Migrant workers who were previously farmers will get the same labor rights as their counterparts from towns and cities starting next year, under a new regulation by the Ministry of Labor and Social Security (MLSS)."No discriminatory restrictions should be set against the rural laborers entering cities for employment," the Employment Services and Employment Management Regulation issued on Wednesday stated.Under the regulation, all laborers cannot be discriminated because of ethnicity, race, gender, and religious belief when seeking employment.Farmers-turned-laborers or those without local household registration can also register for unemployment at local public labor service agencies if they have worked in a place for half a year and more.Employment units should go to local public service agencies to register laborers or terminate their contracts."The provisions reflect tremendous progress in the country's labor policies," Mo Rong, the vice-president of the labor science research institute under the MLSS, told China Daily.Mo said policies toward laborers from rural areas have been changing with the times - in the early 1980s, they were forbidden to migrate to cities, but this restriction was later lifted with the provision that the laborers brought their own "grain tickets" in the face of a grain shortage.Since the 90s, the laborers have moved freely between rural and urban areas under the regulations of respective cities. The first great wave of migrants heading to cities occurred in 1992."They could finally 'float' between rural regions and cities without policy limitations after 2000," Mo said, referring to the country's policy improvements in the area."Laborers from rural areas will now be able to enjoy many free employment services in the cities with the new regulations," Mo added."These are possible under the auspices of a good amount of government subsidies."With the new regulation, employers are now forbidden to refuse women work except when such jobs are stated as unsuitable as stipulated by the State."When an employing unit recruits female workers, it shall not stipulate in the labor contract any content which restricts female workers from getting married or having child," said the ministry.Those suffering from infectious diseases are now also protected from discrimination.In particular, laborers cannot be denied work based on Hepatitis-B tests unless the job already prohibits carriers of the disease according to laws, administrative rules and regulations set by the administrative department of health under the State Council.Such employment units can be fined as much as 1,000 yuan (5) along with other compensation liabilities.

The Chinese government is working on specific regulations for collecting royalties from television, radio stations for using music works, a senior official said in Beijing over the week.However, it has not been decided when the regulations will be publicized, Liu Binjie, director of the General Administration of Press and Publication (GAPP) and the National Copyright Administration (NCA), was quoted as saying.The Chinese government's efforts in combating piracy and protecting intellectual property rights (IPR) have resulted in more shops and restaurants signing up to pay royalties on the ubiquitous background music that had long been used for free.Background music played at department stores or hotels -- also called "muzak"-- received legal protection in China in 2001 under revisions to the Copyright Law. The law states that both live and mechanical performances enjoy the same rights. Up to now, most big hotels, department stores and supermarkets in Beijing and Shanghai have paid fees to the Music Copyright Society of China (MCSC) for using the songs under their administration, according to sources.And Karaoke bars in China's main cities were made to pay 12 yuan (US.50) a day in royalties to music artists for each room, according to a regulation set by China's National Copyright Administration late last year.However, most television and radio stations in China are still using music works without paying any royalties.The Music Copyright Society of China is now negotiating with television and radio stations on copyright fee payments, China Press and Publishing Journal reported.The Music Copyright Society of China is the country's only officially recognized organization for music copyright administration.The association has now administered copyrights for over 14 million music works by 4,000 members.Public venues including hotels, restaurants and department stores are charged with different standards by the society. The usual fee is 2.54 yuan (US.9) per square meter per year for a department store of 10,000 to 20,000 square meters to use the music, the society said.

BEIJING -- Beijing has seen a 30 percent decrease in residents' complaints about airborne debris around construction sites in the first 11 months of this year compared with a year earlier, the municipal environment authorities said Sunday.The city fined 7,467 construction sites in 2007 for failing to control dust, involving a total of about 10 million yuan (US.3 million), according to the municipal environmental watchdog. The city also  fined more than 4,000 illegal outdoor barbeques and rubbish incineration facilities.The city reached its goal of 245 "blue sky" days for 2007 on Sunday, when a cold front helped the city hit an annual air quality improvement target just two days before the year ends.Statistics also show that although the number of "blue-sky" days did not increase dramatically, Beijing recorded only three heavily-polluted days this year, sharply down from last year's 13.The Chinese capital launched a drive, "Defending the Blue Sky," in 1998, when it only had 100 days of fairly good air quality. The Olympic host city aims to make 70 percent of the days in 2008 meet the standard.

BEIJING, March 15 (Xinhua) -- China recorded 68.02 billion U.S. dollars in foreign trade of electronics and information products in January, a growth of 19.3 percent year-on-year.     Sources with the General Administration of Customs said on Saturday that the growth rate was 12.9 percentage points lower than the year-earlier level.     The total trade volume included 38.29 billion U.S. dollars in export value, up 22.9 percent, and 29.73 billion dollars in import value, up 15.2 percent.     The sources said the growth rate for exports was 12.8 percentage points lower than the same month of last year, while that for imports was 13 percentage points lower.     Of the total exports, wholly owned foreign companies accounted for 24.94 billion U.S. dollars, or 65.1 percent, the sources added.

China's private enterprises employed 120 million people by September this year, up 9.5 percent from the same month a year ago, said a senior official on Saturday."The private sector of the economy is a main avenue of employment and re-employment in China," said Zhong Youping, deputy minister of the State Administration for Industry and Commerce.Zhang made the remarks at a forum on Chinese and Japanese small and medium-sized enterprises held in Guangzhou of South China's Guangdong Province.Developing the private sector would help increase job opportunities and enable economic growth and employment to boost each other, said Zhang.Labor-intensive firms and the service sector could absorb a lot of laid-off workers and college graduates, he added.Last year China's industrial and commercial authorities helped 2.54 million unemployed people find jobs in the private sector and nearly half of the country's new graduates entered private firms.

Fifty-two workers were trapped early Sunday when a torrent of mud and water engulfed a rail tunnel under construction in central China. Rescue teams managed to free 35 of the workers building the tunnel in Hubei province and the remaining 17 trapped about 200 metres (660 feet) below ground would soon be freed, the Xinhua New Agency added. Earlier reports said 38 workers were trapped in the accident Heavy rains have triggered severe flooding and mudslides across many areas of central China in recent weeks. According to Xinhua news agency, 78 people died and 18 are still missing after three days of downpours set off flash floods in Henan province in the past week. More than 700 people have been killed by floods, landslides and lightning this year in China, according to latest official figures that have yet to tally the past week's casualties.

CAPE TOWN, South Africa - Central bank chiefs from the U.S., Europe and Japan warned Tuesday of the risks of the Chinese economy overheating, potentially adding to inflationary pressures in other countries. U.S. Federal Reserve Chairman Ben Bernanke and European Central Bank President Jean-Claude Trichet also urged Beijing to let its currency rise in value, saying it would benefit both China and the global economy. "A quick pace toward greater flexibility would be in China's interest and create more flexibility for monetary policy to address the potential overheating of their economy," Bernanke said in a satellite linkup with a banking conference in Cape Town. "We could all be better off, China on the one hand and the global economy on the other hand," echoed Trichet. Critics argue that China is keeping its currency artificially low, contributing to its massive trade surplus with other countries and undermining competitors' prices. Both Bernanke and Trichet conceded that the cheapness of Chinese products flooding world markets had helped reduce global inflation, although said this was balanced by China's huge appetite for fuel and raw materials -- which has contributed to higher oil prices. Overall, China's impact on global inflation was "modest," Bernanke said. China is one of the world's fastest-growing economies, and its expansion has had a ripple effect on prosperity in other countries and offset more modest growth rates in North America, Europe and Japan. Trichet said the current boom was "absolutely exceptional in the global economy," but warned that this could not last indefinitely. "Complacency would be the worst possible advice for all of us," he said. Japan, where growth is a sluggish 2 percent, is keeping a watchful eye on the new Asian giant. "We need to be mindful of the risk of overheating and we can't rule out some risk of inflation in the Chinese economy," said Toshihiko Fukui, governor of Japan's central bank. China has sent rescue ships to search for a cargo vessel missing in the East China Sea with 17 Russian crew on board.The China Maritime Search and Rescue Center said on Friday it launched a search and rescue emergency plan soon after a rescue center in Russia's far east informed it of the missing boat on Thursday.The Cambodia-registered ship went missing on its way from Japan to Hong Kong.The vessel failed to arrive in Hong Kong on Thursday as scheduled, and the last radio contact was made with the ship on Sunday, when it was 212 sea miles (391 km) east of Shanghai.Russian rescue officials then informed rescue centers in China, Japan and South Korea of the Captain Uskov's disappearance."Our rescue ships have started searching," Zhai Jiugang, a senior official with China's search and rescue center, said.Vessels sailing in the East China Sea have also been informed by the center's branches in Shandong and Shanghai of the disappearance of the ship, and were asked to assist in the search, he said.The center is also using maritime satellites to help search for the vessel. But by Friday afternoon, there was "no clue about the missing boat, and we will continue to search", he said.The boat, with a cargo capacity of 5,200 metric tons, was built in Japan in 1982. It flew a Soviet flag and was later sold to a private shipping company and registered in Cambodia.

SHIJIAZHUANG - A joint investigation team of China and Japan to the Tianyang Food company has not detected abnormity after a half-day inspection tour in the plant, both Japanese and Chinese investigators said here early Wednesday morning."The plant is very clean and well managed, and no abnormity has been detected," a Japanese investigator told the press. Japan will conduct further analysis based on information and data collected in the plant, he said.Wang Daning, director of the department of food import and export safety under the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), said that China and Japan have been cooperating well with each other, and the Chinese side has been letting Japanese investigators see related materials and equipments as many as possible.So far, Japanese police have confirmed that at least 10 people fell sick after eating dumplings laced with the highly toxic organophosphate pesticide called methamidophos made by Tianyang Food.Both governments of China and Japan have been struggling to find what actually had happened. A Japanese investigation team came to China and held talks with China Tuesday morning, then to Tianyang Food in Shijiazhuang in the afternoon and worked till 1 a.m. the next morning.
