QINGDAO, Feb. 2 (Xinhua) -- A cold front is worsening the icing situation in the coast off east China's Shandong Province, which has just been temporarily relieved from China's worst sea ice in three decades, officials said Tuesday.North China Sea Branch (NCSB) of the State Oceanic Administration issued a sea ice alert Tuesday, the first since Jan. 27 when temperature climbed and ice started to melt.Ice in the Liaodong Bay and northern Yellow Sea extended 10 and 9 nautical miles respectively to 79 and 26 nautical miles on Tuesday, according to the NCSB.The extension of ice in the Bohai Bay and Laizhou Bay can not be measured due to heavy fog. Ice in the Liaodong Bay is likely to keep on expanding in the coming five days, said Shang Jie, a forecaster with NCSB."Icing in the Liaodong Bay and northern Yellow Sea will expand significantly and that of the other two bays will develop at a slower pace," Shang added.Icing first appeared in early January. Thick ice threatened ship navigation, anchoring and operations at ports, impacted local fishery and stranded some people on islands. NCSB had to issue sea ice alerts everyday between Jan. 12 and 27.

HANGZHOU, Feb. 13 (Xinhua) -- Days before its 4,000 employees, mostly migrants, started off upon their annual trips home for the Chinese Lunar New Year, Tiansheng Group, a textile company in the eastern Zhejiang Province, promised pay rises hoping workers would all come back after the holiday."We are expecting a severe shortage of skilled workers this year," said Wei Guoliang, president of the company's trade union. "But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.

HONG KONG, Jan. 30 (Xinhua) -- Plans of extensive and comprehensive inspection of roughly 4,000 buildings aged 50 years and over will be carried out in a month, said the website of the HK Special Administrative Regional government on Saturday after a building collapse incident."This is a comprehensive check across the territory of all the buildings of this age, which we believed are more or less of similar construction, which is reinforced concrete framed construction," said Secretary for Development, Carrie Lam, after inspecting the scene of the building collapse case in Ma Tau Wai Road Saturday.A five-story apartment building of more than 50 years old in Hung Hom, Hong Kong's Kowloon district, collapsed suddenly around 1:30 p.m. local time ( 0530 GMT) Friday afternoon. Four people were confirmed dead and two others injured."we are going to set up 40 teams of professional and technical staff to go out to various parts of Hong Kong, Kowloon and the New Territories to inspect these 4,000 buildings. The target is to complete these comprehensive inspection within a month. We will then follow up with the needed remedial action," she added.Carrie Lam also mentioned she was going to introduce into the Legislative Council a new piece of legislation concerning mandatory inspection of Hong Kong's buildings over 30 years old and also mandatory inspection of windows for buildings aged 10 years and over.

BEIJING, March 12 (Xinhua) -- China's central bank said Friday a stronger yuan offers no help for solving the Sino-U.S. trade imbalance problem, and China opposes politicizing yuan's appreciation.Su Ning, vice governor of the People's Bank of China, made the comments a day after U.S. President Barack Obama told the U.S. Export-Import Bank's annual conference that a more market-oriented exchange rate of yuan will make an essential contribution to global rebalancing efforts."We do not think a country should rely others to solve its own problems," Su, a member of the Chinese People's Political Consultative Conference (CPPCC) National Committee, said on the sidelines of the top political advisory body's annual session.The U.S. Department of Commerce said on March 11 that the U.S. trade deficit with China increased to 18.3 billion U.S. dollars in January from 18.14 billion U.S. dollars in December. The increase renewed the U.S. call for a stronger yuan as it claimed the current exchange rate gives Chinese goods unfair price advantages.Su said although yuan has gained more than 20 percent since it depegged the U.S. dollars in June 2005, China's trade surplus tripled from 100 billion U.S. dollars in 2004 to nearly 300 billion U.S. dollars in 2008.In addition, he argued, a weaker U.S. dollar does not help cut the U.S. deficit. BEIJING, Feb. 22 (Xinhua) -- China's National Bureau of Corruption Prevention said in a circular posted on its website Monday that it would explore ways to fight corruption in non-public commercial entities and "new social organizations" in 2010."New social organizations" refer to intermediaries, non-governmental organizations and private non-business groups. Statistics from the Ministry of Civil Affairs showed there are around 400,000 such organizations in China.Industry associations will also be monitored for corruption, according to the circular, which highlighted the bureau's work in 2010.The bureau promised that it would earnestly exchange and cooperate with the international community in the anti-corruption efforts.It said that authorities would continue working to prevent officials using public money to travel overseas and they would work on the implementation of regulations for supervising officials whose spouses and children have emigrated abroad.It also pledged to improve transparency of government affairs as well as factory and village management's dealing of local affairs.According to an survey carried out by People's Daily Online, corruption has remained one of the top three concerns of Chinese netizens since the survey was initiated in 2006.Chinese authorities' latest move in the fight against corruption took place on Saturday as the State Council issued a revised regulation on the implementation of the Audit Law, which aims at tightening supervision of areas highly prone to corruption, including the construction industry.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.
