HOHHOT, June 9 (Xinhua) -- China held an anti-terrorism drill Tuesday afternoon to test its police forces' ability to handle a bomb containing radioactive contaminants.     The drill, held in northern Inner Mongolia Autonomous Region's capital Hohhot, kicks off a series of drills in the autonomous region, Shanxi and Hebei provinces that surround Beijing. BEIJING, May 18 (Xinhua) -- Chinese top leaders met Monday individual delegates from across the country who were awarded honors in Beijing for their dedication to public order.     President Hu Jintao, Premier Wen Jiabao, Vice President Xi Jinping, and Zhou Yongkang, chief of the Central Political and Legislative Affairs Committee of the Communist Party of China (CPC), attended the meeting held at the Great Hall of the People.     The leaders are all members of the Standing Committee of the Political Bureau of the CPC Central Committee.     Zhou said at an awarding ceremony after the meeting that local governments had put great endeavor to maintaining stable social order and public security.     He urged Party organs at all levels to take the initiative of blending comprehensive control of social public security with overall economic and social development.     The senior official asked local governments to improve their capability of handling public security emergencies and actively prevent potential social conflicts.     The Chinese government has carried out a strategy to maintain social order and public security by involving volunteers and Party members in enterprises, offices, universities and even the retirees to help the police authorities with information and supervision on minor conflicts and suspected crimes.     At the awarding ceremony which was also viewed nationally by a tele-conference system, outstanding individuals and organizations were given honors for their endeavor and dedication to the country's smooth social order.     Zhou encouraged the honored individuals and institutions to have more innovative ideas and methods to promote the overall control of social order. BEIJING, May 24 (Xinhua) -- Natural disasters killed 88,928 people in China last year, according to a report released by the Ministry of Civil Affairs.     The number is the highest since 1976, when the 7.8-magnitude earthquake hit Tangshan City in north China's Hebei Province and killed more than 242,000 people, according to the report on the statistics of the country's civil affairs in 2008.     In addition, a total of 480 million people were affected by natural disasters, with direct financial losses of 1.175 trillion yuan (about 173 billion U.S. dollars).     In 2008, major natural disasters were frequent in China, with the unexpected strike of snows in the south and the devastating May 12 earthquake in Sichuan Province, the ministry said in the report.     The 8.0-magnitude earthquake left more than 87,000 people dead or missing and more than 374,640 injured in Sichuan and neighboring provinces.     Before that, the blizzards that struck much of central and southern China in early 2008 left 129 people dead and losses reached 151.65 billion yuan, according to the Ministry of Civil Affairs.

BEIJING, May 23 (Xinhua) -- China unveiled Saturday credit rating standards for the sovereignty entity of a central government, the first sovereign credit rating standards in China, aiming broader participation in global credit rating.     The standards were announced by Dagong Global Credit Rating Co., Ltd, one of the first domestic rating agencies in China.     The sovereign credit rating standards would be able to evaluate the willingness and ability of a central government to repay its commercial financial debts as stipulated in contracts, said the company.     The rating results could reflect the relative possibility of a central government to default as a debtor, and the rating is based on the country's overall credit value, according to Dagong.     Elements of credit risks will include the country's political environment, economic power, fiscal status, foreign debt and liquidity, said the company, adding that it judges the credit of a sovereign entity on the basis of a comprehensive evaluation of its fiscal strength and foreign reserves.     Compared with other rating agencies, Dagong pays more attention to the different economic stage of each country, and examines the features of its credit risks in a holistic and systematic view, according to Dagong.     Jiang Yong, director of the Center for Economic Security Studies under the China Institutes of Contemporary International Relations, said the financial crisis exposed a risk of the international society relying solely on the credit rating institutions of a single country, which is the largest risk of the world economy.     Luo Ping, head of the training center under China Banking Regulatory Commission, said the launch of the sovereign credit rating standards would help improve the transparency of credit rating information, and would strengthen China's position in the international financial arena.

BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.
