BEIJING, Sept. 9 (Xinhua) -- Chinese President Hu Jintao Wednesday urged the country's senior officials to take the 60th anniversary of the founding of the New China as a new start for carrying on its modernization drive while maintain social stability.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks when presiding over the 16th group study for the CPC Central Committee Political Bureau, which was themed on understanding and practicing the socialist modernization since the founding of New China.     "Many important revelations come up if we look back on how the Party has led people on the path of socialist modernization," said Hu, stressing the importance of upholding economic development as the central task and promoting comprehensive and sustainable development.     Hu stressed the study of the principle of "freeing our mind, seeking truth from facts, be united and look ahead", which was put forward by late Chinese leader Deng Xiaoping.     Hu said that policies regarding reform should be scientific and the methods of practicing these policies should be well-coordinated. Such reform policies should cover economy, politics, culture, society and all other aspects.     Hu emphasized on ensuring social stability while deepening reform.     "Without stability, nothing can be done and even those we have achieved will be lost. We should pay special attention to conflicts occurring among people and solve them properly," he said, adding that various issues that affect social stability should be coped with carefully to ensure people's livelihood.     Hu urged all study members to regard the 60th anniversary of the founding of the Republic of China as a new starting point to deepen socialist modernization and made new achievements in building a well-off society.

BEIJING, Sept. 8 (Xinhua) -- The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is to be held from Sept. 15 to 18 this year, according to a statement issued Tuesday after a meeting of the Political Bureau of the CPC Central Committee.     The decision was made at Tuesday's meeting, presided over by Hu Jintao, general secretary of the CPC Central Committee.     Participants at Tuesday's meeting discussed a draft document on improving Party building which is to be submitted to the four-day plenary session for deliberation.     The CPC has to improve the Party building to cope with "major development, reform and adjustment in the world" and to better lead all ethnic groups to concentrate on construction and development, the statement said.     To sum up the Party's invaluable experience of strengthening self-building since the founding of the People's Republic of China 60 years ago, and enhance the Party building in the new situation, the CPC should stick to the following principles detailed in the statement:     -- The CPC should be strict with the Party members by conducting strict education, administration, monitoring and self-criticism.     The Party should also make redoubled efforts to improve the Party's work style, build a clean government and fight corruption to maintain its advanced and immaculate nature.     -- The CPC should focus on theological and ideological construction to enable the Party's theory and practice to keep pace with the time and be creative.     -- More efforts will be made to enhance the CPC's creativity, cohesiveness and fighting capacity to guarantee the Party to do a better job in governing and rejuvenating the country, and building socialism with Chinese characteristics.     -- The CPC should stick to scientific and democratic rule and rule by law to make it always a representative of the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people.     -- The CPC should meet the essential requirements of building the Party to serve the public interests and running the government for the benefit of the people.     -- The CPC should improve itself in an innovative way.

ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

BRUSSELS, Oct. 7 (Xinhua) -- China will work with Belgium to improve political trust and substantial cooperation to make new progress in bilateral ties, Chinese Vice President Xi Jinping said here Wednesday.     During talks with Belgian Prime Minister Herman Van Rompuy, Xi put forward a four-point proposal to cement bilateral ties:     -- To maintain high-level contacts and political dialogues. BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. BEIJING, Sept. 9 (Xinhua)-- China and the European Union (EU) should properly cope with trade frictions, and push forward economic and trade cooperation, Chinese Vice Premier Wang Qishan said here Wednesday.     Wang was meeting with EU Trade Commissioner Catherine Ashton, who is on her first visit to China.     "China and the EU should appropriately handle trade frictions, and fight resolutely against trade protectionism," he said.     Since late July, the EU has launched a series of anti-dumping actions against Chinese products, covering steel wire rod, seamless steel tubes, sodium gluconate, steel cables and aluminum road wheels.     "Some of China's major trading partners have shown signs of protectionism during the global financial crisis, and there has been rising trade protectionism inside the EU," said Sun Yongfu, who is department chief in charge of European affairs of Chinese Commerce Ministry.     Vice premier Wang said the two sides' top priorities at the present time should be making efforts to continuously further coordination and cooperation, jointly tiding over the global financial crisis, and facilitating the recovery of regional and international economy. BEIJING, Aug. 23 (Xinhua) -- China's insurance capital investments hit 2.45 trillion yuan (358 billion U.S. dollars) in the first seven months of this year, according to the country's insurance regulator.     In July alone, the investments from insurance funds stood at 120.4 billion yuan, China Insurance Regulatory Commission (CIRC) said in a report on its website.     Of the total insurance investment value, about 332 billion yuan, or 9.8 percent, went to the stock markets by the end of the second quarter of this year.     During the same period, mutual funds investments suck 228.45 billion yuan, or 6.8 percent from the insurance capital.     A booming equities market and an optimistic attitude towards the country's stock markets had led to an increasing investments, said the CIRC.     Comparatively, in the first seven months, bank deposit of China's insurance capital decreased to 1.03 trillion yuan, 15.23 billion yuan less than in the first six months.     The CIRC's statistics also reflected a slowdown increasing rate in premium income in the first seven months. Premium income was 678.64 billion yuan, representing a small increase of 80 billion yuan than the June figure.

BEIJING, Sept. 23 (Xinhua) -- China has never placed any restriction on pork imports from the European Union (E.U.), and its demand for health certificate from the E.U. imported pork was needed to prevent the spread of A/H1N1 flu, said Yu Taiwei, head of China's quality watchdog's food safety export and import bureau, on Wednesday.     General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) launched on Sept. 18 a measure requiring an additional testing on all pork meat from five countries including Denmark, France, Italy and Spain.     The E.U.'s health Commissioner Androulla Vassiliou was reported Wednesday as having interpreted China's requirement for strengthening inspection on A/H1N1 virus as "being protectionism".     "We still allow these countries to export pork to China, but only ask for a more intensified inspection," said Yu.     Every country should guarantee the quality securities of its export products, which is its responsibility, according to Yu.     China is a major consumer of meat products. It imported 1.84 million tonnes last year. The country has also become the world's leading meat producer, whose pork output stood at 44.59 million tonnes in 2008.
