MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. BEIJING, Aug. 5 (Xinhua) -- China vowed to deepen its financial system reform and promote more efficient financial intermediation in support of domestic demand, according to a fact sheet released here on Wednesday. To meet the commitment, China would promote interest rate liberalization and consumer finance, said the economic track joint fact sheet of the first U.S.-China Strategic and Economic Dialogue (S&ED).     It said China would accelerate the allocation of QFII quotas to billion and continue to allow foreign-invested banks incorporated in China that meet relevant prudential requirements to enjoy the same rights as domestic banks with regard to underwriting bonds in the inter-bank market.     China would gradually increase the number of qualified joint-venture securities companies that can participate in A-share brokerage, proprietary trading and investment advisory services subject to the condition of meeting relevant laws and regulations.     The country would also support qualified overseas companies to list on Chinese stock exchanges through issuing shares or depository receipts and continuously support qualified Chinese companies to be listed abroad, including in the United States, said the fact sheet.     From the U.S. side, the country would pursue comprehensive reform of financial regulation and supervision to create a more stable financial system and to help prevent and contain potential future crises.     Regulation and supervision would be strengthened to ensure that all financial firms that pose a significant risk to the financial system will be well regulated, major financial markets will be strong enough to withstand system-wide stress and the failure of large institutions, and the government has the tools it needs to respond rapidly and effectively when problems arise, the fact sheet said.     The United States pledged to continue to have strong oversight of the Government Sponsored Enterprises (GSEs). Through Congressional action, the country remained committed to ensuring that the GSEs were able to meet their financial obligations, it said.     The country was committed to undertaking a process of exploring the future of the GSEs, including through seeking public input, and the U.S. government resolved to report to Congress and the public by S&ED II.     In the joint fact sheet, China and the United States pledged continued close communication and coordination to promote financial stability and would work together to expedite the financial sector reform, to improve financial regulation and supervision, and to promote greater financial market transparency, so as to make their financial sectors more robust.     "We recognize the importance of ensuring sound regulation in our own countries and globally," said the fact sheet.     The two countries were undertaking IMF Financial System Assessment Programs (FSAPs) and would complete them in a timely manner,it said.     Both countries would continue to promote convergence towards a single set of high quality global accounting standards and would continue discussions on financial reporting matters.     "The United States and China welcome continued dialogue between the bilateral competent authorities on the oversight of accounting firms providing audit services for public companies in the two countries based on mutual respect for sovereignty and laws," it said.     The two countries would also conduct technical exchanges on the development of private pensions, and would share experiences and strengthen cooperation with regard to improvement of insurance regulation.     The first S&ED was held in Washington, D.C from July 27 to 28. The mechanism was jointly launched by Chinese President Hu Jintao and US President Obama during their meeting in April in London as a way to show elevation of the importance of China-U.S. cooperation under the new historical circumstances.

MOSCOW, July 24 (Xinhua) -- A senior delegation led by Chinese Vice Minister of Commerce Gao Hucheng met with Russian officials on Friday and Saturday over the sudden closure of a market in Moscow.     On June 29, some 150 Chinese merchants and a large quantity of their goods were seized in a crackdown on smuggling at the Cherkizovsky Market, Moscow's biggest wholesale market.     The market was subsequently closed, causing heavy economic loss to the Chinese merchants who operate businesses there. No word has been given as to when the market will reopen.     Gao stressed the China-Russia strategic partnership of cooperation during his consultations with Deputy Director of the Russian Federal Migration Service, Yuri Buriak, Deputy Economic Development Minister, Andrei Slepnyov, and Deputy Foreign Minister Sergei Borodavkin.     Gao also spoke of the recent state visit of Chinese President Hu Jintao to Russia, the upcoming regular China-Russia Prime Minister's meeting in Beijing in October, and celebrations marking the 60th anniversary of the establishment of diplomatic ties between the two countries.     He said under such circumstances, China and Russia should try to maintain their friendship and mutual trust, and properly handle problems arising from the development of bilateral ties.     Non-governmental trade between China and Russia has its complicated historical origins, Gao said, and the remarkable contributions of Chinese merchants to the economic prosperity of Russia, especially during difficult times, should be taken into consideration.     He said against the backdrop of the current global financial and economic crisis in particular, to deal with the abrupt shutdown of the Cherkizovsky market appropriately and scrupulously would be mutually beneficial to China and Russia.     China has no objections to Russia's crackdown on smuggling, he said, but Moscow should effectively protect the property and dignity of Chinese businessmen.     Russian officials from relevant ministries and departments all agreed that the market shutdown would not affect the long-time friendship between the two countries.     They also emphasized that the shutdown was aimed at smuggling and not against the Chinese merchants, who make up less than 40 percent of all the merchants there.     The Russian side also urged the Chinese merchants to comply with laws, and said the Moscow municipal government had started to help merchants move their goods.     Slepnyov said a collective work plan against "grey customs clearances" will soon be studied.     Gao, who arrived in Moscow on Wednesday, was accompanied by a delegation comprising of officials from the ministries of commerce and foreign affairs, the General Administration of Customs, and trade officials from Zhejiang and Fujian provinces.     The delegation has also held negotiations with the Investigation Committee of the Prosecutor General's Office, the Federal Customs Service and the Moscow municipal government.

BEIJING, June 29 -- Chinese listed banks, which have lent record high amounts in the first half, are likely to report lower profit growth in the period due to narrowing interest spreads and higher provisioning requirements, industry analysts said.     "We are expecting a 7 to 8 percent year-on-year profit fall among the 14 listed banks in the first half-year," said Wang Liwen, banking analyst with Shanghai-based Guotai Junan Securities Co, citing stretched interest spreads as the major reason.     In 2008, the net interest rate spread for banks ranged from 2.45 percentage points to 3.62 percentage points, with the average figure hovering around 3 percentage points. This year, as the government cut interest rates several times to spur economic growth amid the global financial crisis, the net interest rate spread is expected to be lower, at around 2.36 percentage points. But this year, the net profit could probably stand at 210 billion yuan, down 10 percent on a yearly basis.     Bank of Ningbo, for instance, on July 14 announced no more than a 5-percent decease in net profit in its pre-released semi-annual report to the Shenzhen bourse. It is the first Chinese listed bank to report a profit fall in the first half.     Wang Yifeng, an analyst at TX Investment Consulting, said the improved provision coverage ratio requirement might also cripple profits at listed banks.     To prevent potential risks arising from the lending spree, China Banking Regulatory Commission raised the minimum provision coverage ratio requirement to 150 percent from 130 percent earlier this year.     "The increase will mainly eat into the profits of several large State-controlled banks as they are still not up to the new requirements," said Wang.     But as the squeezed spreads bottom out in the second half, most analysts said listed banks would still post positive growth for the whole year.     "Thanks to the widened interest rate spreads and lower loan cost in the following months, we are expecting a 10-percent growth in profits overall this year," said Liu Yinghua, an analyst with Shenzhen-based Ping An Securities.

BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). It was organized by the All-China Environment Federation.     The annual forum has been held for four years with the aim of creating a platform for international organizations and Chinese government agencies to discuss issues related to environmental protection. It also invites the participation of non-governmental organizations (NGOs) in discussing environmental matters of global importance.
