GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said.     "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added.     In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars.     "In addition to the recovering export, China's import is also on the rise, contributing significantly to the recovery of the world economy," Chen said.

SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.

BEIJING, Nov. 17 (Xinhua) -- China and the United States singed a joint statement here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, agreeing that "the transition to a green and low-carbon economy is essential."     Both China and the United States believed the clean energy industry will provide vast opportunities for citizens of both countries in the years ahead, said the statement signed during Obama' s first visit to China since taking office in January.     According to the statement, the two sides welcomed significant steps forward to advance policy dialogue and practical cooperation on climate change, energy and the environment, building on the China-U.S. Memorandum of Understanding to Enhance Cooperation on Climate Change, Energy and Environment announced at the first round of China-U.S. Strategic and Economic Dialogues in July and formally signed during Obama' s visit.     The statement said both sides recognized the importance of the Ten Year Framework on Energy and Environment Cooperation (TYF) and are committed to strengthening cooperation in promoting clean air, water, transportation, electricity, and resources conservation.     Through a new China-U.S. Energy Efficiency Action Plan under the TYF, both countries "will work together to achieve cost-effective energy efficiency improvement in industry, buildings and consumer products through technical cooperation, demonstration and policy exchanges," said the statement.     Noting both countries' significant investment in energy efficiency, the two Presidents underscored the enormous opportunities to create jobs and enhance economic growth brought by energy savings.     The two countries welcomed the signing of the Protocol Between the Ministry of Science and Technology, National Energy Administration of the People's Republic of China and the Department of Energy of the United States of America on a Clean Energy Research Center, according to the document.     The Center will facilitate joint research and development on clean energy by scientists and engineers from both countries. It will have one headquarters in each country, with public and private funding of at least 150 million U.S. dollars over five years split evenly between the two countries. Priority topics to be addressed will include energy efficiency in buildings, clean coal (including carbon capture and sequestration), and clean vehicles.     The two sides welcomed the launch of China-U.S. Electric Vehicles Initiative designed to put millions of electric vehicles on the roads of both countries in the years ahead, the statement said.     Building on significant investments in electric vehicles in both the United States and China, the two governments announced a program of joint demonstration projects in more than a dozen cities, along with work to develop common technical standards to facilitate rapid scale-up of the industry, the statement said, adding that the two sides agreed that their countries share a strong common interest in the rapid deployment of clean vehicles.     About 21st century coal technologies, the two countries agreed to promote cooperation on large-scale carbon capture and sequestration (CCS) demonstrations projects and begin work immediately on the development, deployment, diffusion and transfer of CCS technology. The two sides welcomed recent agreements between Chinese and U.S. companies, universities and research institutions to cooperate on CCS and more efficient coal technologies.     With regard to joint efforts on tackling the climate change, the two sides welcomed the signing of the Memorandum of Cooperation between the National Development and Reform Commission of China and Environmental Protection Agency of the United States to Build Capacity to Address Climate Change.     The statement said the two sides welcomed the launch of a China-U.S. Renewable Energy Partnership, through which the two countries will chart a pathway to wide-scale deployment of wind, solar, advanced bio-fuels and a modern electric power grid in both countries and cooperate in designing and implementing the policy and technical tools necessary to make that vision possible.     Shared confidence on the bilateral cooperation in this field was expressed by the statement, which said that given the combined market size of the two countries, accelerated deployment of renewable energy in China and the United States can significantly reduce the cost of these technologies globally.     On the promotion of the peaceful use of nuclear energy, the two sides agreed to consult with one another in order to explore such approaches--including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the risks of proliferation.

BEIJING, Nov. 9 (Xinhua) -- China will raise gasoline and diesel prices both by 480 yuan (70.28 U.S. dollars) per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced on its website Monday.     The benchmark price of gasoline will be 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.     The retail price of gasoline will climb by 0.36 yuan per liter and that of diesel will rise by 0.41 yuan per liter.     The country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than four percent over 22 straight work days. China raised gasoline and diesel prices both by 480 RMB yuan (70.28 U.S. dollars) per tonne on Nov. 10    "Margins of price fluctuations are within expectation. The price hike can help relieve domestic refiners' pressure from soaring oil refining cost," said Wang Jing, an analyst on petrochemical sector with Orient Securities Company Limited.     The price hike was aimed to protect oil refiners' interests, ensure market supply and help lead rational consumption to promote energy-saving and emission reduction, the NDRC said.     The NDRC would take active measures to help reduce pressure brought to sectors like transportation, the NDRC said.     International crude oil price might continue to rise within this year as demand would continue to grow amid global economic recovery, Wang said.

BEIJING, Nov. 16 (Xinhua) -- Relevant departments should carefully study the country's economic survey data, and let it serve as a reference for the country's economic plan, Chinese Vice Premier Li Keqiang said Monday.     A thorough study and better use of these data would help the country to cope with the world economic crisis, adjust economic structure, save energy, and promote a sound and relatively fast development, Li said.     He pointed out that the survey has made clear the country's energy and water resources consumption, and find out the basic situation of country's second and service industries. Chinese Vice Premier Li Keqiang (C) speaks at the meeting of leading committee of China's second national economic census in Beijing, China, Nov. 16, 2009. China started its second national economic census in October last year    He also asked relevant departments to ensure valid and reliable data.     China started its second national economic census in October last year.     The National Bureau of Statistics started economic census in 2004, and it is conducted every five years. BEIJING, Jan. 5 (Xinhua) -- The Chinese government will continue encouraging outbound investment while attracting foreign investment in 2010 for "stable and relatively fast" growth of the country's economy, a government official has said.     Outbound investment, or "go-global" strategy, should aim at making use of overseas resources, market and advanced technologies, so as to help facilitate development of China's domestic economy, Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission, said in the speech posted on the commission's website Tuesday.     The remarks were made at a conference held in Beijing on foreign investment on Dec. 11, but was not released until Tuesday.     In the first three quarters of 2009, China saw its investment overseas at 32.87 billion U.S. dollars, up 0.5 percent year-on-year, according to the Ministry of Commerce (MOC).     The country would also continue to attract foreign investment, he said. "Social stability, huge potential market and low cost of productive resources are still advantages for foreign investment," he said.     The country would see more advanced technologies and talents from foreign countries and foreign investment would better serve the structural reform of the country's economy.     Zhang said the government would stress national economic security while seeking to increase foreign investment. "We have to properly handle new challenges and situations when further opening sectors, including finance and telecommunications."     China's foreign direct investment shrank 14.26 percent from the same period last year to 63.77 billion U.S. dollars in the first nine months as foreign companies cut spending amid the global economic downturn, according to the MOC.     In the speech, Zhang also said China's currency was facing renewed pressure to appreciate because of the quantitative easing monetary policy in developed countries, a weakening dollar and recovery of China's economy.     The pressure would likely spur massive inflow of speculative money, making liquidity management more difficult.     Premier Wen Jiabao also said in December in an interview with Xinhua that the yuan faced appreciation pressure. "China will not yield to foreign pressure for the appreciation of its currency yuan in any form," Wen said.     "A stable Chinese currency is good for the international community," Wen said.

BEIJING, Dec. 27 (Xinhua)-- Premier Wen Jiabao admitted Sunday that it'd be good if lending by Chinese banks had not been growing on a too large scale as a result of the government's immediate response to the global financial crisis."It would be good if our bank lending was more balanced, better structured and not on such a large scale," he said in an exclusive interview with Xinhua News Agency.     Wen said the State Council had noticed the problem in the middle of the year and moved to correct it. "It has been improving in the second half of this year," he said. Chinese Premier Wen Jiabao (L) smiles during an exclusive interview with Xinhua News Agency at Ziguangge building inside Zhongnanhai, an office compound of the Chinese central authorities at the heart of Beijing, capital of China, Dec. 27, 2009    Credit expansion was one of the "unexpected difficulties" China had encountered in dealing with the worst crisis in decades, Wen said.     The State Council had to learn from past experience, detect problems and make persistent efforts to fight the crisis effectively, he said.     Wen said it was too early to grade China's performance in tackling the crisis because it was far from over and much work was yet to be completed.     He admitted that the State Council had time in the second half of the year to calmly reflect on the problems arising from the emergency response to the economic crisis.     The State Council had thoroughly discussed measures to cultivate new economic growth points, especially relating to emerging strategic industries such as the Internet, the green economy, the low-carbon economy, sensor technology and bio-pharmacy, he said.     "I think one of the linchpins for the world to overcome the economic crisis is wisdom, and, most importantly, science and technology," he said.
