GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. BEIJING, Dec. 21 (Xinhua) -- Chinese President Hu Jintao has called on the country's enterprises to recruit more talents and strengthen research and innovation in order to facilitate the transition from "made in China" to "created in China."     Hu made the remarks during a two-day inspection to Zhuhai, a coastal city in China's southern economic hub of Guangdong Province, from Sunday to Monday. MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. BEIJING, Dec. 1 (Xinhua) -- China's manufacturing sector continued to grow for the ninth straight month in November, according to a survey by the China Federation of Logistics and Purchasing (CFLP) on Tuesday.     The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the CFLP said.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     Zhang Liqun, a researcher with the Development Research Center of the State Council, said the unchanged PMI index from the month before might suggest a stable recovery of China's economy.     He expected government investment would see gradual reduction, while investment from the private sector might increase. Exports would go up, but not in a drastic rise, he said.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively, according to the CFLP.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.

BEIJING, Oct. 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for attention on the ageing problem, noting this is a major issue that concerns "people's livelihood and the nation's lasting peace and stability."     Hui's call came several days ahead of the country's traditional "Senior Citizen's Day," or Double Ninth Festival, which falls on the ninth day of the ninth month in the lunar calendar, or Monday.     Hui, also director of China National Working Commission on Ageing, said at a recent meeting on the aging problem held in Beijing that the elderly were "valuable wealth of the Party and the country," and researchers should provide solid scientific foundation for the government to make strategies for the well-being of the ageing population.     Statistics from the commission show more than 8.3 percent of the 1.3-billion Chinese population are above 65, and in most cities, more than 50 percent of the elderly people live without the company of their children.     Hui said efforts should be made to deal with new conditions concerning ageing, such as unbalanced distribution of the aged between urban and rural areas.

BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. It especially brought together developing nations to jointly safeguard their common interests and made a remarkable contribution to a substantive result of the conference, they said.     Meanwhile, media in small island states, including Antigua and Barbuda, Fiji and Papua New Guinea, also spoke highly of China's responsible attitude and forceful measures on tackling climate change, saying China's effort could match that of any developed countries.     They said that some countries' criticism of China on the issue was groundless and irresponsible.     The words were echoed by France's Le Figaro magazine, which said in an editorial that the environment issue cannot be solved without considering the people's interests and national development.     Being a leader in such technologies as wind power, solar energy and carbon capture, China has also spared no efforts in developing nuclear energy, the magazine said.     Le Figaro in an article titled "In Defense of China," called on the international community to learn more about China.     The article said that China's development has contributed to all mankind because it lifted a great number of Chinese people out of poverty and also benefited neighboring countries and the global economy.     It is groundless to say that China did nothing to improve the environment, the article said, citing China's achievements in developing solar energy and a forestation.     The world should be confident in China's ability to combat climate change, it added.

COPENHAGEN, Dec. 11 (Xinhua) -- China on Friday urged the rich nations negotiating in the UN-led climate talks in Copenhagen to help seal a deal by delivering on their promises to cut carbon emissions and provide financial support to help developing nations adapt to global warming.The call comes as ministers arrive for the higher segment of the talks that are tasked with achieving goals to avoid irreversible change in climate that scientists warn could be disastrous to the Earth. China's Vice Foreign Minister He Yafei said he hoped for a "balanced outcome" of the UN climate change conference.     He was speaking at a press conference hours after a draft text for the Copenhage talks emerged. "The final document we're going to adopt needs to be taking into account the needs and aspirations of all countries," particularly the most vulnerable ones, he said.     Under the United Nations Framework Convention on Climate Change, developed nations are committed to quantified emission reduction targets and provision of support in financing, technology and capacity building to developing nations. The Chinese minister said climate change is "a matter of survival" for developing nations.     Developing nations are asking the rich nations to up their emissions reduction targets and financial pledges, saying they failed to fulfil their obligations under the convention.     The call for funding was partly answered earlier on Friday with European Union leaders pledging 2.4 billion euros (3.5 billion U.S. dollars) annually from 2010 to 2012 to help developing countries tackle global warming.     Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating presidency of the 27-nation bloc, said in Brussels that the bloc has made satisfactory contributions to helping the poorest countries combat climate change.     Developing nations still view the pledge as a far cry from their needs.     The issue of financial support is "extremely important" as developing nations are "worst hit" by climate change, he said.     He questioned the "sincerity" of developed nations in their commitment as only short-term funding, such as a three-year target, was being proposed.     The key to the success of the Copenhagen talks is for developed countries to keep their promises, he said.     "I would urge all leaders from developed countries to keep their promises, to have the future of humanity in their minds, especially the large population out there in the developing world," he said.     He also said China has "a responsible and pragmatic vision" for tackling climate change and will do its share in the global combat against climate change.     China last month announced it would reduce the intensity of carbon emissions per unit of its GDP in 2020 by 40 to 45 percent against 2005 levels.     Responding to rich nations' concern over transparency of China's voluntary action, he said plans for action would go through China's own legal process and there would be a regime of monitoring, verification and statistical supervision domestically to ensure transparency.     "We're also willing to increase transparency by announcing the results of our action in reports coming out of China," he said.
