BEIJING, Dec. 1 (Xinhua) -- China's manufacturing sector continued to grow for the ninth straight month in November, according to a survey by the China Federation of Logistics and Purchasing (CFLP) on Tuesday.     The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the CFLP said.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     Zhang Liqun, a researcher with the Development Research Center of the State Council, said the unchanged PMI index from the month before might suggest a stable recovery of China's economy.     He expected government investment would see gradual reduction, while investment from the private sector might increase. Exports would go up, but not in a drastic rise, he said.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively, according to the CFLP.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.

BEIJING, Oct. 26 (Xinhua) -- Chinese Vice Premier Li Keqiang's upcoming visit to three nations would help advance bilateral relations between China and the three nations, said a senior official here on Monday.     "The visit will cement and promote our political mutual trust and traditional friendship," Chinese Vice Foreign Minister He Yafei told Xinhua.     Li will pay an official visit to Australia, New Zealand and Papua New Guinea from Oct. 29 to Nov. 5 at the invitation of governments of the three countries.     "This is an important visit paid recently by Chinese leader to the south Pacific region," He said, noting that the three governments attached great importance to the visit.     During the visit, Li will meet with the leaders of the three nations, attend the signing ceremony of bilateral agreements and make extensive contacts with officials of local governments, businessmen and peoples from all circles, according to He.     The visit would help promote friendly exchanges and pragmatic cooperation between China and the three countries in trade, energy, resources, science, education and other fields, and strengthen bilateral coordination in international and regional affairs, he noted.     Hailing the considerable progress in recent years, He said the Chinese government had always attached great importance to developing friendly and cooperative relations with the three countries.     "We always grasp the development direction of bilateral relations from a strategic and long-term perspective, adhere to the five principles of peaceful co-existence, and stick to the spirit of mutual benefit to strengthen our dialogue and cooperation," He noted.     "Seeking peace, development and cooperation is our common voice," He said, noting that in many ways, China's relations with the three countries faced a huge potential and rare opportunity for development.     He also provided detailed statistics to show the growth of bilateral relations, saying that economies of China and the three nations were highly complementary.     Australia is China's eighth largest trading partner and an important supplier of energy resources. Bilateral trade volume with Australia in 2008 reached 59.66 billion U.S. dollars.     New Zealand is the first developed country which signed and implemented the bilateral free trade agreement with China. Both Australia and New Zealand recognized China's full market economy status.     Papua New Guinea for many years is China's largest trading partner and investment destination in the Pacific island region.     According to incomplete statistics, at present, there are 130,000 Chinese students studying in Australia, and about 34,870 studying in New Zealand. BEIJING, Nov. 20 (Xinhua) -- Chinese Premier Wen Jiabao on Friday congratulated EU's top leaders elected on Thursday, vowing to further boost China-EU all-round strategic partnership.     Wen made the remarks in his meeting with a group of EU diplomats including former French Prime Minister Jean-Pierre Raffarin and Hungary's ex-Prime Minister Peter Medgyessy, who were here to attend a China-EU forum.     The Belgian prime minister was unanimously elected on Thursday as the first full-time EU president and Britain's EU Trade Commissioner Catherine Ashton as EU foreign policy chief.     "As a strategic partner of the EU, China congratulates the leaders elected and feels glad for that," Wen said.     Calling EU as an important pole of the world, Wen said the EU integration would help the 27-nation bloc to play greater role in international affairs.     He called for courage and insight of political figures of both sides, as well as support from various circles of the society to deepen China-EU relations.     "The Chinese government is ready to cement trust and deepen cooperation with EU to promote bilateral all-round strategic partnership," he added.     Some of the EU representatives told Wen both the EU and China shoulder great responsibilities in the world globalization. The two sides should not only properly settle issues in bilateral ties but also jointly respond to major global challenges such as climate change.

JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation". 

BEIJING, Dec. 9 (Xinhua) -- Chinese Vice President Xi Jinping Wednesday called for strengthening Party building in the non-public economic sector and social organizations.     Xi, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, told a symposium that efforts should be made to expand Party organizations in the non-public sector and social organizations, and select right persons to head the Party committees.     Xi also urged to absorb more people from the non-public sector to join the CPC and to explore ways for the CPC organizations to play a more effective role.     He said measures should be constantly improved to ensure the scientific development of the non-public sector and social organizations.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. JINGGANGSHAN, Jiangxi, Nov. 4 (Xinhua) -- A senior Chinese official has called on the country's police and other law enforcement organs to improve their capabilities to better serve the people and rely on the people to safeguard social harmony and stability. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a meeting attended by police chiefs during his visit to Jinggangshan, where late Chairman Mao Zedong and other revolutionists established the CPC's first rural revolutionary base in 1927, in east China's Jiangxi Province.     Law enforcement departments and police should handle public's complaints with earnest attitude, improve their credibility in law enforcement and rely on the masses of people to safeguard social harmony and stability, said Zhou, who also heads the CPC Central Political and Legislative Affairs Committee.     He also called on the police officials to be innovative in their work and to strengthen the building of grassroots police organs.     Zhou visited the Jinggangshan martyrs' memorial park to pay respect to more than 48,000 revolutionary martyrs buried there, late Chairman Mao's former residence and other revolutionary sites on Tuesday.     Meng Jianzhu, Minister of Public Security who also attended the meeting, asked police departments at all levels to explore new methods for safeguarding national security and social stability.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday underlined in a joint statement their commitment to the eventual realization of a world free of nuclear weapons.    They also reiterated their opposition to the proliferation of weapons of mass destruction in the statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The two sides will jointly uphold the international nuclear non-proliferation regime, and agreed to enhance non-proliferation cooperation on the basis of mutual respect and equality, the statement said.     They promised to work together for a successful Review Conference of Parties to the Treaty on the Non-Proliferation of Nuclear Weapons in 2010, and committed to pursue ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) as soon as possible.     The joint statement said the two countries stand ready to strengthen communication and cooperation in nuclear safety and security and in combating nuclear terrorism.     China attaches importance to the U.S. initiative to hold a nuclear security summit in April 2010 and will actively participate in the preparations for the summit, according to the joint statement.
