BEIJING, Oct. 23 (Xinhua) -- China hopes the United States can take active steps to eliminate discriminatory measures towards Chinese poultry products, said Yao Jian, spokesman of China's Ministry of Commerce, on Friday.     Yao made the remarks in a comment on the ministry's official website on the 2010 Agriculture Appropriations Bill, which has modified the stance towards Chinese poultry imports, compared to that in the Omnibus Appropriations Act 2009.     "We welcome the changes," Yao said.     He pointed out, however, there are still restrictions against Chinese poultry products in the new bill.     "China is evaluating whether the restrictions are totally in line with the non-discrimination principle of the World Trade Organization and other relevant regulations," Yao said.     "China's poultry products are safe and reliable... We hope the United States can stand on the footing of maintaining mutual benefit in China-U.S. trade and take active steps to eliminate discriminatory measures and normalize bilateral poultry trade at an early date," Yao said.     Yao hoped that the U.S. could modify relevant regulations to resume poultry imports from China.     The U.S. House of Representatives passed the 410-billion-U.S.-dollar Omnibus Appropriations Act 2009 in February, which said "none of the funds made available in this Actmay be used to establish or implement a rule allowing poultry products to be imported into the United States from the People's Republic of China."

BEIJING, Nov. 27 (Xinhua) -- Days after the United States announced to cut its carbon dioxide emissions by 17 percent from 2005 levels by 2020, China promised to slice carbon intensity in 2020 by 40 to 45 percent compared with 2005 levels.     The respective policy movements of both China and the U.S., the biggest two emitters in the world, won global attention, if not instant applause. The early signs of the concerted efforts could be sensed after the two countries, the biggest developed and developing economies, released a joint statement on Nov. 17 during U.S. President Barack Obama's first China visit.     The two sides, according to the joint statement, had a "constructive and fruitful dialogue" on the issue of climate change.     It also said that the two sides were determined, in accordance with their respective national conditions, to take important mitigation actions.     The policy announcements from the two countries came just as the international community was worried about a possible stalemate at the United Nations Climate Change Conference in December in Copenhagen, Denmark.     Although not required by the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol for quantitative greenhouse gases (GHGs) emissions cut, China, defined by the United Nations as a developing country, still puts a drastic slash of its GHGs emissions in the coming ten years, even at cost of lowering its own economic development speed.     Economists estimated that China might double its current gross domestic product (GDP) by 2020. A 45-percent reduction of carbon emissions per unit of GDP means China would emit slightly more carbon dioxide than current levels.     At the same time, the Chinese government voluntarily set "the binding goal," which is to be incorporated into China's mid- and long-term national social and economic development plans.     It's much more than a developing nation is expected to offer, out of responsibility of and sincerity to addressing the common challenge faced by the international community.     Held by the UNFCCC accountable for contributing most of the total global carbon dioxide emissions, which were assumed to warm the planet and consequently result in natural disasters, many industrialized countries dodged their responsibilities of cutting emissions to levels that meet requirements of the Kyoto Protocol and the Bali Roadmap.     The United States, in spite of announcing a meaningful emissions cut of 17 percent, still lags far behind what the UNFCCC requires developed countries to behave.     In the Sino-U.S. joint statement, the two sides were committed to reach a legal agreement at the Copenhagen conference, which includes emissions reduction targets of developed countries and appropriate mitigation actions of developing countries on the basis of the principle of common but differentiated responsibilities and respective capabilities.     The U.S. and China also agreed substantial financial assistance to developing countries on technology development, promotion and transfer, which was largely invalid in the past years.     As China takes the lead to exemplify how a developing country, with the world's biggest population, could do to a better future of the world, it is now the developed world's turn to show their sincere care for a greener Earth.

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

ASTANA, Dec. 12 (Xinhua) -- Chinese President Hu Jintao and Kazakh President Nursultan Nazarbayev on Saturday pledged to advance their countries' strategic partnership.     During a meeting with Nazarbayev, Hu put forward a five-point proposal for the development of bilateral relations between China and Kazakhstan. BEIJING, Nov. 17 (Xinhua) -- China and the United States singed a joint statement here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, agreeing that "the transition to a green and low-carbon economy is essential."     Both China and the United States believed the clean energy industry will provide vast opportunities for citizens of both countries in the years ahead, said the statement signed during Obama' s first visit to China since taking office in January.     According to the statement, the two sides welcomed significant steps forward to advance policy dialogue and practical cooperation on climate change, energy and the environment, building on the China-U.S. Memorandum of Understanding to Enhance Cooperation on Climate Change, Energy and Environment announced at the first round of China-U.S. Strategic and Economic Dialogues in July and formally signed during Obama' s visit.     The statement said both sides recognized the importance of the Ten Year Framework on Energy and Environment Cooperation (TYF) and are committed to strengthening cooperation in promoting clean air, water, transportation, electricity, and resources conservation.     Through a new China-U.S. Energy Efficiency Action Plan under the TYF, both countries "will work together to achieve cost-effective energy efficiency improvement in industry, buildings and consumer products through technical cooperation, demonstration and policy exchanges," said the statement.     Noting both countries' significant investment in energy efficiency, the two Presidents underscored the enormous opportunities to create jobs and enhance economic growth brought by energy savings.     The two countries welcomed the signing of the Protocol Between the Ministry of Science and Technology, National Energy Administration of the People's Republic of China and the Department of Energy of the United States of America on a Clean Energy Research Center, according to the document.     The Center will facilitate joint research and development on clean energy by scientists and engineers from both countries. Priority topics to be addressed will include energy efficiency in buildings, clean coal (including carbon capture and sequestration), and clean vehicles.     The two sides welcomed the launch of China-U.S. Electric Vehicles Initiative designed to put millions of electric vehicles on the roads of both countries in the years ahead, the statement said.     Building on significant investments in electric vehicles in both the United States and China, the two governments announced a program of joint demonstration projects in more than a dozen cities, along with work to develop common technical standards to facilitate rapid scale-up of the industry, the statement said, adding that the two sides agreed that their countries share a strong common interest in the rapid deployment of clean vehicles.     About 21st century coal technologies, the two countries agreed to promote cooperation on large-scale carbon capture and sequestration (CCS) demonstrations projects and begin work immediately on the development, deployment, diffusion and transfer of CCS technology. The two sides welcomed recent agreements between Chinese and U.S. companies, universities and research institutions to cooperate on CCS and more efficient coal technologies.     With regard to joint efforts on tackling the climate change, the two sides welcomed the signing of the Memorandum of Cooperation between the National Development and Reform Commission of China and Environmental Protection Agency of the United States to Build Capacity to Address Climate Change.     The statement said the two sides welcomed the launch of a China-U.S. Renewable Energy Partnership, through which the two countries will chart a pathway to wide-scale deployment of wind, solar, advanced bio-fuels and a modern electric power grid in both countries and cooperate in designing and implementing the policy and technical tools necessary to make that vision possible.     Shared confidence on the bilateral cooperation in this field was expressed by the statement, which said that given the combined market size of the two countries, accelerated deployment of renewable energy in China and the United States can significantly reduce the cost of these technologies globally.     On the promotion of the peaceful use of nuclear energy, the two sides agreed to consult with one another in order to explore such approaches--including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the risks of proliferation.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30.
