BEIJING, Aug. 3 (Xinhua) -- China Vanke, the country's largest property developer by market value, announced Monday evening that it had made a net profit of 2.52 billion yuan (368.9 million U.S. dollars) in the first half of the year, up 22.5 percent year on year.     Company revenue in the first half was 21.81 billion yuan, up 26.4 percent year on year, the developer said in its half-year report to the Shenzhen Stock Exchange.     The company sold 3.488 million square meters of housing nationwide in the six months, up 31.2 percent over the same period last year in terms of total sales space.     The Shenzhen-based firm attributed the sales and profit rise to the upbeat Chinese property market performance in the first half, boosted by an array of government measures to bolster the economy and stimulate domestic consumption.     The Shenzhen-listed developer had edged down 0.9 percent to 13.24 yuan a share Monday before the release of the report.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday.     "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen.     Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen.     "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen.     In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said.     Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income.     The salary income mainly comes from the earnings from working in local or urban enterprises.     The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first.     Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials.     The central government always gives priority to increasing farmers' income, he said.     "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.

NANJING, Aug. 16 (Xinhua) -- Liu Yunshan, head of the Publicity Department of the Communist Party of China (CPC) Central Committee, has called on authorities at various levels to step up patriotic education in the run-up to celebrating the 60th anniversary of the founding of the People's Republic of China.     Liu, also a member of the CPC Central Committee Political Bureau, made the remarks during a recent inspection tour in the eastern province of Jiangsu.     Liu said patriotic education should serve the development and stability of China's reform, and should be included in the process of tackling the global financial crisis, and maintaining the country's steady and relatively fast economic development.     He urged the authorities to incorporate patriotic education into the daily life of the Chinese people, to "turn their love for the country into concrete actions."     Patriotic education should focus on China's youths and teenagers, Liu said, adding that the development of "red tourism", which mainly consists of visiting sites related to the history of the CPC and its armed forces, should also be highlighted.

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said.
