HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

BEIJING, Feb. 25 (Xinhua) -- China defended its move to reduce its holdings of U.S. Treasury securities, saying the United States should take steps to promote confidence in U.S. dollar .Foreign Ministry spokesman Qin Gang made the comment Thursday when responding to questions on China's sale of U.S. Treasury securities last December.Qin said the issue should be viewed from two perspectives.He said on the one hand, China always followed the principle of "ensuring safety, liquidity and good value" in managing its foreign exchange reserve. And when it came to how much and when China buys the bonds, the decision should be made taking into account the market and China's need, so as to realize rational deployment of China's foreign exchange property, he said.And on the other hand, the United States should take concrete steps to beef up the international market's confidence in the U.S. dollar, Qin said.The way to view the issue was similar to doing business, he said.China trimmed its holdings of U.S. debt by 34.2 billion U.S. dollars in December 2009, leaving Japan the largest holder of U.S. Treasury securities, the U.S. Treasury Department reported on Feb. 16.As of the end of November last year, China held 789.6 billion U.S. dollars of U.S. Treasury bonds.

LONDON, March 15 (Xinhua) -- U.S. President Barack Obama's pressure on China over its currency's exchange rate is a manifestation of hypocrisy from the West and will not work, a British economist has said."The president is playing with fire... Obama really should tread carefully. At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted.He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency.On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. GUANGZHOU, Jan. 21 (Xinhua) -- Southern Guangdong Province launched the pilot real-name ticket system Thursday morning amid China's efforts to curb ticket hoarding by scalpers.China's first real-name ticket was booked at 7:03 a.m. by phone, confirmed the ticket booking system of Guangzhou Railway Group (GRG), operator of the province's railways.The ticket, priced at 423 yuan (61.96 U.S. dollars), was for a hard berth on a train coded K446 scheduled for Jan. 30, running from south China's Shenzhen City to northwestern Xi'an City.The real-name system covers tickets of trains scheduled for the 40-day Spring Festival travel peak starting from Jan. 30. These tickets are now available as travellers can book 10 days in advance by phone.Travellers are able to dial hot lines to book tickets and get them from wickets in railway stations or ticket agencies before midnight the day after the booking.The traveller only need to follow automated voice instructions and dial in necessary information. After the booking is accepted and processed in a computerized database, the automated voice system will issue a booking code. UNITED NATIONS, Jan. 20 (Xinhua) -- The United Nations' top humanitarian official on Wednesday rejected as "insulting" and untrue reports about the Chinese search-and-rescue team in Haiti."I don't believe there is any truth in these accusations ... that the search-and-rescue teams favored international members of the community rather than Haitian nationals," John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told reporters at UN Headquarters."I think it was done in an overall fair way," he said.The Chinese team "did take the lead" in looking for the missing people in the Christopher Hotel and also looked elsewhere, he said."I really don't think that accusation of favoritism stands up at all," he said.
