BEIJING, Feb 7 (Xinhua) -- After some parts of the drought-stricken north China embraced the long-awaited rain on Saturday, more rainfall was expected to come on Sunday, said National Meteorological Center (NMC) on Saturday.     Rain or snow is forecast for Sunday and next Monday in parts of the northwest and southwest China. They will also spread to the country's north and central regions, according to the NMC. BEIJING, March 14 (Xinhua) -- World media spoke highly of Premier Wen Jiabao's remarks Friday at a press conference and policies China has adopted to battle the economic crisis, saying the two just-concluded political sessions delivered "China's confidence." The two sessions are known as the Second Session of the 11th National People's Congress (NPC) and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC).     The U.S. Chinese Biz News said in a commentary that China has worked out various measures to boost confidence in a number of fields, noting that the package of measures was unprecedented concerning its covered area, depth and influence. The annual NPC session closed on Friday    "China's confidence" was frequently used by reporters covering the NPC and CPPCC, making it a key phrase of the two sessions, it added.     Zheng Yide, editor-in-chief of the U.S. Qiaobao, said the two political sessions spurred confidence of the world amid the unfolding economic turmoil.     China has pledged an 8-percent economic growth, and considering the important role it plays on the world platform, such commitment uplifts people's confidence not only in China's economy but also in the world economy, Zheng said.     The Paris-based Nouvelles d' Europe, the biggest Chinese newspaper in Europe, published a commentary saying "confidence" had been a key word running through the two political sessions and left a deep impression on the world.     The recurring word offered China as well as other countries an effective prescription for surviving the economic crisis.     Lianhe Zaobao, a leading Chinese-language newspaper in Singapore, said in an editorial that Wen has unequivocally said China is ready to confront even bigger challenges amid the financial crisis and can "roll out a new stimulus package at any time."     That is a promise not only to the Chinese people but to the whole world, the editorial said.     It is remarkable that China delivered such kind of determination and confidence at a time when the United States and Europe are still entrenched in their positions on measures to overhaul the global financial system, the editorial said.     Nanyang Siang Pau of Malaysia said that China has set an 8-percent economic growth target for this year.     The paper quoted Wen as saying that China's fiscal deficit is controllable and the government's debt level is safe.     China will keep its currency, the yuan, stable at a reasonable and balanced level, Wen was cited as saying. "No country in the world has the right to put pressure on the devaluation or appreciation of the Chinese currency."     Malaysia's China Press and Sin Chew Media also covered the conclusions of the two political sessions and Wen's press conference.

BEIJING, April 5 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made a phone conversation with his U.S. counterpart Hillary Clinton on Sunday, expressing concerns over Chinese nationals killed and injured in Friday's Binghamton shooting rampage.     According to preliminary investigation results, four Chinese women were among the people killed in the shooting and another Chinese national was injured. Some key indicators showed the economic situation has somewhat turned better. But those were just temporary indices and couldn't be fully compared with the past figures," he said.     "We must fully realize we are facing a long-term and arduous task and strengthen confidence in the face of the crisis and be ready to take firmer and stronger actions when necessary."     Wen gave his personal appreciation to the "brothers" of rural migrant workers for their contribution to China's prosperity and their understanding in times of difficulty.     "You have born the first brunt of the financial crisis, but you didn't hold much grudge against the government but instead showed your understanding, with some going back home silently for farming and others dashing around for jobs," Wen said. "I thank you!"     The government would offer vocational training and tax privileges for rural migrant workers to start their own business, he said.     Wen didn't use the occasion for a national consumption pitch, although many economists agreed that raising consumption would be the only way to rebalance and sustain the economy.     "Of course we wish the wealthy could spend money boldly, but what we think essential is to increase the income of people from all walks of life. In that case, consumption would have a much more solid founding," he said.     Hand-picking a complaint over financing difficulty from netizen Shen Yuefang who ran a small-scale business in Zhejiang, Wen harshly blamed commercial banks, urging them to step up the implementation of state policies and lend more to small and medium-sized companies, especially private ones.     "I always said that economists, entrepreneurs and bankers must have moral blood. That is to say whenever the country is in trouble, we should help smaller companies and optimize the system. This is real action to share in the woes of the nation. Every banker should do this," he said.     GOOD SYSTEM MATTERS MORE     Affectionately named "Baobao" (the Chinese for baby) by his fans, the 67-year-old has become one of the nation's most popular figures after making swift appearance at disaster sites when a devastating earthquake shocked the country last May.     During his visit to Tianjin on Feb. 16 this year, Wen came cross weeping mother Wang Zhihua who couldn't afford the treatment for his seriously ill son. Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. Our determination to push forward the reform shows that the government cares about the health of the public," Wen said.     "Let me assure you that a good Premier would push forward the establishment of a good system," he said.     HEARTY TALK     Bombarded by questions over the widening income gap and government corruption, Wen said that in a society where fairness and justice prevail, the public should be able to share the fruits of reform.     Citing the Theory of Moral Sentiments by philosopher Adam Smith, Wen said that society would be unstable if the wealth was long concentrated in the hands of a small number of people while the majority was stuck in poverty.     "However, the needy would have no way to shake off poverty when the society was static. So only through development and progress can we tackle such difficulty from the root," he said.     "To uphold democracy and have the people truly in charge, we must rely on no individuals but a sound system to secure top-to-bottom communications for the government to listen to the voices of the masses," he said.     Asked why he didn't dodge when German student Martin Jahnke blew a whistle and hurled a sports shoe at him at the concert hall of Cambridge University on Feb. 2 during his speech, Wen admitted his eyes had been blinded by the spotlight.     "I didn't know indeed what has come to me. But I have a conviction even it was a dangerous article, I wouldn't move a bit because the first thing that came cross my mind was to safeguard the national dignity," he said.     Wen asked the moderator to prolong the chat more than once and addressed 29 more questions.

To compound the problem, more than seven million college graduates will be looking for jobs this year.     "We must ensure a stable employment situation this year, as employment is related to people's livelihood and the harmony and stability of the society," Zhang said at a working conference of the Ministry of Human Resources and Social Security.     The country's urban unemployment rate increase 0.2 percentage points to 4.2 percent at the end of 2008, even though migrant workers are not included in that number.     Zhang asked the ministry to adopt more active policies to find employment for people.     Tax burdens of firms could be reduced, and preferential policies for social security coverage could be employed to help firms survive the crisis and keep jobs, Zhang said.     More subsidies should be offered to organize vocational training in order to get people reemployed, and training should be made more relevant to different jobs, he added.     The Vice Premier also said the government should step up building a social insurance system that covers both urban and rural residents, and continue to raise pensions for retired workers.     China created new jobs for 11.13 million people last year, 11 percent more than the target of 10 million.     The country also found jobs for five million laid-off workers and for 1.43 million who had difficulty in finding a job. The combined 6.43 million was again higher than the original target of five million.

BEIJING, March 27 (Xinhua) -- Chinese President Hu Jintao said here Friday that the "good situation" in today's Tibet was "hard-earned and should be highly cherished."     Hu said during his visit to an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing, that the reform 50 years ago was "the most extensive, profound and progressive social transformation in the history of Tibet."     All the nine members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee visited the exhibition, including top legislator Wu Bangguo, Premier Wen Jiabao, and top political advisor Jia Qinglin. It also includes photos about Tibetan people's lives today.     When visiting the exhibition, Hu stressed that, only by staying in the big family of the motherland under the leadership of the CPC, can the economy and society of Tibet develop by leaps and bounds, and the people of Tibet be the owner of the country together with other Chinese ethnics.     Tibet should speed up economic development and further improve the living standards of people living there, especially the peasants and herdsmen, Hu said.     Hu also said that Tibet should move from being "basically stable" to "peaceful and stable in the long run."     The exhibition, co-organized by the State Council Information Office, the State Ethnic Affairs Commission and the Tibet Autonomous Region, has attracted about 137,000 visitors since its opening.

BEIJING, Feb. 17 (Xinhua) -- China and Russia on Tuesday signed seven agreements on a package cooperation program for energy resources.     The agreements include a pipeline construction project, a long-term crude oil trading deal and a financing scheme between the China Development Bank and the Russia Oil Pipeline Transport Company, according to a source with the Chinese Foreign Ministry. It was sharply down from 44.3 percent of growth rate in 2007, according to data from the General Administration of Customs.     Russia's gross domestic product (GDP) grew only 5.6 percent year-on-year in 2008 because of the financial crisis and drastic decline in income from oil exports. The growth rate was 2.5 percentage points lower than a year-earlier level.

BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.
