BEIJING, Oct. 11 (Xinhua) -- Chinese State Councilor Liu Yandong Sunday stressed the importance of nurturing more first-class financial personnel for the nation.     Liu made the remarks when visiting the Beijing-based Central University of Finance and Economics (CUFE) to convey congratulations on its 60th founding anniversary.     CUFE is the first university specialized in financial and economic studies established by the People's Republic of China. BEIJING, Aug. 29 (Xinhua) -- Industrial enterprises in 22 Chinese provinces, regions and municipalities generated 1.11 trillion yuan (163 billion U.S. dollars) of profit in the first seven months, down 17.3 percent from the same period last year, according to the latest official figures.     The decline is 3.8 percentage points lower than that in the first six months, the National Bureau of Statistics (NBS) said in a statement Friday.     The revenues gathered by the industrial companies' core businesses reached 21.4 trillion yuan in the first seven months, up 0.9 percent from last year. WASHINGTON, Aug. 6 (Xinhua) -- Chinese tire producers, who are facing proposed sanctionative tariffs from the U.S. authorities, appeal for "fair ruling" from the U.S. government, a Chinese tire industry representatives told Xinhua in an interview on Wednesday.     "The proposed sanction against Chinese tire export to the U.S. market will cause a lose-lose situation on both countries," said Mary Xu, deputy secretary general of the China Rubber Industry Association and the leading member of a Chinese tire producers delegation in Washington.     "We have filed much evidence demonstrating that Chinese tire imports do not injure the U.S. tire industry. The restriction of the Chinese tires cannot solve any problem faced by the U.S. tire industry, and further would hurt U.S. tire distributors and consumers," the delegation said in a letter to the U.S. President Barack Obama before a government hearing on this issue on Friday.     The U.S. Steelworkers union, which represents workers at major U.S. tire manufacturers, filed a petition against China earlier this year for import relief and won a favorable ruling from the U.S. International Trade Commission (ITC).     The panel recommended Obama impose a 55 percent tariff on the Chinese tire imports which would be reduced to 45 percent in the second year and 35 percent in the third before being removed.     The steelworkers asked for protection under Section 421 of U.S. trade law, which only requires petitioners to show that imports from China have disrupted the U.S. market.     "Chinese tires are welcomed by the American consumers who believe that our products have good cost performance," Xu said. "Chinese tires are relatively lower ended and mainly for the replacement of tires. The U.S. tire makers do not produce these types of tires. So our tires are complementary, not competitive to the U.S. products."     Xu said that the tariffs will hurt the American consumers and cause job loss as well.     "This case will influence about 100,000 U.S. employees across the country, including tire sellers, distributors, transporters and logistic companies. More than 25,000 American workers may lose their jobs if the sanction is implemented," Xu said.     "And about 100,000 Chinese workers from 20 tire producers will be influenced by the case," she added.     The ITC said it submitted its investigation report to President Obama and the U.S. Trade Representative (USTR) Ron Kirk last month.     The USTR hearing would be the final event in the investigation before Obama rules on the ITC recommendation.     The USTR will submit its remedy recommendation to Obama by September 2. He is required to make a decision within 15 days after receiving it.     Xu said that the tariffs proposal are widely opposed by the U.S. consumers and tire distributors.     In a letter to President Obama, the American Tire Industry Association (TIA) opposed petition to limit imports of Chinese-made tires and said that it will hurt the U.S. economy and consumers.     This case also aroused closely watch of trade protectionism since it is seen as a test case for the Obama administration's trade policy.     The president's decision will tell the world if he believes his own rhetoric about the dangers of protectionism in a weak global economy, The Wall Street Journal said in a report Tuesday.     "Chinese tires have fairly traded in the U.S. for years. I think limiting trade in fairly traded goods is protectionism. It would contradict recent pledges by the United States to avoid protectionism and to work in cooperation with China to promote trade," said Xu.     "We cannot predict the result of the case right now," Xu said. "What we expect is a fair ruling from the U.S. government."

BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. Profit decreased by 98.32 percent to 1.73 billion yuan.     China produced 500 million tonnes of crude steel last year, accounting for 38 percent of the world total production volume.

The celebrations really testify that this is the case," said Broedsgaard, who has been closely following the development of China for more than 30 years.     China's economic, political and cultural influence has been on the rise in recent years, said Broedsgaard, who has written and edited 18 books and monographs on modern China and East Asian affairs.     Describing China as being at the "forefront in terms of economic development," the Danish professor said China's role is "critical" in tackling the global financial crisis.     On China's political influence, he said China has taken part in "a variety of multilateral for a" in addition to international organizations such as the World Trade Organization and the United Nations.     The Beijing Olympic Games in 2008 also showed China's increasing significance, he observed.     Culturally, "China is also in a position where soft power is increasing," said Broedsgaard, who is a member of the Advisory Committee of the EU-China Academic Network and the Sino-Danish Joint Committee for Cooperation in Science, Technology, and Innovation.     Many people are interested in the Chinese tradition and culture, while more and more people are studying the Chinese language, he said, taking South Korea as an instance.     There are more people in South Korea studying Chinese than English, he explained.     Confucius institutes have been established in many countries, he said, adding that there is a Confucius Business Institute in Copenhagen.     As for the problems that China faces, Broedsgaard said that "there are always problems when a country rises."     But he said it is useful to remember history and put things in a historical perspective, adding that it is very important to remember that this is the "re-emergence" of China, which was a strong and important country in the past.     To ease the concerns of other countries, China has to relate to its partners and major powers and reassure them that it is a win-win situation in which "I get stronger, but you also get benefit," he said.     Broedsgaard also commented on the party building of the Communist Party of China (CPC), which was a focus of the Fourth Plenary Session of the 17th CPC Central Committee held in Beijing from Sept. 15 to Sept. 18.     "The whole issue of party building is important because the quality of leadership is important," he said, adding that the failure of the Soviet Union in the 1990s was part of "a question of the quality of leadership."     The CPC has been able to reform, renew and revitalize itself, he said.

UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. URUMQI, Aug. 4 (Xinhua) -- Seven hundred and eighteen people have been detained for being implicated in the Urumqi riot on July 5 which left 197 people dead and more than 1,600 injured, Urumqi City police chief Chen Zhuangwei said Tuesday.     Chen, head of the Public Security Department of Urumqi, capital of the Xinjiang Uygur Autonomous Region, said evidence collection had been a heavy load for the city's police force. It had involved examinations at the crime scenes and DNA evaluations, but it had been carried out swiftly.
