BEICHUAN, Sichuan, May 16 (Xinhua) -- Thirty-three more survivors were pulled out of debris in Beichuan county in southwest China on Friday as rescue efforts entered the fourth day since the 7.8-magnitude earthquake on Monday.     The total number of survivors saved in Beichuan in Sichuan Province rose to 13,595, rescuers said.     Beichuan, a county of about 160,000 people, is one of the worst-hit region, with 80 percent of the buildings collapsed and at least 7,000 lives lost.     A 46-year-old survivor, Peng Zhijun, had lived on cigarettes, paper napkins and his urine when he was buried in the rubble in the past four days. He was still sober-minded almost 100 hours after the quake.     Doctors said he suffered bone fractures in the left arm and slight injuries in the legs, but the other parts of his body were basically in good condition.     "Natural disasters cannot be avoided. She had been injured by a falling girder and had eaten only nuts over the past four days.     "Thank goodness for the soldiers. I only weigh 65 kilograms and they carried me by turns on their backs, walking miles to reach the medical station," said Deng.     The death toll in Sichuan alone exceeded 21,500 while 14,000 others remained buried as of 4 p.m. Friday, vice provincial governor Li Chengyun said at a press conference.     He said that 159,000 people were injured in the massive earthquake and 4.8 million people had been relocated.     Friday's death toll rose by about 2,000 from that of Thursday.     Sichuan had experienced 4,432 aftershocks in the past four days, Li said.     The national death toll from the earthquake rose to 22,069 as of 2 p.m. Friday, while 168,669 people were injured, the latest government statistics show.     In addition to the deaths in Sichuan, 364 were killed in Gansu Province, 109 in Shaanxi Province, 15 in Chongqing Municipality, two in Henan Province, one in Yunnan Province and one in Hubei Province.     The central government allocated another 1.17 billion yuan (167million U.S. dollars) to the relief fund for quake-hit areas on Friday. This brought the disaster relief fund from the central budget to 3.41 billion yuan.     Public donations in both cash and goods to the quake-hit areas rose to 3.175 billion yuan as of 4 p.m. Friday, according to the Ministry of Civil Affairs.     China has mobilized more than 130,000 troops for rescue operations, who were desperate to excavate survivors despite the passing of the prime time for survivors' rescue -- 72 hours after the quake.     Foreign rescue teams from Japan, Russia, the Republic of Korea and Singapore have arrived in Sichuan to aid the disaster relief efforts.

BEIJING, July 4 (Xinhua) -- China's State Council published on Friday guidelines on post-quake reconstruction, emphasizing house repair and building work.     The State Council, China's Cabinet, stressed priority for repairing and building houses for people whose homes were destroyed during the May 12 tremor.     "Check for repairable buildings and fix them as soon as possible; scientifically choose sites, economically use land and set down reasonable quake-resistant levels for building new houses," the guidelines said.     Areas suitable for living must be marked off based on scientific standards and evaluations on geology and natural resources. Meanwhile, the government will see to the reasonable distribution regarding population, industry and productivity, according to the guidelines. Residents in quake-hit Yingxiu Township are now reconstructing their hometown    The reconstruction of buildings should take local advice into account, and be based on governmental subsidies, social support and local resources.     All the measures were aimed to let quake-hit people live in "safe and comfortable houses as soon as possible", said the guidelines.     Resources should be optimized to upgrade quake resistance standards and improve the quality of construction, the guidelines said.     Priority should be given to the reconstruction of public facilities, including schools and hospitals, and these buildings should be the "safest, most solid and trustworthy".     The guidelines required high schools and vocational schools be located in county seats, middle school in townships while primary school sites be relatively concentrated.     The guidelines also underscored the importance of protecting the ethnic and cultural relics affected by the major quake.     Earthquake sites and memorial halls would be erected, and the reconstruction of government buildings should be "frugal" and "practical."     The restoration of infrastructure should be adjusted to local conditions and planning, the guidelines added.

BEIJING, Oct. 1 (Xinhua) -- China will give more efforts to strengthen quality supervision of dairy products in rural areas, said Chen Deming, the minister of commerce, on Wednesday.     "The Ministry of Commerce (MOC) always gives food product supervision in vast rural areas a priority, although it is not an easy job to carry out as in urban areas," said Chen.     Chen said the MOC has urged local authorities to take tangible measures to regulate and stabilize the dairy markets in such areas.     The local governments were asked to launch strict supervision and inspection over dairy products in rural shops, enterprises and wholesale markets. Tainted milk products should be removed from shelves in time.     "The MOC will continue to work together with local governmental organs to ensure a sound market order, and help farmers get more knowledge about dairy products," said Chen.     Meanwhile, Chen noted the country should adopt concrete measures to lift consumer's confidence. "The government should enhance inspection over product quality, while enterprises should take on more social responsibility."     China's food quality has been criticized recently, as 13,000 infants nationwide were hospitalized with kidney problems and at least three were killed after drinking baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is.     After the Sanlu formula's problem exposure, the General Administration of Quality Supervision, Inspection and Quarantine conducted a nationwide examination of baby milk powder to find 22 companies whose formulas were tainted.

NANNING, Aug. 23 (Xinhua) -- Downpours brought by Typhoon Nuri swept south China's Guangdong and Guangxi from Friday to Saturday, but no casualties have been reported. NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.

WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. "With the global economic slowdown, it is important that China maintains its stable and relatively rapid growth."
