The water protects the detectors from nearby radiation that interferes with the measurement, and helps identify surviving cosmic radiation.And the first experimental hall is expected to be ready by the end of 2008. Commissioning of the detectors in this hall will take place in 2009.Civil engineering construction is anticipated to last about two years, with installation of the last detector scheduled for 2010.Upon completion of the new facility, more than 190 scientists from six countries and regions including the Chinese mainland, Hong Kong, Taiwan Province, the United States and Russia will come over to do research work, according to Chen Hesheng, Chief of the Institute of High Energy Physics with the Chinese Academy of Sciences (CAS).The facility will have a budget of 250 million yuan (US.25 million). And China will be responsible for infrastructure construction and making of four detectors. And the United States will be responsible for making of the rest of the detectors.Wang Yifang, chief scientist on the experiment, said he was confident that the program would make an important contribution to finding a new breakthrough in China's research efforts in particle physics, starting a new horizon in world's neutrino research, and to improving the overall strength of China in science and technology.

BEIJING -- Chinese investors should be suspicious of phone calls, online messages and websites touting highly profitable stocks, the Ministry of Public Security warned on Tuesday. "As China's stock prices are soaring constantly, there has been a rise in the number of cases of illegal activities in the stock market, which has undermined the normal market order and threatened investor security," the ministry said in a notice on its official website. The government has repeatedly warned investors of illegal securities companies that swindle clients of funds with claims of high returns. The ministry said scam artists used Internet and phone calls to illegally tout stocks, funds or stock ownership to investors. The swindlers charged unwary investors high fees for fake stock tips and then quickly disappeared after having collected a huge sum of money. The funds or stock ownership, which were touted online or by phone, were often nonexistent, the ministry said. Investors were also hoodwinked into buying fake "initial offerings" of stocks that were not listed on the exchanges. Other scams include cases in which investors' shares were stolen and sold by criminals, who had stolen investors' account numbers and codes. The ministry urged investors to be alert and not to trust promoters who touted unrealistic high returns, or accept stock tips from unidentified persons online or on the phone. It also urged investors to be aware of computer security and to stop trading immediately when discovering a computer virus. The China Securities Regulatory Commission has pledged to curb illegal trading and fraud in the stock market. In February, the State Council approved the China Securities Regulatory Commission to lead a cross departmental team to crack down on illegal securities business.

SHANGHAI: Preliminary investigations showed improper maintenance work had caused a Shanghai gas station explosion on Saturday, which saw four killed and 40 injured.A team of officials from related government agencies is investigating the blast at the China National Petroleum Corporation (CNPC) outlet in Pudong District, reported the Xinmin Evening News Sunday.The station had earlier been suspended on October 11 for safety concerns and was scheduled for reopening Sunday.CNPC did not respond to media queries on the explosion.Most of those injured from the incident have been discharged from hospital.Two of the 29 blast victims sent to Punan Hospital died while 26 were discharged Sunday morning.A 49-year-old woman who was hit on the head by a piece of blast debris is still under observation at the hospital.She was said to have been in her apartment close to the station when the explosion shattered her window.The 13 other injured who were sent for treatment at the Pudong branch of Renji Hospital have been discharged.The explosion on Saturday occurred at 7:50 am in the junction of South Yanggao and Pusan roads.Two maintenance workers on the site were killed instantly. Witnesses said one of the workers was blown five stories high before landing nearby.A woman who was cycling 1 km away from the station was hit by a piece of blast debris and died in hospital.A motorcyclist, later identified as Wang Dong from Anhui Province, also died after debris hit him on the head.He had taken off his helmet to answer a call on his mobile phone.The Shanghai Evening News said Sunday that visits to several gas stations in the area found unsafe practices.Drivers lining up for gas smoked and used mobile phones without being stopped by station employees.The blast also damaged a bus that had stopped near the station and injured passengers on board. A convenience store, motel and several other nearby buildings were also hit.Traffic disrupted by the explosion resumed Sunday.

SHANGHAI, May 3 (Xinhua) -- The gas supply to about 10,000 households in Shanghai was suspended for eight hours after a gas pipeline was broken by a grab at a construction site on Thursday. No casualty has been reported, according to the municipal government. The accident happened at around 8 a.m. at the crossing of the downtown Caoyang and Shunyi streets. Workers said gas burst out after the grab broke a gas pipeline with a diameter of 300 millimeters. Though they tried to plug the crack with bricks and mud, the leak was out of control till rescuers from the municipal gas supply company arrived. The company cut the gas supply later and fire fighters sprayed water around the pipeline to dilute the gas to avoid explosion. The pipeline was repaired at around 4 p.m. and the supply had resumed by 6 p.m., according to the gas supply company.

Washington - China is on course to catch up with the United States and join the front ranks of world economic powers, but that is little cause for concern even among Americans, a global survey said Monday. Most respondents in 13 countries agreed it was "likely that someday China's economy will grow to be as large as the US economy," according to the opinion poll by the Chicago Council on Global Affairs and WorldPublicOpinion.org. "What is particularly striking is that despite the tectonic significance of China catching up with the US, overall the world public's response is low key -- almost philosophical," said Steven Kull, editor of WorldPublicOpinion.org. But the poll showed there is also distrust of China to "act responsibly" in world affairs.  In no country was there a majority who felt that China's economic rise would be mostly negative, but that was not because China is particularly trusted, the pollsters said. Majorities in 10 out of 15 countries said they did not trust China "to act responsibly in the world." But the same number also said they distrusted the United States. "Though people are not threatened by the rise of China, they do not appear to be assuming that it will be a new benign world leader," Kull said. "They seem to have a clear-eyed view that China is largely acting on its own interests." The Chinese themselves are among the more skeptical populations, with only half saying that their economy will catch up with the United States'. Among Americans, the percentage was 60 percent. Only in India and the Philippines did a plurality of respondents say the United States would always remain a bigger economy than China. BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said.The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular.The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China.In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons.In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic.In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m..
