In the headquarters of the Beijing Organizing Committee for the Olympic Games, more than 200 employees gathered in front of their office building, facing southwest, towards Sichuan, in a silent tribute.     In Tian'anmen square, thousands of people shouted "Go, Go, China!" "Brave and strong, China!" and "Brave and Strong, Wenchuan!” "Hang on, Sichuan!"     Wenchuan County was the epicenter of quake on May 12.     Financial markets suspended trading for three minutes. Some traders said people had asked about buying stocks of Sichuan-based companies to show support.     PRAYERS FOR SALVATION     Across the country, people honored the quake dead in various ways; some flew black kites and some held chrysanthemums. I feel deeply sorry for those dead brothers," said Pu Taihua, a rescuer in Beichuan, tears mixing with sweat on his face.     Although rescuers are being challenged by the rugged terrain and aftershocks in Sichuan, more than 100,000 soldiers and rescuers are still battling to search for buried survivors.     The quake victims, who are clinging to hope that their relatives have somehow survived, also took time to join the mourning.     In Beichuan County, one of the worst-hit areas in Sichuan, surviving students, wearing white T-shirts, stood with their heads deeply bowed. Some of them had been orphaned by the earthquake.     In Anxian County, also hit hard, more than 1,800 homeless residents gathered on open ground for the remembrance. Peng Hao, a boy who lost his father, wrapped himself in his dad's blanket and wailed plaintively with his mother.     In the Tianpeng Middle School in Pengzhou City, Sichuan, thousands of people gathered on the playground. An eerie silence was broken by cries from the crowd after a baby, Dong Chengyuan, began to wail in the arms of his grandmother.     The baby, whose grandfather died in the quake, wore a black armband that read "mourning" in Chinese.     Baby Dong's mother, Chen Jiao, said the family had cried all their tears. "When I found my dad, he was crushed by two beams, one on his neck and another on his feet. His body was almost disfigured," said Chen.     After the memorial, residents wandered around the playground, reluctant to leave.     WOUNDS WILL HEAL     From herdsmen and hearing-impaired children to elderly survivors of the deadly 1976 Tangshan earthquake, from bus drivers in Beijing to barter traders along the China-Russia border in Manzhouli, grieving Chinese are rallying against the disaster.     "My best friend died in the earthquake, but wounds will heal, homes will be rebuilt and everything will be all right," said Zhang Xiaomei, a student in the Yinghua Middle School in Deyang City.     On Monday, a downtown square in Chengdu was crammed with thousands of people who shouted "Go, Sichuan!" "Go China!" amid tears.     "The people in Sichuan are not alone. The whole China of is supporting them," said Ma Guoxi, a student in Ningxia University.     Mark Hancock, an Australian teacher in Qinghai, joined hundreds of Chinese mourners in a downtown square in Xining, capital of Qinghai Province.     "It's been a terrible catastrophe for China, for the Chinese people," he said, struggling to hold back tears. "It's a time for China to demonstrate its enormous strength to overcome the tragedy, and people all over the world are with them and supporting them," he added.     "The earthquake took away people's lives, but it will not frighten the brave Chinese people into retreat. We will get over the hardships and a stronger China will have a better future," said He Bin, a police officer of the Anhui Provincial Public Security Department. President Hu Jintao, standing atop the rubble amid aftershocks on Sunday, said through loudspeakers to the soldiers in the quake-hit Shifang City: "I truly believe that the heroic Chinese people will not yield to any difficulty!"

BEIJING, June 26 (Xinhua) -- The headquarters for quake-relief command of the State Council, China's Cabinet, on Thursday called for priority in reconstructing public facilities such as schools and hospitals in the country's southwestern quake-hit region.     At a regular meeting presided over by Premier Wen Jiabao, the headquarters clarified the main tasks of the relief and reconstruction in the quake-hit zone, giving priority to rebuilding and quality of public facilities that were closely related to the lives of local residents. JIUQUAN, Gansu, Sept. 25 (Xinhua) -- Chinese President Hu Jintao congratulated the country's space scientists and taikonauts on the successful launch of the manned spacecraft Shenzhou-7 at the Jiuquan Satellite Launch Center on Thursday.     "The successful launch marked the first victory of the Shenzhou-7 mission," Hu told Chinese experts and other work staff at the center after officials declared the spacecraft entered the preset orbit.     "On behalf of the (Communist) Party Central Committee, the State Council and the Central Military Commission, I'd like to extend warm congratulations to all work staff and army forces participating in the mission," said Hu. BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.

A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

BEIJING, Oct. 11 (Xinhua) -- The latest tests found that Chinese liquid dairy products met the new temporary restrictions on melamine, the country's top quality control agency said on Saturday.     It was the ninth investigation on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest tests covered 532 batches of liquid milk, including yogurt, from 69 brands in 23 major cities nationwide, the agency said.     At present, 4,213 batches of liquid dairy products from 131 brands produced after Sept. 14 were tested and all in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China on Wednesday set temporary limits on melamine content in dairy products. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.     The State Council, or Cabinet, issued a series of quality control regulations for dairy products on Thursday.     The regulations tighten control of how milk-yielding animals are bred, how raw milk is purchased and the production and sales of dairy food.     They promised more severe punishment for people who violated safety standards and quality control departments that failed to fulfil their duties.

ROME, June 4 (Xinhua) -- Food security in China is guaranteed despite the recent major earthquake and heavy snowfalls earlier this year, China's Agriculture Minister Sun Zhengcai said in an interview with Xinhua.     "The earthquake will not change the nation-wide situation of agricultural production this year since local output of the affected area is quite small compared to that of the whole country," Sun said, who was attending a world summit here on soaring food prices, hosted by the United Nations Food and Agriculture Organization (FAO).     An 8.0-magnitude earthquake hit southwestern China in May, with its epicenter in Wenchuan County, a mountainous area of Sichuan province, with the death toll currently at over 70,000 people and causing massive economic loss.     Sun acknowledged local agricultural production was in no way immune from damage. The harvest season for nearly 19,000 hectares of wheat in Taizhou started on June 3.    "The damage was mainly to planted crops and livestock," he said, adding an urgent harvesting and planting effort has helped minimize the impact and which had no national implications.     The devastating earthquake struck following severe snow and ice storms that swept southern China early this year, giving rise to concerns about food shortages in the world's most populous country.     However, Sun said food security remains guaranteed because of sufficient stockpiles and a big harvest ahead.     "This year, China's agriculture has prevailed over disasters of snow and ice storms and the extremely severe earthquake, and our summer grains and oilseeds are set to harvest good crops," he said.     Since 2004, food production in China has increased for four consecutive years and the total grain output exceeded 500 million tons last year.     Sun said China's grain reserves are currently abundant and there is enough supply of major farm products to offset the effects of the two natural disasters.     If there are no more major disasters, China is expected to have a big summer harvest this year, with grain output set to rise for the fifth consecutive year. Even in southern China, oilseeds, which had been feared to drop due to the snowfalls, would reverse the declining trend in the previous three years.     Sun said as a huge, developing country with 1.3 billion people, China has always paid great attention to food and agricultural development.     The Chinese government will continue to adhere to the food security policy of basic self-sufficiency, complemented by imports and exports to readjust surplus and shortfalls, he said.
