NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. We will work with all member states of FOCAC to implement the outcomes of the Ministerial Conference in a concrete way," he said, adding that one of the important missions of his visit to Africa, which will also bring him to Nigeria, Sierra Leone, Algeria and Morocco, is "to show to Africa the sincerity of the Chinese government, discuss with African countries the implementation actions on the ground, and bring the outcomes of the conference to the African people".     On his part, Wetang'ula applauded good relationship between the two countries and expressed appreciation of China's technical and financial support to Kenya, reiterating that Kenya committed to One-China policy.

WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao made five proposals on promoting Sino-U.S. relations and tackling delicate issues of common concern while meeting with visiting U.S. President Barack Obama in Beijing Tuesday.     Obama, who is in Beijing for a four-day state visit to China, agreed with Hu on the proposals, reiterating that the United States does not seek to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     FURTHER STRATEGIC MUTUAL TRUST     Hu called on the two countries to continue to increase strategic mutual trust with prerequisite of respect for each other's core interests and major concerns.     He hailed Obama's statement that the United States sticks to the one-China policy and hoped that the United States would "properly handle" the Taiwan issue and forbid "Tibet independence" and "East Turkistan" forces from using U.S. territory to cover their anti-China separatist activities.     In Hu's words, China and the United States should not be opponents, but partners that trust each other and cooperate sincerely.     "The development of China is an opportunity for all nations, including the United States," Hu said. "It is not a challenge, let alone a threat."     MAINTAIN EXCHANGES AT ALL LEVELS     Hu said China and the United States should maintain different levels of communication and consultation on major issues in a timely manner through different channels, including exchange of visits, talks and meetings on multilateral occasions.     The two countries should further substantiate the results of the first round of Sino-U.S. Strategic Economic Dialogue and start soon to prepare for the second round of talks in Beijing next summer, Hu said, calling the dialogue an important platform to enhance exchanges and cooperation between the two countries.     STEP UP MACRO CONTROL     It is "necessary" for China and the United States to step up cooperation on coordinating macro economic and financial policies, pushing forward reforms in the international financial system and improving global economic governance structure, Hu said.     He also raised the issue of trade frictions, voicing hope that the United States would loosen restrictions on its export of hi-tech products to China as soon as possible, while recognizing China's market economy status and facilitating expansion of trade and investment cooperation.     "Under the current circumstances," Hu said, "the two countries should more resolutely oppose and resist trade protectionism in any form."     ADVANCE EXCHANGES, COOPERATION IN VARIOUS AREAS     The other areas proposed by Hu for further cooperation between China and the United States include infrastructure, climate change and clean energy, and exchange of students.     He said China is willing to work with the United States on space exploration and construction of high-speed railways.     The two sides should take the launch of the joint clean energy research center as a turning point and deepen cooperation on energy saving, emissions reduction, renewable energy and treatment of environmental pollution, Hu said.     China is also willing to increase counter-terrorism cooperation with the United Stats on a basis of mutual benefit and hold dialogues with the United States on issues of human rights and religions based on the principle of equality, mutual respect and non-interference with each other's internal affairs, said Hu.     WORK TOGETHER TO MEET GLOBAL, REGIONAL CHALLENGES     Hu proposed that the two countries should continue to work together on global and regional hot issues in light of the benefit gained in recent years by cooperating on climate change, nuclear non-proliferation, crackdown on transnational crimes, disaster relief and prevention and treatment of contagious diseases.

Such moves are of vital importance to all members, particularly the developing members, in countering the financial crisis, and conform to the common interests of all relevant parties, Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions of the full recovery and long-term development of world economy," Hu said.     The Chinese president said China strongly supports trade and investment liberalization and facilitation and is committed to establishing a fair, open, equitable and non-discriminatory multilateral trading mechanism.     "China is ready to work with other members to play a constructive role and advance the Doha Round negotiations, on the basis of locking in the existing achievements and respecting the Doha mandate," he said.     "We are ready to speed up the settlement of the remaining issues and work for early comprehensive and balanced outcomes in the negotiations at an early date in order to achieve the goals of the development round," Hu said.     The Chinese president also made a three-point proposal to APEC for improving its cooperation efficiency:     -- To continue to promote trade and investment liberalization and facilitation, focusing on its own characteristics:     "Through meeting the Bogor Goals on schedule next year by the APEC developed members, the APEC will demonstrate its determination to advance trade and investment liberalization, and oppose trade protectionism," Hu said.     Such a move is of great significance to increasing confidence, expanding regional trade and pushing forward regional economic integration, Hu added.     China supports APEC in "meeting the Bogor Goals on schedule by its developed members" as its priority working agenda, and to advance it steadily, Hu said.     -- To increase input and advance economic and technological cooperation for more fruitful results:     Hu announced that China will allocate 10 million U.S. dollars to establish an APEC cooperation fund in China, to encourage and support relevant agencies and enterprises to participate in APEC economic and technological cooperation.     -- To reform and make innovations to inject new vitality to the APEC mechanism:     APEC should adapt itself to new situations, meet the challenges, and steadily advance its reform and structural construction, the Chinese president said.     Following the first-day session of the APEC Economic Leaders Meeting, the Chinese president, together with other leaders of the APEC member economies, met with representatives of the APEC Business Advisory Council.     They exchanged views on opposing protectionism, promoting investment facilitation, climate change negotiations and advancing regional economic integration.     The two-day Economic Leaders Meeting is the culmination of this year's annual APEC meetings, which also include the ministerial meeting, senior officials' meeting and a business summit.     According to Chinese officials accompanying Hu, the Chinese president was to elaborate on China's stance on the battle against the financial crisis and the global economic recovery, China's position on the challenges posed by climate change, food and energy security, and China's views on APEC's future development.     Since APEC's inception in 1989, APEC's total trade has grown 395 percent, significantly outpacing the rest of the world. During the same period, the GDP (in purchasing power parity terms) in the APEC region has tripled, while the GDP in the rest of the world has only less than doubled.     APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, China's Hong Kong, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Chinese Taipei, Thailand, the United States and Vietnam.

GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said.     "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added.     In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars.     "In addition to the recovering export, China's import is also on the rise, contributing significantly to the recovery of the world economy," Chen said.

The pipeline is part of the China-Central Asia gas pipeline that links Turkmenistan, Uzbekistan and Kazakhstan.     Noting that bilateral relations have ushered in a new stage of energy cooperation, Nazarbayev said his country was willing to strengthen pragmatic cooperation with China in the fields of trade, finance, infrastructure, energy and non-energy.     He also agreed with China's handling of the July 5 incident in Urumuqi in northwest China's Xinjiang Uyghur Autonomous Region and reiterated his support for China's efforts to strike against the "three evil forces" of terrorism, separatism and extremism     China's efforts were necessary to maintain stability in Xinjiang, and were good for stability in Kazakhstan, he said.     The president also thanked the Chinese government for increasing the number of Kazak students studying in China and said his country was ready to work with Beijing to smoothly run the two Confucius Institutes in Kazakhstan.     China and Kazakhstan have witnessed sustained, rapid and healthy progress of bilateral ties since establishing diplomatic relations in 1992.     Kazakhstan has become China's largest trading partner in Central Asia. Despite the global financial crisis, two-way trade reached 17.55 billion U.S. dollars in 2008, exceeding the 15-billion-dollar target set by the two countries' governments.     China and Kazakhstan have also made concerted efforts in fighting against the "three evil forces", cracking down on drug trafficking and other cross-border crimes.     Hu arrived in Astana earlier Saturday for a two-day visit to Kazakhstan at the invitation of Nazarbayev.     Kazakhstan is the first leg of Hu's two-nation Central Asia trip. He is expected to leave Kazakhstan on Sunday for Turkmenistan.
