies that opened new outlets in China at a rapid pace this year included Sweden's H&M and Spain's Zara, both retailers of clothing and accessories for adults and youth.     H&M is ending this year with a total of 13 new stores, raising the company portfolio in China to 27 outlets, while Zara, opened 33 new stores in China, winding down the year with 60 in total.     "In China, new store openings have more than doubled due to strong domestic consumption, which has not been affected by the global financial downturn," said Wu Shuang, public relations manager of H&M China. Globally, H&M store openings are up between 10 percent and 15 percent in 2009, said Wu.     "More H&M stores will be set up in China next year, especially in the second-tier cities," he said.     H&M, Europe's second largest fast-fashion retailer, entered the Hong Kong and Shanghai markets in 2007 and later expanded its business to second-tier cities like Hangzhou and Ningbo of Zhejiang province.     Back in August, H&M sales in Spain, the US and France were down 11 percent over July sales, the fourth consecutive monthly drop.     In 2008, average sales revenue at H&M stores in the Chinese mainland and Hong Kong was up 23 percent to 59 million yuan, while globally average store sales was 48 million yuan.     "We are expecting favorable sales volume in China this year," said Wu, while declining to elaborate further.     Strong sales numbers were also recorded at Zara, the leading fast-fashion retailer in Europe. "The Chinese market is attractive with its soaring consumer spending power," a Zara promotion executive said on condition of anonymity. Chinese consumers can expect to see more Zara 'fast fashion' stores in the future," he said.     Fast fashion is a term used to describe fashion trends that are manufactured quickly in smaller batches to keep inventories down and allow mainstream consumers to take advantage of current clothing styles at lower prices. This type of quick manufacturing methodology is preferred by large retailers like H&M, Forever 21 and Zara, according to online apparel industry directory, Apparel Search.     This access to the latest clothing styles is popular with white-collar consumers in China.     "I have been waiting for 30 minutes to try on several pieces of clothing, but the wait doesn't matter. I love to get everything here, and the prices are acceptable," said Liu Dan, a woman in her 20s shopping at one of Zara's Beijing stores. Liu, who works in the public relations department at an international company, said she is also a regular patron of H&M in Beijing. Both H&M and Zara stores are often crowded with local consumers, especially on the weekends.

It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. We will work with all member states of FOCAC to implement the outcomes of the Ministerial Conference in a concrete way," he said, adding that one of the important missions of his visit to Africa, which will also bring him to Nigeria, Sierra Leone, Algeria and Morocco, is "to show to Africa the sincerity of the Chinese government, discuss with African countries the implementation actions on the ground, and bring the outcomes of the conference to the African people".     On his part, Wetang'ula applauded good relationship between the two countries and expressed appreciation of China's technical and financial support to Kenya, reiterating that Kenya committed to One-China policy.
